HomeMy WebLinkAbout1962-08-29 131 Bozeman, Montana August 29, 1962 The Commission of the City of Bozeman met in regular session in the Commis- sion Room, City Hall Building, Wednesday, August 29, 1962 at 4:00 o'clock p.m. I Present were Mayor Staudaher, Commissioner Morrow, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commis- sioner Morrow, seconded by Mayor Stsudaher, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye and being Mayor Staudaherl Commissioner Morrow ~ai~~; those voting No, none. AAA Pedes tr1.an Safe ty Ci ta tion for 1961 -- Presentation of Plaque Dean Chaffin and W. S. Stutsman, representing the American Automobile Association were present to present to Mayor Staudaher and Chief of Police Saunders for the City of Bozeman a Pedestrian Safety Citation Plaque for 1961 commemor- ating the City's six-year record of not experiencing a Pedestrian Fatality in traffic during that period. Parking Meters -_. Purchase The City Manager reported that the majority of the parking meters originally I purchased in 1947 are steadily approaching the condition where the cost of their repair is excessive and requested authorization to purchase twenty-four meters from the Rockwell Company at a net cost of $41.33, as a start on a replacement program. It was moved by Mayor Staudaher, seconded by Commissioner Morrow, that the purchase of the meters as requested be authorized and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Purchase -- Water Billinf, Machine The City Manager reported that the present water posting and billing machine 1s now in a poor mechanical condition and requires continued costly repairs with- ou t any assurance of re1iabili ty and reques ted au thoriza tion for the purchase of a new machine at an estimated cost of $4,500.00 less trade-in allowance on the present machine. It was moved by Commissioner Morrow, seconded by Mayor Staudaher, that the purchase be authorized and the Clerk of the City Commission be directed to advertise for bids for the purchase of a new machlne of the foregoing type for I an opening date of September 19th, 1962. The motion was carried by the following Aye and No vo te: those voting Aye being Mayor Staudaher and Commissioner Morrow; those vo ting No, none. Bond -- Clerk of the Commission & Ass't. Director of Finance Renewal of the annual bond of Clinton K. Wilson, Clerk of the City Commis- sion and Ass,rt. Director of Finance of the City of Bozeman, in the amount of $15,000 for a one-year period beginning August 1, 1962 and ending August 1, 1963 was presented. The bond was approved by the City Attorney and it was moved by --- 132 Mayor Staudaher, seconded by Commissioner Morrow, that the bond be approved and accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Petition Relative to Changing Form of City Government -- Onsufficien t) The Clerk of the Commission presented to the Commission a petition, filed I August 7, 1962, consisting of thirty-two counterparts, identical in form, which demanded that a proposed ordinance to abandon the Commission-Manager form of government be submitted to the legal electors of the City of Bozeman. Attached to the aforesaid was the Clerk's certificate wnich stated he had carefully exam- ined each counterpart petition and affidavit of circulator so filed and the county records showing the qualifications of the petitioners, and from such examination had found and determined that one thousand three hundred six teen (1316) of the persons subscribing to said. petition possessed all the qualifica- tions required. Pursuant to the Clerkrs certificate indicating that subject petition contained the signatures of less than the 25% of the qualified electors as required by law, the City Manager recommended that the petition be declared insufficien t for the purpose in tended. It was moved by Commissioner Morrow, seconded by Mayor Staudaher, that the petition be deClared insufficient and an election on the question not be called. The motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. I Es tablis h Koch S tree t as Arterial (s top) Stree t -- Willson to 15th Avenue A propos/'-Jl to establish Koch Street as an arterial (s-cop) street from Willson to 15th Avenues was placed before the Commission. Action on the matter was tabled pending further study of the traffic pattern in the area. State Gasoline Tax Refund Claim A claim for refund of State Gasoline Tax for gasoline used by the City in the amount of $1,338 .uO was presen ted. The City Manager requested that he be authorized to sign the claim in behalf of the City. It was moved by Ma yor Staudaher, seconded by Commissioner Morrow, that the authorization be granted and the motion was carried oy the following Aye and No vote: those voting Aye being Mayor Staudaner and Commissioner Morrow; those vo ting No, none. Authority to Attend Conference of Bu'lding Officials, San Diego, Calif. (Building Inspector) rrhe City Manager reported that a Conference of Building Officials is scheduled to be held in San Diego, Calif. , October 1st to the 5th, and recom- \ mended that City Building Inspector Barrick be authorized to attend the confer- I ence. It was moved by Commissioner Morrow, seconded by Mayor Staudaher, tha t , it being in the public interest, the City Building Inspector be authorized to attend the conference and his expenses incurred be paid out of the General fund.
