HomeMy WebLinkAbout1967-02-08 482 Bozeman, Montama 8 February 1967 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 8 February 1967, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner / Morrow, Commissioner Langohr, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. I Commissioner Morrow opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held Wednesday, 1 February 1967, were read and it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Dog at Lar~~ and a nuisance: Walter ~avage: Mr. Walter Savage of 1217 West College Street appeared to complain about a night-barking dog in his neighborhood, which he believed to be at large and a nuisance in violation of Section 5.16.060 of the Bozeman Municipal Code. He complained that cats are also a nuisance in this area. The Comm- ission informed Mr. Savage that the law permits any citizen to sign a complaint against the owners of nuisance animals, but also requested that the Chief of Police further investigate the matter. .!3;~s..uest from Senior High School - SiJ2. acro~ss Main StreE;_~_~dvertising the "Brigadoon": A request from the Bozeman Senior High School asking permission to hang a banner above the street on West Main Street at the Baxter Hotel to advertise the musical "Brigadoon," to be produced 23-25 February 1967, was presented. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, I that the request be granted con,tingent upon the construction and placing of the banner conforming to the City's requirements, and that the sign be removed by February 27th, 1967, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, C:ommissioner Langohr and Mayor Sedivy; those voting No, none. Resignation of Stre~t Superintendent Willis Springer:-Steadily et:l1ployed since 8/13/27: The City Manager read a letter dated November 14, 1966, from Willis Springer addressed to the Manager and announcing his resignation as Street Superintendent for the City of Bozeman to be effective 1 March 1967 and then read his letter reply to Mr. Springer reluctantly accepting his resignation and paying tribute to his long period of service with the City. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the Commission concur in the acceptance of Mr. Springer's re- signation and the sentiments expressed in the letter written by the City Manager and presented to Mr. be Springer and that said letter/made a part of these minutes as evidence thereof and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none: Mr. Willis G. Springer Street Superintendent 222 East Koch I Bozeman, Montana Dr. Willis: It is with deep feelings of emotion that I accept your resignation as Street Superintendent for the City of Bozeman to be effective 1 March 1967. ..... I find upon examination of your record that you have been steadily employed with the City of Bozeman since l3 August 1927 and that you occupied several supervisory capacities in the course of that time. I also find a 4R3 record of intermittent employment with the City in the period between the above date and August of 19l7 and I am further under the impression that you did some work on occasion, prior to that date, that was not recorded. Your lifetime of service to the City of Bozeman is unique and most outstanding record of devotion to duty, of outstanding accomplishment, and one you can look back upon with extreme pride. Through all that per- I iod, also, there is scarcely a citizen in Bozeman that has not benefited and been assisted by your service. Words cannot express my appreciation for the competent and splendid cooperation you have extended to me on all occasions and which has been largely responsible for the superior condition of the streets in Bozeman as well as for the sanitation service that you have also supervised. I wish to extend my profound thanks for your efforts and to extend best wishes for a continued and thorough enjoyment of retirement by yourself and Mrs. Springer. I will continue to feel that it has been my privilege to know you as a friend as well as a fellow worker. Sincerely, OSCAR E. I t was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the reports be approved and the motion I was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. .gJ~ims for. Fund 4,120.00 Band 15.00 $95,554.84 The City Manager commented on the claims and found them to be true and lawful claims against the City of Bozeman and recommended that they be approved and the Director of Finance be directed to issue warrants in payment. After examination of the claims and checking against the claim register, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the claitr6be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Adjournment: I There being no further business to come before the Commission at this time, it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No' none.
