The Matrix Consulting Group is pleased to submit a proposal to conduct an
Update to Water, Sewer, Fire / EMS, and Transportation Impact Fee Cost of Services
Study for the City of Bozeman.
The services being requested by the City are well established, require technical
exactness, and are offered by numerous firms around the country. However, our firm
distinguishes itself from others in many areas:
• Experience: We have prepared over 100 financial studies for cities across the
U.S. and California, including cost plans, cost of services and impact fee studies
for the Novato Fire Protection District (CA), Asheville (NC), Austin (TX), and Ft.
Lauderdale (FL). Our firm is also currently working with the City of Downey (CA)
on a Citywide Development Impact Fee study.
• Qualifications: We are proposing a uniquely qualified and experienced project
team for this engagement. Our team includes Courtney Ramos, our Financial
Services Practice Manager and proposed Project Manager.

1. PROJECT SUMMARY
The City of Bozeman is looking to update its Development Impact Fee studies
associated with Water, Sewer, Fire / EMS, and Transportation services that will identify
and establish a nexus for services or facilities whose costs would be affected by
increased City growth.
The Matrix Consulting Group has significant experience working with a wide
variety of jurisdictions performing cost of service analyses, and organizational and
process audits. The following table outlines the major tasks and goals for each project.

Assessing and developing Impact Fees takes approximately six months to
perform, and is often dependent upon the facilities and services being assessed, as well
as the availability of data required to develop a nexus analysis. The following table
outlines our proposed project schedule on a task-by-task basis, assuming the City has
completed all facility and master plans for the services being evaluated.

All timelines can be adjusted based upon the City’s schedule and other
commitments in agreement with City staff.
The result of these studies will provide the City with the tools necessary to be in
compliance with the State of Montana Code, Title 7, Chapter 6, Part 16. The code
specifies that there needs to be a relationship between the impact of the development
on the infrastructure and the impact fee being assessed. Due to completion or near
completion of recent infrastructure master plans and growth studies, this is an ideal time
for the City to update these cost of services studies.

2. COMPANY DESCRIPTION / CAPABILITY
The Matrix Consulting Group specializes in providing analytical services to local
governments to assist them in providing highly responsive, efficient, and effective
services to their residents. Our market and service focus is financial, management,
staffing and operations analysis of local government. Our firm’s history and composition
are summarized below:
• We were founded in 2002, and incorporated in California.
• We currently have five offices with our headquarters in Mountain View, California.
• Our founders have worked together in this and other consulting organizations as
one team for 10 to over 30 years.
Financial services are a core service area for the firm, which we have provided
since we were founded.

3. PROJECT TEAM
This section of the proposal provides a description of our proposed project team
members and their role in the study. The team members for this project are all full-time
staff of the firm and no subcontractors have been proposed for this study. The specific
roles of each proposed project team member are outlined below:
• Courtney Ramos: Financial Services Manager for the Matrix Consulting Group,
and will serve as the Project Manager. As the project manager, Ms. Ramos will
be the primary contact for the project and will provide her expertise by leading
interviews, discussing draft reviews, and presenting final results.
• Robert Finn: A Senior Manager for the Matrix Consulting Group, and will serve
as a Technical Expert. Mr. Finn will utilize his technical expertise as a former
Fire Chief to help analyze and project Fire / EMS facility needs and impacts.
• Keith Reester: A Manager for the Matrix Consulting Group, and will serve as a
Technical Expert. Mr. Reester will utilize his technical expertise as a former
Public Works Director to help analyze and project Water, Sewer, and
Transportation needs and impacts.
• Khushboo Hussain: A lead consultant with the Matrix Consulting Group, and
will serve as the Lead Project Analyst. Ms. Hussain will participate in interviews
and coordinate necessary data collection for the financial analysis, as well as
develop customized excel models.
• Daniel Garcia: A consultant with the Matrix Consulting Group and will serve as
the Data Analyst. Mr. Garcia will assist with collection and compilation of
necessary data, as well as provide analytical support.
Each member of our proposed project team has successfully managed or
participated in similar studies to the requested scope of work. We propose no
subcontractors for this assignment. Our approach has clear advantages:
• All of our team are equally highly trained professional consultants, not individuals
who have other competing career paths.
• All of our team have a consistent empirical project philosophy based on a ‘fact
based’ approach to consulting.
• All of our team members are part of a single scheduling system, which
maximizes their availability for assignments under contract.

