HomeMy WebLinkAbout1966-12-21 464 Bozeman, Montana 2l December 1966 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 21 December 1966, at 1:00 o'clock p.m. Pwesent were Mayor Sedivy, Commissioner Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, Acting City ~ttorney Angel and the Clerk. Mayor Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held Wednesday, 14 December 1966, were read and it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Objection to occupancy of old Post Office Building by Army Reserve: The Commission reaffirmed its position, taken informally on 9 November 1966, opposing the occupancy of Bozemans' old Post Office Building by the Army Reserve on the basis that it would be incompatible with the best use of the premises at that site. Ordinance No. 864: Vacating Alleys Block 3, Springb~ook Addition: The City Attorney, as instructed, had prepared an Ordinance vacating the alleys in Block 3, Springbrook Addition on West Main. Street between North Ninth and North Tenth AVenue. Ordinance No. 864 was presented, entitled: Ordinance No. 864, entitled: AN ORDINANCE OF THE CITY OF BOZEMAN VACATING ALL ALLEYS IN BLOCK 3, SPRINGBROOK ADDITION TO THE CITY OF BOZEMAN, MONTANA. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the above Ordinance No. 864 be passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Civil Service Board - Rules and regulations: Robert L. Rampy, Chairman, and Attorney Joseph P. Gary of the Civil Service Board established to examine the applicants and select a new Chief of Police appeared before the Commission to set forth the rules and regulations of the Committee for that selection. Mr. Rampy advised the Commission written examinations will be given next week to four applicants and selection will be based on the following factors given weight as indicated: Civil Service Test Seniority Service Record Personal Interview Interview Ex-Police - - - - - 40% - - - - - - - 25% - - - - - 20% ----10% Chief - - 05% Mr. Gary, Chief Examiner for the Board also announced that following the written examinations, review of the records of the applicants and personal interviews would take place. The City Manager disqualified himself in this instance from making any recommendation. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the procedure as outlined above proposed by the Civil Service Board be approved by the Commission, and the motion was carried by the following Aye and No vote: those voting Aye being Commdssioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. The members of the Board were commended on accepting a difficult task and for the fine manner they were progressing with it. Mr. Gary requested that the applicants, namely Captain Benny Davis, 1 I 1 1 1 1 4~ Lieutenant Ronald Cutting, Sergeant Clifford Dorman and Officer Earl Smiley be made available to take the written examination on Tuesday, 27 December 1966, at 1:00 o'clock p.m in the Commission Room of the City Hall Building. Civil Defense Shelter - Agreement: Mr. Louis W. Burton, Jr., Gallatin County Civil Defense Director has informed the City that it is feasible and desirable to establish a defense fallout shelter in the basement of the City Municipal Building, and presented a proposed Civil Defense Agreement to Establish and stock the shelter. Following a thorough discussion on the defense shelter and in concurrence with the recommendation of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that this Fallout Shelter License Agreement with Civil Defense be approved and the Mayor and the Clerk of the Commission be authorized to sign for the City and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy, those voting No, none. Application - Licenses for 1967: City beer and liquor licenses: The following applications for City Beer and Liquor Licenses, together with the required fees, were presented: Liquor Beer The Robin (Baxter) Lounge The Molly Brown The Stockman Bar The Scoop The Oaks Cullen's Corner Grocery Buttrey Super Store $300.00 300.00 300.00 300.00 300.00 $200.00 200.00 200.00 200.00 200.00 200.00 200.00 The City Manager and the Acting Chief of Police stated they were not aware of any incidents in the operation of the above estabtis~ents that would warrant disapproval of the application. In concurrence with the recommendation of the City Manager it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the above applications be approved and the Director of Finance be directed to issue license in accordance tfuerewith and the motion was carried by the following Aye and No vote: those voting Aye being Dommissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. State Association of Planning Boards: New President - Harold Korslund: Assistant City Manager Harold Fryslie as Secretary of the Bozeman City-County Planning Board reported on the meeting of the State Association of Planning Boards held in Helena on 16 December 1966, explaining legislation the Association expeots to sponsor and also that Harold Korslund, Pre- sident of the Bozeman board was elected as president of the State Association. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that Mr. Fryslie be commended for his informative report and that a congratulatory letter be sent Mr. Korslund on his election as President of the Montana State Association of Planning Boards and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Express appreciation of City for outside Christmas decorations: The City Manager informed the Commission that again reports were being received of the theft and distruction of light bulbs from residential outside Christmas decorations, that efforts are being made to apprehend those responsible and expressed fears that a continuation of these outrages will force many residents to discontinue outside decorating. 466 It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the City Adminis- tration express its appreciation to the home owners for their outside decorations for the Christmas Season and that the Commission deplores the wanton destruction of such decorations and requests the ing cooperation and assistance of the public in apprehend/those responsible and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Adjournment: There being no further business to come before the Commission at this time, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.
