HomeMy WebLinkAbout1962-03-21 54 Bozeman, Montana March 21, 1962 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, March 21, 1962 at 1:00 o'clock P.M. Present were Mayor Staudaher, Commissioner Morrow, City Manager Cutting, I City Attorney Berg, Ass't. City Manager Fryslie and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commis- sioner Morrow, seconded by Mayor Staudaher, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Petition -- Re-install Stop Signs (Intersection of West Babcock Street and 9th Avenue) During the Commission meeting held October 22, 1958, in concurrence with the recommendation of the Chief of Police, the City Commission ordered that West Babcock Street westerly from Eighth to Eleventh Avenues be discon- tinued as an arterial street. The City Manager placed a petition, filed March 2lst, and signed by sixty-two residents residing within the neighborhood of the intersection of West Babcock Street and Ninth Avenue, which requested that, in view of the unusual number of accidents occuring at the intersection since the removal of the stop signs, the City Commission order the stop signs be I re-installed. The petition pointed out the excessive number of accidents at the intersection further constitutes a threat to the safety of children cross- ing the intersection to attend school. Howard Dean and L. A. Lawrence, resi- dents of the nine-hundred block of West Babcock $treet, appeared to discuss the matter with the Commission. The City Manager and the Chief of Police stated a study of records of accidents on file in the Police Department, and this being the only intersection on Babcock Street without stop signs, indicates ~e re-installing of such signs as petitioned merited recommendation. It was moved by Commissioner Morrow, seconded by Mayor Staudaher, that the City Manager be directed to order the stop signs re-installed as petitioned and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Commissioner Sedivy's Absence from Meeting Authorized The City Manager reported that Commissioner Sedivy's absence from the meeting was due to the necessity of his accompanying the Montana State College Band on a tour as its band director. In compliance with section 2.08.060 of I the Bozeman Municipal Code, it was moved by Mayor Staudaher, seconded by Commissioner Morrow, that Commissioner Sedivy's absence be authorized and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. 55 Report of the Director of Finance for February, 1962 The February, 1962 report of the Director of Finance was presented. The City Manager commented that all operations of the City appeared to be normal with the exception of excessive operational costs in the Street Department, a I condition caused by snow and ice conditions during the severe winter weather which resulted in sizeable expenditures over and above those contemplated by the budget. The Commission was advised that adjustments are being made in the depart- ment so that budget-wise the situation will be corrected, as far as possible, by the end of the fiscal year. He recommended that the report be approved and it was moved by Commissioner Morrow, seconded by Mayor Staudaher, tha t the report be approved and filed and the motion was carried by the following Aye and No vo te : those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Report -- u.s. Chamber of Commerce "Aircade for Citizenshiptt Commissioner Morrow reported on attendance at the U.S. Chamber of Commerce's ~Aircade for Citizenshipft held at Billings, March 15th. His report included a description of the meeting, its attendance, his comments on the agenda of subject matters of the program which were of a national status, and that particular em- phasis was placed on the fact all citizens inherit a duty to take part in civic affairs from the local to national level. Mayor ~taudaher commended Commissioners I Morrow and Sedivy for contributing their time to represent the City at the meet- ing, and while emphasizing the values derived by the City in having competent repres-'entatives at meetings of such a nature, thanked Commissioner Morrow for his report. Report -- Federal Housing Administration Subdivision Clinic Ass't. City Manager Fryslie reported on the program conducted at the Federal Housing Administration Subdivision Clinic held at Helena, March 15th, which he a ttended in company wi th Oi ty Engineer Liquin. His report included a description of the meeting, its attendance, and his comments that the majority of plans stressed during the meeting are now implemented in the program of the Bozeman City-County Planning Board. It was moved by Commissioner Morrow, seconded by Mayor Staudaher that the report be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher and Commissioner Morrow; those voting No, none. Application -- City Beer License An application for a city beer license to be issued to "The Haufbrau", I filed by Leonard Wagner, Manager, together with the required license fee, was presen ted. The City Manager and the Chief of Police recommended that the appli- cation be approved and a license issued. It was moved by Mayor Staudaher, sec- onded by Commissioner Morrow, that the application be approved and the Director of Finance directed to issue the license in accordancetherewlth.
