The Commission of the City of Bozeman met in regular session in the Commis-
sion Room, City Hail Building, Wednesday, January 30, 1963 at l:OU o'olock p.m.
Present were Mayor Staudaher, Commissioner Sedivy, Commissioner Morrow, City
Manager Cutting, Aaa't. City Manager Fryslie, City Attorney Berg and the Clerk.
The following prooeedings were had:
Minutes of the last regular session were read and it was moved by Commis-
sioner Morrow, seoonded by Commissioner Sedivy, that the minutes be approved as
read and the motion was carried by the following Aye and No vote: those voting
Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those

voting No, none.
Proposal to Refinanoe Outstanding Water Revenue Bonds
E. S. Hufford of Denver, Colorado, representing George K. Baum Company,
a finanoial firm dealing in municipal bonds, appeared to present to the Commis-
sion a plan for refunding the City's presently outstanding water revenue bonds
by means of a new bond issue which, based on today's bond market, could be sold
at a substantially lower interest rate. This plan would contemplate the invest-
ment of funds from the new bond issue in Government securities at profitable
interest rates until current bonds could be called in i967. Mr. Hufford further
solicited the Commission to retain his firm as financial adviser to the City to
carry out this plan. No action was taken on the matter, pending the outcome
of legislation now before the State Legislature authorizing such refunding of
municipal bonds.

Lease
Old Country Club to James E. Pa ttee
The Commission was referred to its action during the regular session
of January 9th, 1963, and its agreement to lease the major portion of the
Old Country Club to James E. Pattee for pasturing hor%ses. A lease setting
forth the terms of the agreement in writing was presented for approval. It
was moved by Commissioner Sedivy,' sloonded by Commissioner Morrow, that the
lease be approved and the Mayor and the Clerk of the Commission be direoted to
sign for the City. The motion was carried by the foilowing Aye and No vote:
those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner
Morrow; those voting No, none.
Acquisition of Rights-of-Way for West Side Sewer
Harold Fryslie, Agent
The City Manager reported that preliminary work on the proposed West Side
Sewer project has progressed to the stage when aoquisition of rights-ot-way
for the pipelines can be started and requested that Ass't. City Manager Fryslie
be designated as right-of-way agent for the City to negotiate for the necessary

easement agreements for the projeot. It was moved by Commissioner Morrow,
seconded by Commissioner Sedivy, that Harold A. Fryslie be designated as
right-of-way agent for the City as requested and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Staudaher,
Commissioner Morrow and Commissioner Sedivy; those voting No, none.

Authority to Travel
Manager and City Attorney to Helena, 2/1/63
The City Manager requested that he and City Attorney Berg be authorized
to travel to Helena, February 1st, to discuss with the State's Attorney General
legal questions pertaining to the annexation of state land in order to include
the portion of the proposed West Side Sewer on Montana State College property
in the proposed special improvement district for the project. It was moved by
Commissioner Sedivy, seconded by Commissioner Morrow, that the authorization
for travel be granted and, it being in the publi~ interest, the necessary
travel expenses be paid from the General fund. The motion was carried by
the following Aye and No vo te: those voting Aye being Mayor Staudaher,
Commissioner Sedivy and Commissioner Morrow; those voting No, none.
Authorization to Insulate & Provide New Vehicle Door
Water Dept. Bldg.

The City Manager requested authority to proceed to have a new vehicle
door installed and insulation provided for a building used by the Water depart-
ment at the City yards located at Rouse and Lamme, at a cost of approximately
$975.00. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy,
that the authorization as requested be granted and the motion was carried by
the fOilowing Aye and No vote: those voting Aye being Mayor Staudaher,
Commissioner Morrow and Commissioner Sedivy; those voting No, none.
Adjournment
There being no further business to come before the Commission at this
time it was moved by Commissioner Sedivy, seconded by Commissioner Morrow,
that the meeting adjourn. The motion was carried by the following Aye and
No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and
Commissioner Morrow; those voting No, none.
