HomeMy WebLinkAbout1966-10-19 442 Bozeman, Hontana 19 October 1%6 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 19 October 1966, at l:OO o'clock p.m. Present were Mayor Sedivy, Commissioner Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg and the Clerk. 1 Commissioner Langohr opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held Wednesday, l3 October 1966, were read and it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Sedivy, be authorized to attend this conference. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that Mayor Sedivy be authorized to attend the meeting and, it being in the public interest, his expenses be paid from the general fund. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Ground I,later A~n"iation ~means of Water \..Jel1: It was reported that in 1936 a well was drilled for the City on Lot l7, Block F, Rouse's Addition which now supplies water for the air-conditioning system in the New Municipal Building I Facility and is available for other municipal purposes. The official notice of completion of Groundwate~Appropriation by Means of Well, prepared by the City Engineer, was presented. In concurrence with the recommendation of the City Manager and the City Attorney, it WR.S moved by Commissioner Morrow, seconded by Commissioner Langohr, that the Mayor and the Clerk of the Comm- ission be authorized to sign the official notice for the City and the notice be filed with the County Clerk and Recorder for the water rights to be used by the City and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr, and Mayor Sedivy; those voting No, none. Mayor's Proclamation - "Veterans Day" 11 November 1966: .51 Mayor Edmund P. Sedivy issued a proclamation empha~ing Friday, II November 1966, as "Veterans' Day". He urged all citizens to further the cause of patriotism and promote the interests of this nation and respect for its flag along with honoring the veterans of the United States and of Prayer for those men who died in service. The City Manager strongly recommended the approval of the Mayor's proclamation and it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that Mayor Sedivy's proclamation, also reflecting the thinking of the City Commission, in regard to the National Holiday be endorsed, and the motion was carried by the following Aye and No vote: those voting Aye 1 being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Selection of a Chief of Police: The City Manager advised the Commission of the status of ranking and senior members of the Police Department and of his belief that in the best interest of the Public and the Department, the selection of a new Chief of Police to fill the vacancy created by the retirement of Chief C. V. 1 I 1 Saunders should be by means of procedure other than by direct appointment by the Manager. Such an alternate procedure is suggested on a written opinion of the City Attorney, as similiar to civil service procedure outlined in Chapter ll-3272, R.C.M. 1947 (The Commission-Manager Plan) providing for the appointment by the Commission of a three member board who would by examination establish a basis of merit for the selection of a new Chief of Police. City Attorney Berg further explained the details of the proposal. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that procedure for the selection of a new Chief of Police as explained and recommended by the City Manager and the City Attorney be approved and that at its next regular meeting, the Commission, by resolution, adopt this procedure and appoint the three member board to carry out its implementation to select the best qualified member of the present police Department as the new Chief of Police and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. There being no further business to come before the Commission at this time, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the meeting be adjourned and the motion was carried by the following Aye and No Vote; those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting Nb, none.
