The Commission of the City of Bozeman met in regular session in the Commis-
I sion Room, City Hall Building, Wednesday, June 13th, 1962 at 1:00 o'cloc~ p.m.
Present were Mayor Staudaher, Commissioner Morrow, City Manager Cutting, City
Attorney Berg and the Clerk.
The following proceedings were had:
Minutes of the last regular session were read and it was moved by Commis-
sioner Morrow, seconded by Mayor Staudaher, that the minutes be approved as read
and the motion was carried by the following Aye and No vote: those voting Aye
being Mayor Staudaher and Commissioner Morrow; those voting No, none.
Minutes of the Special Meeting of the Commission held June 7th, 1962 at
9:30 A.M. were read and it was moved by Mayor Staudaher, seconded by Commissioner
Morrow, that the minutes be approved as read and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Staudaher and Commis-
sioner Morrow; those voting No, none.
Authority to Travel -- Meetings of the Executive and Legislative Committees
of Municipal League
It was reported that meetings of the Executive and Legislative Committees
I of the Montana Municipal League are scheduled to be held in Great Falls, June 15th.
The City Manager stated that Mayor Staudaher and he are members of the committees
and recommended that they be authorized to attend the meetings. It was moved by
Commissioner Morrow, seconded by Mayor Staudaher, that the authority to attend
the meetings be granted and that, it being in the public interest, the travel
expenses incurred be paid from the General fund. The motion was carried by the
following Aye and No vote: those voting_Aye being Mayor Staudaher and Commis-
sioner Morrow; those voting No, none.
Request for Paving -- Beall Street from Grand to Willson
A letter from the Bozeman Deaconess Foundation requesting that one block
of Beall Street between Willson and Grand Avenues be paved within the near future
was presented. The Ci ty Manager recommendedtha t action on the me tter be wi th-
held pending the outcome of the creation of proposed Special Improvement District
No. 424, and it was moved by Commissioner Morrow, seconded by Mayor 3taudaher,
that Commission action on the matter be deferred as recommended and the motion
was carried by the following Aye and No vote: those voting Aye being Mayor
I Staudaher and Commissioner Morrow; those voting No, none.
Request -- Jaycee Rodeo Parade
A request from the local Jaycees to stage a rodeo parade on Main street,
August 11th, at 1U:00 A.M., was presented. It was moved by Mayor Staudaher,
seconded by Commissioner Morrow, that the request be granted and the motion was
carried by the fOllowing Aye and No vote: those voting Aye being Mayor Staudaher
and Commissioner Morrow; those voting No, none.

East Side Sanitary Sewer Trunk Line -- Application for Federal WPC Grant
($24,O76.31)
The City Commission was referred to the filing of a petition during its
regular meeting of April 11, 1962, which requested that a special improvement
district be created for the construction of a sewer trunk line to serve the
property in the Hillcrest Home site and adjacent areas; whereupn, by motion 1
duly made and carried, the City Engineer was instructed to ascertain district
boundaries for maximum participation in the project, the City Attorney be
directed to prepare a resolution of intention to create the district, and that
proper application be filed to request federal participation in the project.
The City Manager stated that the sewer trunk line contemplated would be
a part of the trunk line system recommended by consultant engineers, Harold
Hoskins & Associates, as contained in the Addendum to their "Report of Sewer-
age System Improvements for the City of Bozeman", HHFA Project No. Mont.
24-P-3081. He further stated that the proposed sewer trunk line construction .
is estimated to cost a total of $8l,454.38 and presented an application prepared
for submission to the State Board of Health, acting as the State Water Pollution
Control Agency, requesting a grant of Federal funds in the amount of $24,076.31
under the provisions of 33 U.S.C. 466 et seq., "Federal Grants for Sewage
Treatmentltt to assist in the accomplishment of this proposed construction.

In concurrence with the recommendation of the City Manager, it was moved
by Commissioner Morrow, seconded by Mayor Staudaher, that the application as 1
presented and its submission to the State agency as indicated be approved, and
that the Mayor be designated as the representative of the City authorized to
sign the application and other documents pertaining thereto and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor
Staudaher and Commissioner Morrow; those voting No, none.
Report -- Attendance at Fire Chiefs' Conference
Fire Chief Penttila reported on his and Ass't. Fire Chief Huber's attend-
ance at the Fire Chiefs' Conference conducted at Whitefish, June 4th thru the
7th. His report consisted of a resume of the program, its attendance and the
values derived by the City in having representatives at such meetings. It was
moved by Mayor Staudaher, seconded by Commissioner Morrow, tha t the report be
approved and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none.
License Fee for Shrine Circus
The City Manager reported that the Gallatin Shrine Club has inquired as
to the amount of license fee it is to pay in sponsoring a circus to show in I.
the Field House at M.S.C. on June 29th. It was moved by Commissioner Morrow,
seconded by Mayor St8udaher, tha t, in view of the fact that net proceeds of
this circus will be used for charitable purposes, the license fee be set at
$50.00 and that, upon submission of an application in proper form together
with the $50.UO fee herein set, a license for this one day showing of the

circus be granted and the motion was carried by the following Aye and No vote:

Au thori ty to Buy Bonds -- $5,000 -- Water Funds
It was reported that Stanton Aby, Vice rresident of Kalman & Co.,
I Minneapolis, Minnesota, had advised the Director of Finance that his company
has $5,000 of the City's Water Revenue Bonds which are due July 1, 1983, and
could be purchased by the City at a $7.00 premium plus accrued interest. The
Director of Finance has ample funds in the bond redemption fund and requested
authority to complete the transaotion at a saving to the City of 3.3% interest

charges. The City Manager recommended that the Director of Finance be given;
to complete the purchase of the bonds and it was moved by Mayor Staudaher,
seconded by Commissioner Morrow, that the Director of Finance be authorized to
.' purchase the bonds as specified above and the motion was carried by the follow-
ing A~ and No vote: those voting Aye being Mayor Staudaher and Commissioner
Mor row; those voting No, none.

this time it was moved by Commissioner Morrow, seconded by Mayor Staudaher,
