Downtown Parking StudyPage 1 of 2 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Chuck Winn, Assistant City Manager SUBJECT: Professional Services Agreement with Western Transportation Institute (WTI) to conduct a Downtown Bozeman Parking Inventory and Occupancy Study. MEETING DATE: February 13, 2017 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize City Manager to sign Professional Services Agreement with Western Transportation Institute to conduct a Downtown Bozeman Parking Inventory Study. BACKGROUND: The Bozeman Parking Commission (BPC) was established by the City Commission in 1974 and consists of seven volunteer members who are “responsible for managing and regulating public parking in the City’s parking districts to best serve the needs of its customers: businesses, residents, employees and visitors.” To proactively plan for the continued growth of downtown and help ensure parking is not a limiting factor in economic growth, the BPC retained Rick Williams Consulting to conduct an overall evaluation of the downtown parking system and develop a comprehensive Strategic Parking Management Plan. The final report was adopted by the BPC and accepted by the City Commission on July 18, 2016. The report included a review of the existing parking operation and assets, previous study finding, and municipal codes. It also included in-depth discussion with the BPC and six public forums to solicit community input and discussion. The Parking Management Plan offers recommended parking management strategies, presented as a series of steps intended to follow a logical progression. Each action provides the groundwork necessary for subsequent actions that are divided into policy actions and operations. The plan further divides actions specific action strategies intended to be completed in two phases ranging from immediate to long-term. The parking plan, while comprehensive, was based on incomplete data collection about parking demands. The plan points this out and encourages to city to fill in the missing gaps by continuing data collection to get a complete understanding of parking in Bozeman. The WTI study completes the missing data analysis in a larger area downtown and will include data collections at both peak and non-peak seasons. This information will allow the City to make better decision regarding the action steps outlined in the Strategic Parking Study. 116 Page 2 of 2 UNRESOLVED ISSUES: None identified ALTERNATIVES: None identified. FISCAL EFFECTS: The costs of the study are funded by the Downtown TIF’s contribution to parking improvements included in the Parking Division’s budget.