The established team dynamic of the proposed project team helps facilitate
communication and efficient work practices. We would commit all of the identified
individuals if selected. Summaries of the experience of our proposed project team are
provided in the following points:
• COURTNEY RAMOS: Since joining the firm in 2004, Ms. Ramos has managed
and assisted with a number of cost allocation plan, user fee, management,
operations, and staffing analyses for our California and national clients. Most
recently, Courtney managed or significantly assisted on fee studies for the
following jurisdictions: Manhattan Beach (CA), San Bernardino County (CA),
Kissimmee (FL), Asheville, (NC) Austin (TX), and Pasadena (CA). She also
managed or played a significant role in cost allocation plan development for
California cities including Long Beach, Vacaville, Fairfield, and Willits. In addition
to her analytical work on client projects, Ms. Ramos developed the Cost
Allocation Model used by the Matrix Consulting Group.
• ROBERT FINN – Chief Finn has over 25 years of combined experience as a
police and fire executive, public safety director and consultant. Among his prior
roles have been Police Chief, Fire Chief, police officer and supervisor, training
officer, paramedic and shift commander. Mr. Finn has conducted numerous
operational reviews of public safety agencies, including dispatch centers, police
and fire departments. He successfully lead the regional consolidation of the
public safety answering points and dispatch centers for the cities of Southlake,
Keller, Colleyville and Westlake, Texas.
• KEITH REESTER is a Manager with the Matrix Consulting Group. Mr. Reester
has a proven track record of delivering solutions to complex problems, and has
experience as a former Director of Public Works (in Colorado), and as a
consulting to local governments in multiple functional areas. His experience
includes working with departmental leadership to develop a comprehensive
strategic plan supporting 12 divisions, and achieved customer service awards
from the state public works association.
• KHUSHBOO HUSSAIN: Ms. Hussain has been a part of our Financial Services
Division for more than four years. Most recently, Ms. Hussain has assisted with
financial management studies for the following jurisdictions: Long Beach (CA),
Pasadena (CA), Manhattan Beach (CA), San Bernardino County (CA), Austin
(TX) Asheville (NC), San Pablo (CA), and Kissimmee (FL). Prior to joining the
Matrix Consulting Group, Ms. Hussain was an analyst in international relations
and government service delivery.
• DANIEL GARCIA – Is a Consultant who has recently joined the firm. He is
assigned to support our senior staff in all service areas with a focus on
administrative services. He is based in our Mountain View Office. Mr. Garcia has
two years of experience conducting statistical analysis.

The following paragraphs provide further project descriptions for these
references:
• Novato Fire Protection District: The Matrix Consulting Group is in the process
of conducting a User Fee Study and Development Impact Fee Study for the
Novato Fire Protection District. The User Fee study is looking at current and
potential fees for service, as well as assessing costs for educational programs,
and potential new programs such as weed abatement. The Development Impact
Fee study looked at the impact of development on service needs, and
documenting the nexus between the two in order to ensure compliance with
State and local laws.
• Dinuba: In this project the Matrix Consulting Group conducted an update to the
Fire Department Master Plan which was originally developed ten years ago for
the Department by our firm. Several changes in the city had occurred since the
plan including population growth, annexation and a focus on attracting large
distribution centers. Additionally, a review of development impact fees, which
were created during the initial study were reviewed to ensure current relevancy
and accuracy.

• Manhattan Beach: The Matrix Consulting Group updated the City’s Cost
Allocation Plan and User Fee study in accordance with best management
practices. The project team worked with City staff to refine allocation
methodologies and update cost information to ensure that the Cost Allocation
Plan provided fair and equitable results to all receiving departments and funds.
As part of the User Fee Study, fee structures were streamlined to reflect current
services, and indirect costs were incorporated to provide the City with an
accurate picture of the full cost of providing fee related services.

