HomeMy WebLinkAbout1962-09-05 134 Bozeman, Montana September 5, 1962 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, September 5, 1962 at 1:00 orclock p.m. Present were Mayor Staudaher, Commissioner Sedivy, Commissioner I Morrow, City Manager Cutting, Assrt. City Manager Fryslie, City Attorney Berg and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commis- sioner Morrow, seconded by Mayor Staudaher, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Ammendment to Traffic Ordinance No. 768 -- Kooh Street as Arterial (Stop) Street . Willson to 15th The matter of ammending the traffic ordinance to establish Koch Street as an arterial (stop) street from Willson to 15th Avenue was again brought before the Commission. Mrs. Katherine Stitt was present at the meeting and presented a letter written by her son, Robert L. Stitt, which stated several of his comments concerning the traffic regulations of' the City. Mrs. Stitt was assured her sonrs comments would be given full consideration by the Commission. Police Chief I Saunders reported on his study of the traffic pattern on Koch street and adja- cent areas and the City Manager recommended that the City Attorney be directed to prepare an ordinance to establish Koch street as an arterial ( s to P ) s tree t from Willson to 15th Avenue with four-way stops at its intersections with 8th and 11th avenues. It was moved by Commissioner Sedivy, seconded by Commis- sioner Morrow, tha t the Ci ty Attorney be directed to prepare the ammendment to the present traffic ordinance as recommended by the City Manager and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Oommissioner Morrow; those voting No, none. City Officials Authorized to Attend Meeting of Montana Municipal League It was reported that the Montana Municipal League has scheduled a convention to be held in Missoula, September 6th thru the 8th. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, tha t, it being in the public interest, the City Manager and members of the City Commission be authorized to attend the meeting and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; I those voting No, none. Appointment of Off'icers -- Police Department A letter was read f'rom Chief of Police Saunders which stated Richard G. Wike had completed his six-months period of probation as a police officer and a recommendation that he be confirmed as a regular member of the ~olice Depart- ment effective September 1, 1962 . It was, also, requested that Dwain L. Wortman 135 receive a temporary appointment to serve a probationary period as a member of the force effective as of September 1, 1962. It was moved by Commissioner Sedi vy , seconded by Commissioner Morrow, that the above 8ppolntments be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Uommissioner Sedivy and Commissioner Morrow, those I voting No, none. South Side Outfall Sewer Trunk Line -- Application for Federal WPC Grant ($18,673.46) (SID No., 426) The City Commission was referred to the filing of a petition during its regular meeting of June 27, 1962, which requested that a special improvement district be created for the construction of a sewer trunk line from the inter- section of Main Street and Rouse Avenue to the North boundary of the Westridge Addition in the City of Bozeman; whereupon, by motion duly made and carried, the City Engineer was instructed to ascertaln dlstrict boundaries for maximum partic- ipation in the project, the City Attorney be directed to prepare a resolution of intention to create the district, and that proper application be filed to request federal participation in the project. The City Manager stateq that the sewer trunk line contemplated would be a part of the trunk line system recommended by consultant engineers, Harold Hoskins & Associates, as contained in their "Report of Sewerage System Improve- ments for the City of Bozeman", HHFA Project No. Mont. 24-P-3081. He further I stated that trIe proposed sewer trunk line construction is estimated to cost a total of $63,444.85 and presented an application prepared for submission to the State Board of Healtn, acting as the State Water Pollution Control Agency, requesting a grant of Federal funds in the amount of $lB,678.46 under the pro- visions of 33 U.S.C. 466 et seq., "Federal Gran ts for Sewage Trea tmen t", to assist in the accomplishment of this proposed construction. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the application as presonted and its submission to the State agency as indicated be approve, and that the Mayor be designated as the representative of the City authorized to sign the application and other documents pertaining thereto and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Plans & SpeCifications for S.I.D., No. 424 Plans and specifications covering the proposed improvements in Special Improvement District No. 424 prepared by Harold Hoskins and Associates, super- I vising engineers, were placed before the City Commission by the City Engineer. The City Engineer stated the engineerrs estimate of the cost of construction in the district is $384,592.93 and the City Manager recommended that the plans and specifications be approved. It was moved by Commissioner Sedlvy, seconded by CO~iSSioner Morrow, that the plans snd specifications as presented be approved and the motion was carried by the following Aye and No vote: those voting Aye 136 being Mayor Staudaher, commissioner Sedivy and Commissioner Morrow; those voting No, none. Bid for S.I.D., NO. 424 The City Manager, recommended that the Clerk of the Commission be directed to publish a "Call for Bids'" on the proposed improvements for Special Improve- ment District No. 424 for an opening date of September 25th, 1962. It was moved I by Commissioner Morrow, seconded by Commissioner Sedivy, that the Clerk of the Commission be directed to publish a "Call for Bids" on the proposed improve- ments for District No. 424 for an opening date of September 26, 1962, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, .... liommissioner Morrow and Commissioner Sedlvy; those voting No, none. Bonds for S.I.D., NO. 424 Bonds of Special Improvement District No. 424 must be sold to provide funds for financing the proposed const~lction in the project. It was moved by Commis- sioner Sedivy, seconded by Commissioner Morrow, that the Clerk of the Commission be directed to advertise for bids for the sale of bonds in this district in the approximate amount of $400,UuO.00 on October 2, 1962, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commis- sioner Sedivy and commissioner Morrow; those voting No, none. Vacation ...- City Manager (lO~28 September 1962) The City Manager requested tnat he be granted a vacatJ.on from September I lOth to the 28th. inclusive, and that Harold A. Fryslie, Assrt~ City Manager, be designated to perform the duties of City Manager during the period. It was moved by Commissiorier Morrow, seconded by Commissioner Sedivy, tha t the reques t ~ be granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Attend "Radiation School" -- Assrt. Fire Chief Huber It was reported that a "Radiation School" is scheduled to be conducted in Lewis town, September 27-29, and the City Manager stated that Fire Chief Penttila had requested that Ass't. Fire Chief Huber be authorized to attend the school. The City Manager recommended that the request be granted and it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that Ass't. Fire Chief Huber be authorized to attend the school and, it being in the public interest, his expenses incurred be paid from the General fund. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, I Commissioner Sedivy and Commissioner Morrow; those voting No, none. Reports The fallowing reports were presented to the Commiss ion: Disposal Plant Operator Librarian Fire Chief Police Chief Cashier Building Inspector Tho City Manager co~mented on the various reports and recommended their 137 approval. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commis- sioner Morrow and Commissioner Sedivy; those voting No, none.
