HomeMy WebLinkAbout1962-10-03 151 Bozeman, Montana October 3rd, 1962 The Commission of the City of Bozeman met in regular session in the Commis- sion Room, City Hall Building, Wednesday, October 3, 1962 at l:OU o'clock p.m. I Present were Mayor Staudaher, Commissioner Sedivy, Commissioner Morrow, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commis- sioner Morrow, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the folLowing Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Examination of Depository Bonds The Commission proceeded to examine the Custodian's Receipts for Depository Bonds held by the Director of Finance as security for City funds deposited in Bozeman banks. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the securities be approved and a list thereof be set forth in full in the minutes of this meeting and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. Resolution No. 1052 -- Assessing Garbage Collection & Disposal (1962) This was the time and place set for hearing on levying assessment for the collection and disposal of garbage for the year 1962 in the amount of $60,699.38. Affidavit of publication of Notice was presented. No one was present to protest I and no written protests having been filed, Resolution No. 1052, as presented and provisionally passed at the meeting of September 26, 1962, was presented for final passage. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the resolution be finally passed and adopted and the motion was carried by the fo~lowing Aye and No vote: those voting Aye being Mayor Staudaher,Commissioner Sedivy and Commissioner Morrow; those voting No, none. Resolution No. I053 -- Sprinkling Assessment (1962) This was the time and place set for public hearing on leving assessment for street sprinkling for the year 1962 in the amount of $4,721.90. Affida vi t of publication of Notice was presented. No one was present to protest and no written protests having been filed, Resolution No. ~053, as presented and provisionally passed at the meeting of September 26, 1962, was presented for final passage. I Resolution No. 1054 -- Lighting Assessment (1062) ~his was the time and place set for public hearing on leving assessment for the various lighting districts for the year 1962, in the amount of $4,U86.94. Affidavit of publication of Notice was presented. No one was present to protest and no written protests having been filed, Resolution No. 1054, as presented and 153 provisionally passed at the meeting of September 26, 1962, was presented for final passage. It was moved by CommJssioner Sedivy, seconded by Commissioner Morrow, that the resolution be finally passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. It was moved by Commis- sioner Morrow, seconded by Commissioner Sedivy, that the resolution be finally passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Planning Legislation Meeting -- Authority to Travel It was reported that a meeting of Planning Board Representatives is scheduled ~ to be held in Helena, October for the purpose of studying proposed zoning legisla tion. The City Manager recommended that Assrt. City Manager Fryslie, secretary of the Bozeman City-County ~lanning Board, and City Engineer Liquin, I a member of the board, and two other members be authorized to attend the meeting as representatives of the Bozeman Board. It was moved by Commissioner SediVY, seconded by commissioner Morrow, tha t, 1 t being in the public interest, the aforementioned be authorized to attend the meeting and their expenses incurred be charged to the Planning Board Fund. The motion was carried by the fOllowing Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. Bid for S.I.D., No. 425 The plans and specifications covering the proposed improvements for Special Improvement District No. 425 having been approved during the meeting of September 26, 1962, it was recommended by the City Engineer that the Clerk of the Commis- sion be directed to publish a "Call for Bids" on the proposed improvements and the opening date of bids be set for October 24th, 1962. It was moved by Commis- sioner Morrow, seconded by Commissioner Sedivy, that the Clerk of the Commission be directed to publish a "Call for Bids" for construction of the improvements for District No. 425 for an opening date of Uctober 24, 1962, and the motion was I carried by the following Aye and No vote: those vo ting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Bonds for S.I.D., No. 425 Bonds of Spec tal Improvemen t Dis trio t No. 425 m1.Js t be so Id to provide for financing the proposed construction in the project. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the Clerk of the Commission be 154 directed to advertise for bids for the sale of bonds of this district in the approximate amount of $55,UUO on October 3u, .1.962, and the mo tion wa s carri ed by the fOllowing Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. Bid for S.I.D., No. 426 The plans and specifications covering the proposed improvements for Special I Improvement District No. 426 having been approved during the meeting of September 26, 1962, it was recommended by the City Engineer that the Clerk of the Commis- sion be directed to publish a "Call for Bids" on the proposed improvements and the opening date of bids be set for October 24, 1962. Bonds for S.I.D., No. 426 Bonds of Special Improvement District No. 426 must be sold to provide for financing the proposed construction in the project. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the Clerk of the Commission be dir- ected to advertise for bids for the sale of bonds of this district in the approx~ imate amount of $45,UUO on October 3u, 1962, and the motion was carried by the I following Aye and No vote: those voting Aye being Mayor ~taudaher, commis- sioner Sedivy and Commissioner Morrow; those voting No, none. Reports The following reports were presented to the Commission: Building Inspector Librarian Cashier Fire Chief Police Chief Police Judge (Aug. & sept.) The City Manager commented on the various reports and recommended their approval. It was moved by Commissioner Morrow, seconded bYComrnissioner Sedivy, that the reports be approved and ordered filed and the motion was carried by the fOllowing Aye and No vote: these voting Aye being Mayor staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. Fund 6.89 Total 70,930.38 - 155 I The City Manager stated he had audited the claims and found them to be true and lawful claims against the City of Bozeman and recommended that they be approved and the Director of Finance directed to issue warrants in payment. After exam- ination of the claims in detail and checking against the claim register, it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that all claims as presented be approved and the motion was carried by the following Aye and No vo te : those voting Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. Adjournment There being no further business to come before the Commission at this time it was moved by Commissioner Morrow, seconded by vommissioner Sedivy, that the meeting adjourn.