5. OUTLINE OF SERVICES
The following sections provide insight into our overall project approach and
methodology for conducting Impact Fee Cost of Service studies.
1. PROJECT APPROACH
The Matrix Consulting Group works with a wide variety of clients ranging from
small towns to major metropolitan cities in over 40 states across the U.S. Every project
is unique, and is managed according to the following essential project approaches:
• Reputation for effective project management: Our clients value the personal
attention, enthusiasm, responsiveness, timely delivery, and expertise provided on
their projects. This attention to project management is demonstrated in our work
approach, as shown in the detailed work plans provided for each project.
• Cross-trained project team: Our project team’s background in both financial
and management analysis provides them with a unique understanding of the
work processes and service level assumptions behind cost and fees for service.
• Communication with the City: At the onset of the project, a detailed schedule
will be developed outlining key deadlines and deliverables, and regular progress
reports will be provided to the City’s Project Manager. Our project team is known
for its availability to City staff and for providing prompt responses to questions or
issues that develop during the project.
• City staff support: The Matrix Consulting Group is mindful of the City’s current
workload and our approach is to work with our clients’ staff to minimize project
impacts through strong project management, clear expectations of our roles
versus staff roles, and careful as well as realistic scheduling.
• Workshop data gathering approach: The facilitation of data gathering
workshops allows the project team to obtain more accurate time and service level
data. It also provides staff with the knowledge needed to explain how results
were derived and the assumptions behind the analysis.
These approaches have led to high rates of implementation for all of our project
results. The following tables provide a detailed look at our proposed work plan, including
a narrative, associated activities, and projected staff time requirements for each of the
City’s requested scopes of work.

2. SCOPE OF SERVICES
The City of Bozeman is interested in updating its development impact fee cost of
services studies for Water, Sewer, Fire / EMS, and Transportation services to be in
compliance with Montana Code Title 7, Chapter 6, Part 16. The following sub-sections
provide our proposed scope of work to complete the update to the Development Impact
Fee Study requested by the City including specific tasks and project deliverables.
Task 1 Project Initiation & Introductory Workshop
The project team will meet with City staff, the Impact Fee Advisory Committee,
and City Commission to clarify the intended goals and purpose of the engagement. The
purpose of this task is to develop an initial understanding of the City’s current projected
growth levels and any future developments that will impact that population growth.
During this meeting the project team will provide City staff with an overview of the
scope, methodology, and detailed timeline for the project. Any internal or external
stakeholders may be invited at the City’s discretion. Discussions will include:
• Review of the City’s specific needs and critical issues surrounding development
and implementation of the Impact Fee Study, including any prior impact fee
reports.
• Assessment of the City’s current infrastructure needs and capital facility financing
issues, including review of completed and draft impact fee reports.
• Identification of different impact fee approaches, such as residential impact fees
based on number of dwelling units, and commercial fees based on square
footage.
• Determination of the time period validity for each specific impact fee area being
evaluated.
• Evaluation of any policy issues in the City impacting the implementation of the
Impact Fee study.
Based on the results of these discussions, the project team will have a greater
understanding of the goals and objectives of the City in conducting this impact fee study.
During this phase of the project, the team will work with City staff to set up an
introductory workshop. The introductory workshop will be addressed to the Impact Fee
Advisory Committee, Elected Official, and other interested parties from the public. The
workshop will go over the key goals and objective of the cost of services studies and the
overall methodology and approach for the study.

Task 2 Data Collection and Compilation – Growth Projections
To begin developing a defensible Impact Fee Cost of Service Study, our project
team would collect and compile several key components of data. The project team will
review annual projections of population, employment, housing units, and square footage
of commercial, industrial, and other non-residential development over a period of ten
years to assess the potential demand that could be generated by new development for
the City.
We will utilize City-specific data, including the recently completed facility plan for
wastewater, the near completion plans for Transportation and Water, and the proposed
Fire / EMS facility plan intended to be completed in June 2017 as the basis for the
Impact Fee Cost of Service studies.

