The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 11 January 1967, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner
Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg
and the Clerk. I
Mayor Sedivy opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held Wednesday, 4 January 1967, were read and it was moved by
Commissioner Langohr, seconded by Commissioner Morrow, that the minutes be approved as read and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr,
Commissioner MODDW and Mayor Sedivy; those voting No, none.
Transfer of City Beer and Liquor License - Hale Hubbard Toper Supper Club:
A letter requesting permission to transfer the City Beer and Liquor License now held by Mr. Bert
Griffin of the Top Hat Lounge to Hale Hubbard to be used by the Toper Supper Club in Connection with
the Rambler Motel was presented. Concurring with the recommendation of the City Manager, recognizing
prior transfer action of the State Liquor Control Board and in compliance with Chapter 4.04-060 of the
Bozeman Municipal Code, it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that
the City Beer and Liquor License be transferred from the Top Hat Lounge to Hale Hubbard to be used
by the Toper Supper club and that a transfer fee of $5.00 be collected to cover the cost of all
proceedings in connection with the transfer and the motion was carried by the following Aye and No
vo te : those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting
No, none. I
Authority to attend Municipal League Legislative Committee Meeting Helena 12 January 1967:
Commission and Manager:
It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the City Commission
and the City Manager be authorized to attend the Montana Municipal Le~gue Legislative Committee Meeting
to be held in Helena, l2 January 1967, and the expenses be paid from the General Fund and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Morrow and Mayor Sedivy; those voting No, none.
Mayor's Proclamation of month of February 1967 as "Citizenship Month."
Mayor Edmund P. Sedivy issued a proclamation designating the month of February 1967 as "Citizen-
ship Month" and encouraged all citizens of Bozeman to review the privileges provided for them and
urged all of the school children of the City of Bozeman to make appropriate observation of February
as Citizenship Month. The City Manager strongly recommended the approval of the Mayor's Proclamation
and it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the month of February
1967 be proclaimed as "Citizenship Month" as designated by the Citizenship Committee of the Montana
Education Association and the motion was carried by the following Aye and No Vote: those voting Aye
being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
Invitation to send Officer Harold F. McDowell to FBI Academy 20 March 1967 ( twe 1 ve weeks): I
An invitation received by the City Manager from J. Edgar Hoover, Director of the Federal Bureau
of Investigation of the Department of Justice for Bozeman Police Officer Harold F. "Hal" McDowell to
attend the 78th FBI National Academy session beginning 20 March 1967 at Washington, D.C., and con-
tinuing for twelve weeks was presented. The City Manager advised the Commission that police Officer
Harold F. McDowell was selected about one year ago as the next officer to send to the Academy, if

accepted; his application was submitted and he has since undergone extensive investigation. The
Manager also reported that funds are available in the-current budget to defray expenses incurred in
attendance at this Academy Session by an officer from this City, and pointing out that this invitation
from Mr. Hoover is splendid recognition of the City of Bozeman, strongly recommended Commission
approval of the acceptance of this invitation. It was moved by Commissioner Langohr, seconded by
I Commissioner Morrow, that Police Officer Harold F. McDowell be granted leave of absence with pay to
attend this school and that his actual expense for such attendance, to include transportation, school
fees and living expenses, be paid from the General fund and the motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy;
those voting No, none.

The City Manager commented on the reports and recommended their approval. I t was moved by
Commissioner Morrow, seconded by Commissioner Langohr, that the reports be approved and ordered filed
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none

The City Manager commented on the claims and found them to be true and lawful claims against
the City of Bozeman and recommended that they be approved and the Director of Finance be directed
to issue warrants in payment. After examination of the claims and checking against the claim
regis ter, it waS moved by Commissioner Langohr, seconded by Commissioner Morrow, that the claims be
approved and the motion was carried by the following Aye and No vote: those voting Aye being Comm-
issioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Morrow, seconded by Commissioner Langohr, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner
