The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 28 September 1966, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner
Morrow, 8eMmie8iefle~-baft~ek~, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg
and the Clerk.

Mayor Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes
of the regular session held Wednesday, 2l September 1966, were read and it was moved by Commissioner
Morrow, seconded by Mayor Sedivy, that the minutes be approved as read and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Morrow and Mayor Sedivy; those
voting No, none.
Absence of Commissioner Langohr:
In concurrence with the recommendation of The City Manager, it was moved by Mayor Sedivy, se-
conded by Commissioner Morrow, that the absence of Commissioner Langohr be authorized in compliance
with Section 2.08-060 of the Bozeman Municipal Code. The motion was carried by the following Aye and
Aye-
No vote: those votingfibeing Mayor Sedivy and Commissioner Morrow; those voting No, none.
Agreement - City of Bozeman \\Tith City Bus Operator:
Agreements between the City of Bozeman and Thorgrid Stanley, Bozeman, Montana, and, between
the Bozeman Chamber of Commerce and Thorgrid Stanley for the operation of a bus service for a period
of one year within the City of Bozeman was presented. Following the discussion, it was moved by Comm-
issioner Morrow, seconded by Mayor Sedivy, that the Mayor and the Clerk of the City Commission be
authorized and directed to sign the contracts between the City of Bozeman and Mr. Thorgrid Stanley,

Bozeman, Montana, and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Morrow and Mayor Sedivy; those voting No, none.
Authority to purchase Chemical Solution Tank and lOOO 1b scales for South Reservoir:
The Water Department has need for a chemical solution tank and 1000 lb. scales for the South
Reservoir in the approximate amount of $700.00. It was moved by Commissioner Morrow, seconded by
Mayor Sedivy, that the request to purchase c chemical solution tank and lOOO lb. scales in the appro-
ximate amount of $700.00 be authorized, and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Morrow and Mayor Sedivy; those voting No, none.
Mayor's Proclamation 2-8 October National Employ the Physically Handicapped Week:
Mayor Edmund P. Sedivy signed a proclamation setting aside the week of October 2-8 as Physically
Handicapped Week to focus national attention on the outstanding performance record and capabilities
of America's handicapped workers and to call attention to the need to provide employment opportunities
for those handicapped persons who are ready to work.
Sale of Bonds: Special Improvement District No's 11.68, !+69, '1,71, 472, 473 and 1+7'~:
This was the time and place set for the sale of the bonds of Special Improvement District No's.
468, 469, 47l, 472, 473 and 474. Affidavit of publication of the separate notices of sale of the

bonds of each district was presented.
The Mayor outlined the proceedute for conducting this bond sale and stated that the amount of
bonds to be sold for each district would be adjusted in accordance with low construction bids received
as follows, in some cases varying from the amounts advertised.

The Mayor announced no sealed bids had been received and that oral bidding could begin, follow-
ing a discussion of bidding proceedure.
Mayor Sedivy then announced the City was read to conduct oral bidding on the bonds of Special
Improvement District No. 468 in the amount of $26,000.00..
The following bidders qualified by depositing with the Clerk of the City Commission the necessary
bid security.

bidders be returned, and the motion was carried by the following Aye and No. vote: those voting Aye
being Mayor Sedivy and Commissioner Morrow, those voting No, none.

man, Montana, being the lowest and best bid submitted, the sale of the bonds be awarded to the First
National Bank, of Bozeman, Montana, and the bid security of the unsuccessful bidders be returned, and

Lions Club - Request to hold Light Bulb Sale - Wednesday,S October 1966:
A request from the Bozeman Lions Club for permission to conduct their annual Light Bulb Sale
on Wednesday, 5 October, was presented. In concurrence with the recommendation of the City Manager, it
was moved by Commissioner MOrrow, seconded by Mayor Sedivy, that the above request to conduct a light
bulb sale be granted and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Morrow and Mayor Sedivy; those voting No, none.
Resolution No. 1299 - Authority to Levy Assessmen: for lighting distric ts:
Resolution No. 1299 levying assessment in the total amount of $l3,l19.93 for the various lighting
districts for the year 1966, was presented, entitled:

Right of Way Agreement (Kirk Baptist Church) SID No. LI7l - l5th & 16th Ave. , Sanitary Sewer:
An Agreement to provide a Right-of-Way Easement from Kirkwood Baptist Church for the install-
ation of a sanitary sewer pipe line thereto upon and across the southeasterly corner of Block 4 of
Kirk Second Subdivision to Bozeman, Montana, WaS presented. The City Manager recommended that the

City enter into the Agreement, and it was moved by Mayor Sedivy, seconded by Commissioner Morrow,
that the Right-of-Way easement be approved and the Mayor and the Clerk )f the Commission be autho-

Contract Documents: SID No's. ll.68-L~74 Utilities: Wallace Diteman, Inc.:
The Contract documents for the construction of water, sanitary sewer and storm drainage in
Special Improvement District No.'s. 468, 47l, 472, 473 and 474 as awarded to Wallace Diteman, Inc.,
of Bozeman, Montana, on Wednesday, l4 September 1966, was presented.
The contracts and bonds were approved as to form by the City Attorney, and it was moved by
Commissioner Morrow, seconded by Mayor Sedivy, that the Mayor and the Clerk of the Commission be
authorized and directed to sign the contract for the City of Bozeman, and that Wallace Diteman,
Incorporated, of Bozeman, Montana, be authorized to proceed on the construction of the utilities in
Special Improvement District No's. 468, 471, 472, 473 and 474 and the pledge for bid security be
returned to Wallace Diteman, Inc., and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Morrow and Mayor Sedivy; those voting No, none.
Request to hold parade - Holy Rosary High School - Saturday, 1 October 1966, 11:00 o'clock A.H.:
A letter received from the student body of the Rosary High School requesting permission to con-
duct a homecoming parade on Saturday, 1 October 1966, at ll:OO o'clock A.M. was presented. It was
moved by Mayor Sedivy, seconded by Commissioner Morrow, that permission to stage the parade as re-
ques ted be granted, and the motion was carried by the following Aye and No vote: those voting Aye
being Mayor Sedivy and Commissioner Horrow; those voting No, None.

There being no further Business to come before the Commission~ this time, it was moved by
Commissioner Morrow, seconded by Mayor Sedivy, that the meeting be adjourned and the motion was
