HomeMy WebLinkAbout1962-09-26 146 Bozeman, Montana September 26, 1962 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall building, Wednesday, September 26, 1962 at l:UO orclock p.m. Present were Mayor Staudaher, Commissioner Sedivy, Commissioner Morrow, Acting City Manager Fryslie, City Attorney Berg and the Clerk. I The following prooeedings were had: Minutes of the last regular session were read and it was moved by Commis- sioner Morrow, seconded by Mayor Staudaher, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Resolution No. 1051 ..- Assessing S.I.D., No. 422 -- Provisional Passage Resolution No. lU51 levying assessments for the construction of Speoial Improvement District No. 422 in the amount of $18,306.00 was presented entitled: COMMISSION RESOLUTION NO. 1051 A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON ALL THE PROPERTY IN SPECIAL IMPROVEMENT DISTRICT NO. 422 IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA~O DEFRAY THE COST OF CONSTRUCTING AND MAKING THE IMPROVEMENTS WITHIN SAID SPECIAL IMPROVEMENT DISTRICT NO. 422. It was moved by Mayor Staudaher, seconded by Gommissioner Morrow, that the resolution be provisionally passed and adopted and Ootober 3rd, 1962 be I set as the date for public hearing and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and CommiSSioner Morrow; those voting No, none. Resolution No. 1052 -- Garbage Assessment (1962) Resolution No. 1052 levying assessment for collection and disposal of garbage for the year 1962 in the amount of $60,699.38 was presented, entitied: COMMISSION RESOLUTION NO. 1052 A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON ALL REAL PROPERTY IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, SERVICED AND FROM WHICH GARBAGE WAS COLLECTED AND REMOVED DURING THE YEAR 1962, TO DEFRAY THE COST AND EXPENSE OF COLLECTING AND DIS~OSING OF GARBAGE UNDER THE PROVISIONS OF ORDINANCE NO. 696 OF THE CITY OF BOZEMAN, AND THE BOZEMAN MUNICIPAL CODE. It was moved by Commissioner Morrow, seconded by Mayor Staudaher, that the resolution be provisionally adopted and October 3rd, 1962 be set as the date for publio hearing and the motion was carried by the fol~owing Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Resolution No. I054 -- Lighting Assessment -- 1962 Resolution No. 1054 levying the assessment in the amount of $4,086.94 for various lighting districts for the year 1962 was presented, entitled: COMMISSION RESOLUTION NO. 1054 - A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING LIGHTING DISTRICT MAIN- TENANCE AND ELECTRICAL CURRENT COSTS FOR S~ECIAL IM~ROvE", MENT LIGHTING DISTRICTS OF THE CITY OF BOZEMAN, PURSUANT TO THE ~ROVISIONS OF SECTION 11-2252, R.C.M., 1947. It was moved by Mayor staudaher, seconded by Commissioner Morrow, that the resolution be provisionally passed and adopted and October 3rd, 1962 be set as the date for public hearing and the motion was carried by the following Aye and I No vote: those voting Aye being Mayor staudaher and Commissioner Morrow; those voting No, none. Resolution No. 1055 -- Assessing W & C, 1962 Resolution No. 1055 assessing cost of repair, replacement or construction of sidewalks and curbs for the year 1962 in the amount of $492.13 was presented, enti tled: COMMISSION RESOLUTION NO. 1055 - A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON CERTAIN PROPERTIES IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TO DEFRAY THE COST OF CONSTRUCTING AND INSTALLING AND/OR REPAIRING MISCEL- LANEOUS SIDEWALKS AND CURBS DURING THE YEAR 1962. It was moved by Commissioner Morrow, seconded by Mayor Staudaher, that the resolution be provisionally passed and adopted and October 3rd, 1962 be set as -the date for public hearing and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Bids for S.I.D., No. 424 -- Pavement and Drainage I This was the time and place set for receiving bids for construction of street pavement and drainage improvement in Special Improvement District No. 424. Affidavit of publication of "Notice to Bidders" was presented. Eleven sealed bids on this project were on file. H. Thomas and Wayne H. Dean, the engineers representing Harold Hoskins and I Assooia tes, the engineering consultant firm retained by the City for this dist- riot, to oheck the bids in detail, prepare a final tabulation and asoertain the lowest and best bids for the oonstruction of the improvements. Bozeman Housekeepers' Club -- Better street Lighting Program for Bozeman Mrs. Thomas Morgan and Mrs. J. Osborne of the Bozeman Housekeepersr Club appeared before the Commission to report on the club's success in regard to its program to promote better street lighting in the City, and reported that the club wished to request that a light be placed at