Task 3 Assess Current Facilities and Service Levels
To provide a comprehensive basis for the Impact Fee Study, the project team will
develop a detailed understanding of all aspects of the current organization, including
evaluation of current staffing levels and current station and response units / times.
At this point the project team would collect data reflecting service levels based on
existing operations. This data would include and is not limited to the following:
• Staffing levels per capita
• Inventory of existing apparatus
• Replacement cost of existing apparatus

• Square footage of current, building, or any proposed facilities
• Identified levels of services – e.g. x # of acres per resident, # of trips, lineal feet
of water pipeline
This step in the process will allow the City to evaluate the philosophy behind its
existing service levels and decide if it would like to continue providing the same level of
service or alter it. These discussions are crucial to calculating impact fees and will need
to involve the Impact Advisory Fee Committee, to ensure that there is appropriate input.

Task 4 Develop Draft Impact Fees Analysis
Utilizing the data collected in the previous task and depending upon the City’s
choice to either continue with or alter its existing service levels, the project team will
develop service and demand standards to identify any facilities or apparatus that would
be required based upon new growth and development.
Demand standards can vary depending upon the type of data that is used as the
basis of the calculation. For example, if the City chooses to continue its existing service
levels, the demand standard ratio will be calculated using existing assumptions. This
standard is then applied to potential population growth to calculate not only the size and
number of facilities needed, but also the proposed cost of these facilities.
During the development of the Impact Fees Analysis the project team will work
with City staff to identify all funding opportunities for these future facilities and land
including property tax, grants, donations, and impact fee revenues.

Task 5 Calculate and Present Draft Maximum Allowable Impact Fees
There are two components to the calculation of impact fees: the total cost for of
the facilities and the cost basis of the facilities (e.g. population, calls for service, etc.).
The following points detail these two components:
• Total Cost of the Facilities: There are several different sub-components that

comprise the total and maximum cost of the facilities that can be used for the
calculation of impact fees.
- Cost of Facilities: The projected cost of any anticipated facilities and
apparatus as a result of the Impact Fee Analysis.
- Administrative Cost: This administrative component is meant to account
for the overhead cost of administering and collecting revenue associated
with these fees and relates to costs such as support from City
management, finance, etc.
- Offsetting Credits / Revenues: Any specific credits or funding sources that
have already been identified for any proposed facilities or apparatus that
will be acquired. This could include general fund transfers and grants.
• Cost Basis: There are several different cost bases that can be used for the
calculation of impact fees, such as population, housing units, square footage,
calls for service, etc.
The per capita cost or call for service is allocated to residential and commercial
development to develop the impact fee. Most commonly residential impact fees are
based on the number of units (directly influenced by household size) whereas
commercial fees are based on square footage of commercial development.
Impact fees will be presented out in separate components: administrative and
facilities. This will allow the City flexibility to choose to recover either the full or a portion
of the cost associated with implementing impact fees. The project team will work with
City staff to ensure that development impact fees calculated meet the desired service
levels and goals and objectives of the City.
In addition to presentation of Draft results to City Staff, the Draft Development
Impact Fees Analysis will be presented to the Impact Fee Advisory Committee and to
the City Commission for review and input.

Task 6 Finalize and Present the Impact Fee Report
The Impact Fee Report will provide the legal justification for the development
impact fees, ensuring compliance with Montana State Code Title 7, Chapter 6, Part 16.

the project team will present the final results of the study to the Impact Fee Advisory
Committee and to the City Commission for presentation and adoption.
Once the Impact Fee Advisory Committee and City Commission has approved
the Impact Fee Report during the presentation, the project team will provide City staff a
final electronic copy of the report, including all supporting documentation used to
develop the analysis.

• One to two rounds of revisions to finalize the
Impact Fee Report
• Two (2) Bound copies of the Final Impact Fee
Report (with an electronic copy of the report and
all supporting documentation).
• Presentation to City Staff.
• Presentation to Impact Fee Advisory

• Review and approve final Impact Fee
Report
• Attendance at Staff, Impact Fee Advisory
Committee, and Council Presentations
