HomeMy WebLinkAbout1963-03-13 I .~ I -I Bozeman, Montana March 13, 1963 The Commission of the City of Bozeman met in reguLar session in tne Commis- sion Room, City Hall Building, Wednesday, March 13, 1963 at 1:00 o'clock p.m. Present were Mayor Staudaher, Commissioner Sedivy, Commissioner Morrow, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commis- sioner Sedivy, seconded by Mayor Staudaher, that the minutes as read be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. Approval Site for Construction of Radio Station North of Buttreys During the previous meeting the request of Ben Hespin for the City's approval of a site north of Buttrey's store for the construction of a radio station and transmission tower was tabled until this meeting. A general dis- cussion of the matter disclosed this land use WOULd be permitted under proposed zoning recommended by the Bozeman City-County PLanning Board and construction and operation of the station must comply with requirements of the Federal Agencies concerned. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that approval be granted for location of the proposed radio station on the site immediatelY north of and adjacent to the Buttrey Shopping Center. Tne motion was carried by the .following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Bozeman Housekeepers Club Donation and Request for Street Lights on Bottonwood Avenue and in Cooper Park Mrs. James Osborne, President, Mrs. P. L. NieLsen, Treasurer, and Mrs. Thomas Morgan, State Officer, of the Bozeman Housekeepers Club, appeared before the Commission to request that a street light be pLaced on Buttonwood Avenue in the vacinity of the parking area and an additional Light placed in tne west side of Cooper park. They, also, presented the Club'S Check in the amount of $2Uu.UU as a contribution to assist in the maintenance of the lights, as a part of its "Better street Lighting for the City" program. In accep'tlng the gift, City officials stated the project of the club was most worthy and it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the Montana Power ",- Company be authorized and requested to install mercury vapor lights of the "dusk-to-dawn" type at the above mentioned sites. The motion was ct:trried by the fOllowing Aye and No vote: those voting Aye being Mayor Staudaner, Co~issioner Sedivy and Commissioner Morrow; tmose voting No, none. ... Request for Clean-up Burning Grand & Arthur (Fellerhoff) "Fire Department Training" It was reported that J. A. Fellerhoff nad requested permission in 225 226 connection with the clean-up of the Lot for his building site at 1020 South Grand Avenue, to burn under the supervision of the Fire Department, the remain- ing debris and during the process to afford the fire department the opportunity to conduct a fire training class. After consulting Fire Chief Penttila, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that, sub- I ject to Mr. Fellerhoff's obtaining permission from residents of the area, (Mt . and Clean-up (~~O/63) securing adaquate insurance coverage, and that tne operatlon^o uudl:1.L" lJ..1t;1 st:!lct supervision of the fire department, permission as requested be granted and the motion was carried by the fOLlowing Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Fire DeparWien t Command School, Yakima, Wn. Au tboriza tion for Attendance It was reported that a Fire Department Officer Command School is scheduled to be conducted at Yakima, Washington, April 1st thru the 4th, and in con- currence with the recommendations of the City Manager and Fire Chief Penttila it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that Ass't. Fire Chief Huber and Lieutenant Embry be authorized to attend the school and, it being in the public interest, their expenses be paid from the General fund. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, CommiSSioner Sedivy and Comm1ssioner Morrow; those vo ting No, none. I Police Academy Board at Helena Chief Saunders It was reported that a meeting of the Police Academy Board is scheduled to be held in Helena, March 19th, and in concurrence with the recommendation of the City Manager, it was moved by Commissioner Morrow, seconded by Commis- sioner Sedivy, that Chief of Police Saunders be authorized to attend the meet- ing and, it being in the public interest, his expenses be paid from the General fund and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Confirmation of Dwain L. Wortman Police Department Letter was read from Chief of Police Saunders, stating Dwain L. Wortman has completed his six months period of probation as a police officer and reco- mmended that he be confirmed as a regular member of the Police Department effective March 1st, 1963, and that the confirmation was approved by the City Manager. It was moved by Commissioner Sedivy, seconded by Commissioner I Morrow, that the confirmation of Dwain L. Wortman as a regular member of the Bozeman ~olice Department as of March Lst, 1963 be approved and the motion was carried by the following Aye and No vote: those votin~ Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. pe ti tion Create Special Improvement District to Pave and Drain South Willson Avenue from Grant Street to the Intersection of Spring Creek Road and Third Avenue I A petltion slgned by 85.6% of the abutting property owners affected requesting the creation of a special improvement district to provide storm drainage and paving on South Willson Avenue from the south line of Grant Street to the north line of Spring Creek Road was placed before the Commission. The City Manager stated that in his opinion the proposed improvement was of more than a local or ordinary public benefit and recommended that the City proceed to organize the proposed distrlct. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the City Attorney be provided with the necessary data and instructed to prepare a resolutlon of intention to create the district. The motion was carried by the following Aye and No vote: those voting Aye be- ing Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Reports The following reports were presented: January, 1963, report of Director of Finance February, 1963, reports: Water Collector Director of Public Service Cemetery Cashier I The Clty Manager commented on the reports and recommended their approval. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the reports be approved and ordered flIed and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. Exercise Options to Purchase Parking Lots Officlal sources of information having substantiated the U.S. Generai Service Administration's decision to construct a new Federal building directly south of its presont building, the City Manager reported that in the interest of the Ci ty it should exercise its options to complete the purchase of two tracts of land included in the site in accordance with the terms of the exist- ing options and lease agreements, as follows: Grantor and/or Lessor K. J. stimson, et ux Property Description SEt of Block A, Black's Addition A~proximatelY lull of N2 of Block A, Black's Addition Approx. Balance $2,732.35 Bozeman Lodge, AF & AM $1,368.62 I The City Manager stated that the Director of Finance recommended the above action and he concurred in that recommendation. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the options be exercised by the City to complete the purchase of the above described property and take title thereto and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. 227 228 Adj ournmen t There being no further business to come before the Commission at this time it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the meeting adjourn.
