HomeMy WebLinkAbout02-01-17 Draft Rate Policy MemoPage 1 of 1 Bozeman Parking Commission Rate Setting Policy Adopted x/x/2017 (Staff DRAFT 02/09/17) The City of Bozeman operates the Parking Services Division as an enterprise fund, which requires that charges for service should generate sufficient revenue to provide for the necessary operating and capital expenditures in the division. To assure that the rates charged for parking services keep pace with local demand, market conditions, and are adequate to support the enterprise fund, the Bozeman Parking Commission has established a schedule for the annual study and possible adjustment of parking rates, both on and off street, within their jurisdiction.1 In evaluating parking rates, the Bozeman Parking Commission will consider several factors, to include:  Current level of operating costs, and planned capital expenditures to include the acquisition and development of additional parking;  Ensure that the existing parking supply is utilized in an efficient manner;  Market demand within the respective areas, both separately and as a combined system;  Meaningful comparison to the rate structures of other benchmark communities; In order to perform an accurate analysis of parking system rates, and the factors above, the Parking Services Division will conduct a timely inventory and study of current amounts of parking occupancy and duration of stay. A threshold indicator that might substantiate parking rate adjustment would be the industry standard of sustained occupancies at/in excess of 85%. The calendar, by which the Bozeman Parking Commission commits to performing parking rate reviews, by month and type, is specified as follows: Annual Schedule (concurrent with the city’s annual budget process)  March 1st to May 31; with action by first BPC Meeting in June. o Surface Lot Lease Rate o Residential Permit Fees  Residential Citation Fees (every other fiscal year); in consultation with the Bozeman Police Department.  2-hour Overtime Citation Fee (every other fiscal year); in consultation with the Bozeman Police Department.  September to October; with action by first BPC Meeting in November. o Garage Lease Rate o Garage Transient Rate (every other fiscal year) o Surface Lot Lease Rate 1 This is consistent with recommendations in the Strategic Parking Management Plan completed by Rick Williams Consulting, for the City of Bozeman, in July 2016.
