HomeMy WebLinkAbout1963-01-16 Bozeman, Montana January 16, 1963 1 TheCommiss1on of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, January 16, 1963 at 1:00 o'o~ook p.m. ~resent were Mayor Staudaher, Commissioner Sedivy, Commissioner Morrow, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commissioner MQrrow, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was oarr1ed by the rol~owlng Aye and no vote: those voting Aye being Mayor Staudaher, Commissioner Morrow, and Commissioner Sedivy; those vot1ng No, none. Extension of Runway Galla tin Field 1 Howard Nelson and Edwin Iverson, representing the Airport Board, appeared to report to the Commission that the Federal Aviation Agency had recommended that the runway at Gallatin Field be extended an additional eleven hundred feet. Mr. Nelson stated the estimated cost of the extension WOUld be approximately $68,~82.UO, and that with funds whioh oould be consid- ered as nowaVlailable, the project could be financed by seouring a ten year non-interest bearing loan in the amount of tlu,UUU.uO from the State Department of Aeronautics, and, in order, to complete the app~ication for the loan, it would be neoessary that the Director of Finance of Bozeman to complete a certificate to state that the loan would not cause the City to exceed its legal limitation of indebtness. The City Manager recommended that, in the public interest, the Commission direct the Director of Finance to oomplete the certificate. It was moved by Commissioner Sedivy, seoonded by CommiS- sioner Morrow, that the Director of Finance be directed to complete the certi- ficate regarding the City's legal indebtness and the motion was carried by the following Aye and No vote,: those voting Aye. being Mayor 3taudaher, Commis- sioner Sedivy and Commissioner Morrow; those voting No, none. Re-arrangement of Block No's. 1 & 2, University Subdivision A proposed plat of the re-arrangement of Block No's. (i) and (2) of the University Subdivision was presented. The City Manager stated that the City= County ~~anning Board had approved the re-arrangement at its January 7th, 1963 meeting, and that he concurred in its action. It was moved Commissioner .. 1 Morrow, seconded by Commissioner Sedivy that the piat be approved and the City Manager acting as Director of Public Service, be authorized to sign the same for the City of Bozeman and the motion was carried by the following Aye and No vote: those voting aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. 207 208 Re in va s tmen t of Funds Wa tar and. Police Reserve It was reported by the Director of Finance that investments of $50,00U of Water funds and $4,000 of Police Reserve funds are ma turing and tha t he requested authority to reinvest the funds in like amounts in U.S. Government securities as follows: Police Reserve funds u.s. Treas. BillS, maturing in approximately 180 days U.S. Bonds, iong-term $50,OUO I Water funds $ 4,UOO The City Manager recommended that the reinvestments be approved and it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the reinvestments, as requested, be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commis- sioner Sedivy and Commissioner Morrow; those voting No, none. Rural Fire Calls The City Manager referred the Commission to his comments made during the meeting held January 31, i962, regarding the matter of the City Fire Department's rendering assistance, when possible, to fire cails outside the City limits. He stated it is necessary to again caution suburban residents that the Fire ~epartment has no obligation whatever to provide fire service to premises outside of the City limits, even though the Department had on numerous occasions rendered all assistance possible when called. He empha- sized that the first responsibility of the Fire Department is to the City and when the old pumper truck used on rural cails is out of order, neither the I new fire truck nor the hook and ladder truck could be permitted to answer a rural call. Ass't. Fire Chief Huber stated that the old pumper truck is slow and its equipment is not of a type that could be operational during freezing weather, particularly on long rural runs. He suggested that the area within a three mile radius be incorporated into a rura~ fire district, and the district's purchase of a new truck would assure adequate protection. Right-of-Way Easement Consideration for West Side Sewer The Commission was referred to its action of December 12, 1962 regarding the amounts to be offered property owners for the granting of rights-of-way across their properties to permit construction of the proposed Westside Sewer project. The City Manager stated that the amounts as stipulated in the fore- going action did not appear to be appropriate for improved suburban tracts traversed by 300 feet or less of the sewer pipe line. After discussion, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the payments to be offered to property owners o~ properties of 300 teet or les8~ be set at $1.50 per foot for the first 100 feet, $1.00 per foot for the next ,1 100 feet, and 75 cents per foot for the remaining distance. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Stsudaher, Commissioner Morrow and Commissioner SediVY; those voting No, none. .. Proposed Zoning of Properties Recently Annexed The recommendations of the Bozeman City-County Pianning Board for proposed zoning of areas recentiy annexed to the Southside of the City of Bozeman were presented, as follows: I Area !2!!!. residential " " " "B" "A" "AA" "B" University Subdivision Thompson's 2nd Addition Westridge Subdivision North of Gartieid and east of Bozeman Garfieid 8S extended and Spring Creek Road South of Spring Creek Road "A" " "AA" " The City Manager concurred in the foregoing recommendations and reported that developers Herbert I. Thompson, Douglas R. Drysdale and McKinley T. Anderson, Jr. had been informed of the zoning proposal and had indioated their approval. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the proposed zoning for the above indicated areas be tentatively approved pending formal revision of the present Zoning Ordinance. ~he motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commis- sioner Sedivy and Commissioner Morrow; those voting No, none. Authority to Travel Municipal League Committees Meetings I It was reported that the Montana Municipal League has scheduled a meeting of its Exeoutive and Legislative Committees to be held in Helena, January 17th, and the City Manager requested that the members of the City Cammlssion and he be authorized to attend the meetings. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the authorization to attend the meet- ings be approved and, it being in the public interest, the travel expenses incurred be paid from the General fund. The motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. ., Re por ta The following reports were presented: Ceme tery Wa ter Collector Director of Finance I Secretary, Galiatin Ambulance Serviee After commenting on the reports, the City Manager recommended that they be approved. It was moved by Commissioner SediVY, seconded by Co~ssioner Morrow, that the reports be approved and ordered filed. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. Adjournment There being no further business to come before the Commission at this time it was moved by Commissioner Morrow, seconded by Commissioner SediVY, that the meeting adjourn.
