The Commission of the City of Bozeman met in regular session in the Commis-
sion Room, City Hall Building, Wednesday, April 18, 1962 at 1:00 otclock p.m.
I Present were Mayor Staudaher, Commissioner Sedivy, Commissioner Morrow, City Manager
Cutting, City Attorney Berg and the Clerk.
The following prooeedings were had:
Minutes of the last regular session were read and it was moved by Commissioner
Sedivy, seconded by Commissioner Morrow, that the m1nutes be approved as read and
the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none.
Clean-up Week -- April 29th - May 5th
A request from the looal Jaycees that Mayor Staudaher proclaim the week of
April 29th - May 5th, as the Ci ty's annual "Clean-up Week" tor 1962, and that the
City stage a parade of its cleaning equipment to kich-off the week was discussed.
The City Manager stated the assignment of City equipment to such a parade would not
only take this much needed equipment out of service at an inopportune time, but
would also involve a payroll expense that could not be justified. It was moved by
Commissioner Morrow, seconded by Commission$r Sedivy, that Mayor staudaher issue a
proclamation designating "clean-up~pa1nt-up wee~t as requested, but participation
I of City equipment in a parade be necessarily denied. The motion was carried by the
following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner
Morrow and Commissioner Sedivy; those voting No, none.
Request -- Painting of House Numbers by Jaycees
The Commission discussed the request of the Jaycees that it be permitted to
oanvass home owners for permission to paint luminous house numbers on the ourbs or
the houses for a charge of $1.00 per home. Action on the request was tabled.
Use of Cooper Park for Easter Egg Hunt
A request presented fram the Bozeman Jaycees for permission to stage the
annual Jaycee Easter Egg Hunt at Cooper Park, Sunday, April 22nd, was presented.
It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, tha t the
request be granted and the motion was carried by the following Aye and No vote:
those voting Aye being Mayor Staudaher, Commissioner Sedivy and CommIssioner
Morrow; those voting No, none.
Bond of Director of Finance -- Shadoan
Bond of L. G. Shadoan as Director ot Finance, in the amount of $60,000.00
I was presented. The bond was approved as to form by the City Attorney, and it was

recommended by the City Manager that the bond be accepted and approved. It was
moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the bond be
accepted and approved and the motion was oarried by the fo~lowing Aye and No vote:

Presentation of American Flags to City ...... American Legion and Auxiliary
The Commission proceeded to the courtroom to accept 125, "5u"'Star" American
Flags presented to the City by American Legion Post No. !4, and its Auxi!iary unit.
Fo!lowing the presentation by Commander Norman M. Hansen, it was moved by Commis'"
sioner Sedivy, seconded by Commissioner Morrow, that the Commission express the
appreciation of the residents of Bozeman for the gift. The motion was carried by I
the to!!owing Aye and No vote: those voting Aye being Mayor Staudaher, Commis'"
sioner Sedivy and Commissioner Morrow; those voting No, none.
Presentation of Flag Flown from Staff at Veterans' Memorial Plot
The Commission was advised that the American flag donated to the City by
Glen Harrington has been p!aced in service and will be flown in a regular and proper
manner from the staff at the Veterans' Memorial Plot 1n Sunset H1lls Cemetery.
This American flag will have a specia! meaning at this location since it is the
flag that was draped on the casket of Mr. Harrington's brother, U.S. Marine Robert
Harrington, killed in aotion on Okinawa during World War II. It was moved by Commis-
sioner Morrow, seconded by Commissioner Sedivy, that the Commission express the
appreciation of the Ci tizens of the community for the g1ft.. of the flag. The motion
was carried by the following Aye and No vote: those voting Aye being Mayor
Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none.
Report ... - Recreation Directors Conference, Bozeman 7-8 April
A. Glen White, City Recreation Direotor, reported on the aotivit1es of the
Recreation Directors' Conference held in Bozeman, April 7th to 8th. His report I
consisted of a resume of the program, its attendance and values derived by the City
in having representatives at meetings of such a nature. It was moved by Commis-
sioner Sedivy, seconded by Commissioner Morrow, that the report be accepted and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor
Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none.
Repor t -- City Clerks' & Finance Directors' Meeting at Helena, April 12th
The City Clerk reported on the Director of Finance's and his attendance at a
meeting and work...shop for City Clerks and City Finance Officers of the State
sponsored by the Montana Municipal League at Helena, April 12th. The report
included a description of the meeting, its attendance and the values to be derived
by the City in having representatives at meetings dealing with municipal problems
and their solution. It was moved by Commissioner Morrow, seconded by Commissioner
Sedi vy , that the report be accepted and the motion was carried by the following Aye
and No vote: those voting Aye being Mayor ~taudaher, Commissioner Morrow and
Commissioner Sedivy; those voting No, none. I
Request -- Extend City Limits to the West
A map prepared to designate some 300 acreS of unplatted land in an area lying
west and north of the present City limits whioh the property owners desire to have
incorporated within the limits of the City of Bozeman was plaoed before the Commis-
sion. The City Manager reoommended that the proposed plat be completed In detail

and the plan referred to the City-County ~lanning Board tor its review and reco.
mmendation. The members ot the City Commission concurred in the Manager's
recommendation.
Request -- Create SID to Pave North Tenth Avenue between Beall and Durston
I Junior W. Tschache appeared betore the Commission to request the possibility
of creating a special improvement district for the construction ot paving, curbs and
gutters on North Tenth Avenue between Beall and Durston. Action on the matter was
tabled.
Walk and Curb (1962) -- Special Meeting for Inspection by Commission
It was reported that the C1 ty Engineer has comp.Leted his survey of walks and
curbs within the City and recommendations for repair and/or installation for the
year 1962. The City Manager announced his desire to call a Special Meeting ot the
Cit~ Commission to convene at 9:UU o'clock A.M., April 24th, for the annual
inspection of the foregoing.
Adjournment
There being no further business to come before the Commission at this time it
was moved by Commissioner sedivy, seconded by Commissioner Morrow, that the meeting
adjourn and the motion was carried by the fOilowing Aye and No vote: those voting
Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those
voting No, none.