the intersection of Buttonwood and Main Street, and two lightsbe plaoed along the pathway in Cooper Park. Members of the Commission and other City officials complimented the club on its most worthy project and assured the delegates that the City would at all times be most interested in offering any assistanoe possible in furthering the program. (Commissioner Sedivy marked present at 2:15 otclock p.m.) Petition for Sanitary Sewer Trunk Line -- (To Serve Area North of Huffine I Lane and East of 23rd Ave.) A petition to create a special improvement district for the construction of a sewer trunk line to serve an area North of Huffine Lane and East of 23rd Avenue ss outlined in the "Preliminary Report on Sewerage System Improvements. ,- prepare by Harold Hoskins and Associates was presented. It was reported that seventy (70) per cent of the residents Of the area had affixed their signatures to the petition, and the Acting City Manager recommended that the City Engineer 149 be instructed to ascertain district boundaries for maximum participation in the project and the City Attorney be directed to prepare a resolution of intention to create the district. It was moved by Commissioner Sedivy, seconded by Commis- sioner Morrow, that the foregoing action as recommended by the Acting City Manager be approved and initiated. S.I.D., No. 424 Award of Contracts -- As directed, Mr. Thomas and Mr. Dean had checked the extension of all bids submitted, prepared the final tabulation and recommended that J. W. Merz, Missouia, Montana, be awarded the contract for the construction of the Drainage Improvement, (Schedule No.1), and Long Construction Company, Biilings, Montana, be awarded the contract for the Paving Improvements, (Schedule No.2), the firms bids of $71,932.45 and $197,225.30, respectively, being the lowest and best qualified bids received for the construction in Special Improvement District No. 424. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that, subject to the sale of the bonds of the district, the bid of J. W. Merz in the amount of $71,932.45, it being the lowest and best bid submitted", be awarded the contract for Schedule No. one (1), for the construction of the storm drainage improvements in Special Improvement District No. 424, and the bid security of the unseccessful bidders be returned. The motion was carried by the following Aye I and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, tha t, subject to the sale of the bonds of the district, the bid of Long Construction Company in the amount of $197,225.30, it being the iowest and best bid submitted, be awarded the contract for Schedule No. Two (2), for the construction of the paving improvements in Special Improvement District No. 424, and the bid security of the unsuccessful bidders be returned. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. Plans and Specifications for S.I.D., No. 425 Plans and specifications covering the proposed improvement in Special Improvement District No. 425, prepared by Harold Hoskins and Associates, super- vising engineers, were placed before the City Commission. The City Engineer stated the engineer's estimate of the total cost of the project in the district I is $81,454.38, and recommended the plans and specifications as presented be approved. It was moved by Commissioner Morrow, seconded by Commissioner sedivy, that the plans and specifications be approved for the district and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. (Continued on Page No. 150) 150 Plans and Specifications for S.I.D., No. 426 Plans and specifications covering the proposed improvement in Special Improvement District No. 426, prepared by Harold Hoskins and Associates, super- vising engineers, were placed before the City Commission. The City Engineer stated the engineerrs estimate of the total cost of the project in the district is $61,551.85, and recommended the plans and specifications as presented be I approved. It,was moved by Commissioner Morrow, seconded by Commissioner Sedivy, plans that the ~ and specifications be approved for the district and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Electricians Bond -- George Norman The new electrician's bond of George Norman, Belgrade, Montana, issued by The Home Indemnity Company was presented. The bond having been approved by the City Building Inspector and The City Attorney, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the bond be approved and accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, CommisSioner Morrow and Commissioner Sedivy; those voting No, none. Adjournment There being no further business to come before the Commission at this time it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the meeting adjourn.
