HomeMy WebLinkAbout1963-04-03 237 Bozeman, Montana April 3, 1963 The Commission of the City of Bozeman met in regular session in the Commis- sion Room, City Hall Building, Wednesday, April 3, 1963 at 1:00 o'clock p.m. Present were Mayor Staudaher, Commissioner Morrow, City Manager Cutting, Ass't. I City Manager Fryslie, City Attorney Berg and the Clerk. The fOllowing proceedings were had: Minutes of the last regUlar session were read and it was moved by Connnissioner Morrow, seconded by Mayor Staudaher, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Denied Permission to Place Overhead Propane Tank at McClees Sheet Metal Walter Monforton and Floyd McPherson of the Montana Propane again appeared to discuss their request for permission to erect an above ground propane storage tank at the site of the McClees Sheet Metal located on the northeast corner of Mendenhall and North Wallace. Fire Chief William Penttila reported he had fUlly investigated the site of the requested propane tank installation at Mendenhall and North Wallace Avenue, and found such an installation at this location would create a definite hazard to surrounding ~ulldings, and also because of previous and consistant denial of similar requests he recommended this request be denied I as being contrary to Chapter 13.U4 of the Bozeman Municipal Code and manuals of the National Board of Fire Underwriters. The City Manager concurred in Chief Penttila's recommendation and it was moved by Mayor Staudaher, seconded by Commis- sioner Morrow, that permission to erect the tank on the site as requested be denied and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Absence of Commissioner Sedivy It was reported tha t Commi ss ioner Sedivy's absence from the mee ting was due to the necessi ty of his accompanying the Montana Sta te College Band on a tour as its band.director. In compliance with Section 2.U8.060 of the Bozeman Municipal Code, it was moved by Commissioner Morrow, seconded by Mayor Staudaher, that Commissioner Sedivy's absence be authorized and the motion was carried by the followlng Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. ~lrchaseof Fire Hydrants The City Mana~er reported the Water Department has need for an additional I supply of fire hydrants and requested authorization to place an order for three hydrants at a total approximate oost of $700.UO. It was moved by Mayor Staudaher, seconded by Commissioner Morrow, that the purchase be authorized and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Purchase of 6" Cast Iron Water Pipe The City Manager reported the Water Department has need for an additional 238 supply of 6" Cast Iron Water Pipe and reauested authorization to place an order for 4UU' at a total approximate cost of $9UO.uO. It was moved by Commissioner Morrow, seconded by Mayor Staudaher, that the purchase be authorized and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Comnissioner Morrow; those voting No, none. Purchase of Cast Iron Pipe Fittings The City Manager reported the Water Department has need for an additional supply of miscellaneous cast iron pipe fittings and requested authorization to place an order in the total approximate cost of $850.00. It was moved by Mayor Staudaher, seconded by Commissioner Morrow, that the purchase be authorized and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Examination of Depository Bonds The Commission proceeded to examine the Custodian's Receipts for Depository Bonds held by the Director of Finance as security for City funds deposited in Bozeman banks. It was moved by Commissioner Morrow, seconded by Mayor Staudaher, that the secur1 ties be approved and a lis t thereof be set forth in full in the minutes of this meeting and the motion was carried by the following Aye and No and vote: those voting Aye being Mayor Staudaher/ Commissioner Morrow; those voting No, none. I Vacancy in CltyEngineer Position The City Manager announced that William C. Stone of Ottumwa, Iowa, although having accepted an appointment to fill the vacancy of City Engineer, had now reported he has instead accepted employment in Washington, D. C. and deciined to ' accept the position in Bozeman and therefore the position of City Engineer is again vacant. 240 Deterioration of City Hall The City Manager reported on continuing deterioration of the City Hall and presented pictures showing roof leakage damage to ceilings and other wall damage resulting from the high wind of last week end. He stated that no funds are availabie for location of the City offices elsewhere or for any extensive repairs to the City Hall but that the pub~ic should be kept informed of the dangerous I condition of this building. Authorization to Attend V~ter Works Association Conference, L~vingston (4-6 April) It was announced that the American Water Works Association Conference is scheduled to be held in Livingston, April 4th thru the 6th, and in concurrence with the City Manager's recommendation, it was moved by Mayor Staudaher, seconded by Commissioner Morrow, that Ass't. City Manager Fryslie, Superintendent Ralph E. Dunahoo and Assistant Superintendent Glenn Huntsman of the Water Uepartment and Ruben Batchelder, 6uperintendent of the sewage disposal plant, be authorized to attend the conference and, it being in the public interest, their expenses incurred be charged to the appropriate funds. Reports The following reports were presented: Fluoridation Building Inspector Cashier Disposal Plant Operator Fire Chief Librarian Police Judge I The City Manager commented on the reports and recommended their approval. It was moved by Commiss ioner Morrow, seconded by Mayor Staudaher, tha t the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting N', none. City Hall.... Roof Repair Robt. Hoeyof the Bozeman Sheet Metal Works discussed with the City Gommis" sion the problem of repairing the roof of the Ci.ty Hall Building. He estimated it would be possible to make limited repairs to the roof for $5UO.UO, however, he emphasized the work could not be guaranteed and could not be considered other than of a temporary repair becasue of the unstable condition of the building. It was moved by Mayor Staudaher, seconded by Commissioner Morrow, that Mr. Roey be authorized to proceed with the repair in the amount as outlined above and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none.
