The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 18 January 1967, at 1:00 o'clock p.m. Present-were Mayor Sedivy, Commissioner
Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg
and the Clerk. I
Commissioner Morrow opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held Wednesday, 11 January 1967, were read and it was moved by
Commissioner Morrow, seconded by Commissioner Langohr, that the minutes be approved as read and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow,
Commissioner Langohr and Mayor Sedivy; those voting No, none.
Explanation of Street Plan Section of New Bozeman Master Plan - Fred Utevsky & Monte Colgren of
Consulting Services Corporation:
Mr. Fred Utevsky & Mr. Monte Colgren of the Consulting Services Corporation were present and
explained to the City Commission and others present the preliminary recommendations developed by
their firm for the Arterial Street Planning portion of the comprehensive master plan which is cur-
rently under revision and updating for the area of jurisdiction of the Bozeman City-County Planning
Board.
The Mayor and Commission thanked the consultants for their presentation and commended them for
the work they are doing.
Consideration of Tentative Plot Plan: Proposed addition to. Deaconess Hospital:
Mr. Don Lee and Mr. Hugo Eck of the Bozeman Deaconess Hospital appeared before the Commission to I
discuss the proposed addition to the hospital. The expansion program had been presented by letter
as follows:
Item No. 1 - That the City of Bozeman permit the Bozeman Hospital
to expand on its present site and enlarge the hospital
to accommodate in excess of 200 patient beds. Enclosed
is a print of the Plot Plan showing the existing hos-
pital shaded in blue and the proposed addition in red.
Item No.2 - In accordance with the City of Bozeman zone Requirements
Chart, three off-street loading areas would be required.
We request that the City consider one as being suffi-
cient in view of the fact that deliveries to a hospital.
rarely are made in a truck larger than a delivery type.
Deliveries, in most instances, are made to a specific
receiving department and dispensed by this department
throughout the hospital, thus giving an administrative
control which is a saving in both time and money. In
addition to this off4street loading area, there would be
the ambulance loading area.
Item No. 3 - We ask that the City of Bozeman permit extension of the
new addition to the East as follows: Please refer to the
enclosed print and note the shaded cross section on the
right hand side of the street. Move the sidewalk out to
the curb, make the sidewalk 8' - 0" wide and le t the top
four floors project over the sidewalk 4'-0".
Item No.4 - Off-Street Parking: May we offer the following in accord- I
ance with the City Zone Requirement Chart.
Assume 200 beds: 50 parking stalls required; 1. 9 employeel
bed at the prevailing 70% occupancy: 1.9 x 140 : 266
divided by 3 · 89 parking stalls required. Total parking
stalls required: 139. These parking stalls will be pro-
vided partially in a new parking lot (completed) at the
southwest corner of North Willson and West Beall Street,
which will provide 100 stalls, and a new parking lot to
be installed at the northeast corner of North Tracy and West
Beall Street which will provide 30 stalls. Other property
owned by the hospital will be developed into a parking lot
as percent of occupancy increases and the need is indicated.

Following a reading of the letter and examination of the accompanying plot plan it was pointed
out that the indicated encroachment of the proposed building into the street area of North Tracy Avenue
was subject to the approval of the City Commission while the other items in the letter of off street
parking and loading facilities would be under the jurisdiction of the Board of Adjustment.
The Commission, after a thorough discussion of the matter, during which Mr. Eck explained the
I proposed layout, and the City Attorney questioned the legal authority of the Commission to approve
such street encroachment, requested that the Architect's present alternate proposals for consideration
I before taking action, to which Mr. Lee and Mr. Eck agreed.
Notice of availability of Surplus Government property (United States Post Of~ice):
Mr. Ed Stephensen Chairman of the Downtown Parking Committee appeared to present to the City Comm-
ission copies of a notice just posted at the Federal Building by the General Service Administration

that the (old) United States Post Office and site at Bozeman, Montana, has been determined to be surplus
Government property and is available for disposal pursuant to the provisions of the Federal Property
and Administrative Services Act of 1949, 63 Stat. 377, as amended, and applicable regulations. The
notice further states that if any public agency other than Federal, has an interest in the acquisition
of this property, it has 20 days (from l6 January 1967) in which to file with General Service Administration
a preliminary application containing specified information. Mr. Stephensen urged the Commission to
immediately initiate action to acquire the subject property for a public parking lot which, he stated,
his Committee believes to be a critical need at that location.
The City Commission assured Mr. Stephensen that this proposition will be given serious study and
instructed the City Manager to prepare a preliminary application as stipulated to be presented for its
I consideration at its regular meeting next week.
Proposed Loading Zone - 2 Stalls north of Alley - East side of Tracy Avenue south of Main Street:
The City Manager reported that since installation of parking meters around the Old Post Office
property it has become apparant that a definite need exists for a loading zone in that area to serve
the adjacent business firms. He therefore recommended, with the Chief of Police in concurrence, the
establishment of a two-stall loading zone on the east side of South Tracy Avenue immediately adjacent
to the alley between Main Street and Babcock Street. It was moved by Commissioner Morrow, seconded
by Commissioner Langohr, that the above proposal be approved as recommended and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr
and Mayor Sedivy; those voting No, none.

The City Manager commented on the reports and recommended their approval and it was moved by
Commissioner Langohr, seconded by Commissioner Morrow, that the reports be approved and ordered filed
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
I Langohr, Commissioner Morrow and Mayor Sedivy; those voting No. none.
Adjournment:
There being no further business to come before the Commission at this time, it was moved by
Commissioner Morrow, seconded by Commissioner Langohr, that the meeting be adjourned and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner
Langohr and Mayor Sedivy; those voting No, none
