HomeMy WebLinkAbout1966-12-28 1 1 1 tl67 Bozeman, Montana 28 December 1966 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 28 December 1966, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg and the Clerk. Commissioner Morrow opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held Wednesday, 21 December 1966, were read and it was moved by Commissioner Langohr, seconded by Commissioner MorroW, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner MOrrow and Mayor Sedivy; those voting No, none. /~$,,"',> ... Authorization for Investment of Funds - $~ood.oo: Treasury Bills and Certificates of Deposit: A request from the Director of Finance for authority to reinvest $50,000.00 Miscellaneous funds in Certificates of Deposit for thirty days and $75,000.00 Water funds in Treasury Bilss for approximately one-hundred eighty days was presented and concurred in by the City Manager. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the authority be granted as requested and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. Application - Licenses for 1967: City Beer and Liquor Licenses: The following applications for City Beer and Liquor Licenses, together with the required fees were presen ted : Top Hat Lounge (E.B.Griffin) Crystal Bar American Legion club Maverich Bar & Lounge Rocking R. Bar The Bowl Hotel Bozeman V.F.W. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Langohr, seconded by Comm- issioner Morrow, that the above applications be approved and the Director of Finance be directed to issue license in accordance therewith and the motion was carried by the following Aye and No vote: . those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Civil Service Board: Recommendation for the selection of a Chief of Police: Robert L. Rampy, Chairman, Attorney Joseph P. Gary and Robert L. Bradford of the Civil Service Board appeared before the Commission to advise of their examination of applicants and recommendations for the selection of a Chief of police, as follows: 468 Re: Civil Service Commission in regard to Chief of Police Gentlemen: The Civil Service Commission composed of Robert Rampy, Chairman, Robert Bradford and Joseph Gary, members, respectfully submit the report of the work done in the re- commendation for a new Chief of Police for Bozeman, Montana. Seniority 25% Written Test 401. Interview 10% Character and Records 20% Interview with previous Chief of Police 5% 1 Pursuant to approval by the Commission obtained in the December 21, 1966, meeting the following criteria were used with the following percentages: Very serious study was made by this Commission on this matter and numerous meetings were held in determining the percentages, the type of test, and yesterday, December 27, we spent from 1:00 p.m. to lO:OO at night plus we each took homework home with us to study this matter so as to arrive at a fair and impartial selection and to attempt to be as objective as possible about this. We met again this morning, compared our results, and they had not been changed overnight. Based upon the above criteria it is our recommendation that acting Police Chief, Benny Davis, be appointed the Police Chief. There was very little difference between the scores received by Capt. Davis over that of Lt. Cutting. We might add that the re- sults of all criteria other than seniority were so close that the seniority tipped the scales in Capt. Davis' favor. We might further add that in the written test all of the candidates including Sgt. Dorman and officer Smiley received an excellent grade and that it was a very difficult test. The scores of the latter two officers reflected their lesser time on the force. Because of the excellent records of all the men involved, and in particular the top two men, we as citizens of Bozeman felt that we are very fortunate having men of this calibre serving on our Police Force. It was very encouraging to note that in the capacity of character and integrity that none of the candidates had any question at all about their character and integrity. While we do not know whether we have authority to carry any recommendations further than the immediate appointment of the immediate recommendation of Capt. Davis as Chief, we would like to go on record in stating that should there be any vacancy of the Chief in the near future by reason of any cuase that Lt. Cutting be appointed the Chief to fill this vacancy. His record as a p0liceman and the score that he received in the judging warrants this and we would recommend him very strongly. 1 We feel that additional comment is pertinent in that all candidates stated in their interview that they would be willing to work with the other persons if elected regardless of choice and would give their fullest cooperation. In the light of the fact that the scores were so close we felt that selection was very difficult but by the same token we felt it would be difficult to make a mistake from such well qualified applicants. Respectfully submitted, CIVIL SERVICE COMMISSION Signed By Robert Rampy, Chairman The Commission highly commended the Civil Service Board Members for their accomplishments of a difficult assignment and for their substantial assistance to this Administration and accepting the advice of the City Attorney that appointment is the responsibility of the City Manager. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the Board's recommendation for the appointment of Captain Davis as Chief of Police be referred to the City Manager for consideration and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner 1 Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. ~ointmeIl.~ of Chief of Police by City Manager: In accordance with the recommendation of the Civil Service Board and acting upon the advice of the City Attorney, the City Manager announded the appointment of Captain Bennie G. Davis as Chief of Police for the Police Department of the City of Bozeman effective as of Wednesday, 28 1 I 1 December 1966. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the Commission concur in this appoinbnent and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.
