SUBJECT: Appointments to the Recreation and Parks Advisory Board
MEETING DATE: January 23, 2017

RECOMMENDED MOTION: I move to appoint applicants to:
One At-Large Position with an existing term of December 31, 2018,
Three At-Large Positions with updated terms expiring December 31, 2019,
One School District 7 Position with an updated term expiring December 31, 2019,
One Student Position with an existing term of October 2, 2017, and/or
One Student Position with an updated term expiring October 2, 2017 to the Recreation and
Parks Advisory Board.
BACKGROUND: The Recreation and Parks Advisory Board has Three at-large terms which
expired December 31, 2016, One at-large term which does not expire until December 31, 2018,
One Vacant School District 7 term which expired on December 31, 2016, Two student
vacancies which expire(d) October 2, 2016 and October 2, 2017.
Three existing board members have re-applied. One prior member has communicated that
they do not wish to re-apply. Two student vacancies remain with no new applicants who fit the
requirements and one recent resignation.
The Recreation and Parks Advisory Board is established under Section 2.05.150 of the
Bozeman Municipal Code.
It consists of up to fourteen members who serve three-year terms, except for the two students,
who serve one-year terms. Membership requirements per the code are listed with bolded
statements representing the seats mentioned in the applications received:
1. (7) Members shall be city residents appointed by the city commission;
2. (2) Members shall be recommended by the county board of commissioners, with final
appointment to be made by the city commission;

Up to (3) additional at-large members may be appointed by the city commission, with city
residency being a consideration, but not a mandatory requirement; and
4. Up to (2) student members from area secondary schools, including home
schooled students, may be appointed by the city commission, with city residency
being a consideration, but not a mandatory requirement.
A majority of the members, regardless of the Board's size, shall be residents of the City.
The Board is advisory, making recommendations to the City Commission on policy and procedural
matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu
proposals forwarded during the planning/subdivision process.
There are (4) At-Large Positions (for which all applicants qualify),
(2) Student Positions (none of the applicants qualify for per the code requirements)
(1) School District 7 position available (none of the applicants work for the school district).

as a resident of Bozeman I have actively worked with various City and County planning
departments on a variety of planning, assessment, review, and data development projects. I have
been assisting the Gallatin Valley Land Trust in creating their trail maps, kiosks, and

outreach/education materials associated with trails, planning, and easements. I am currently on
the board of Wild Things Unlimited, where I assist them in reviewing data collection, analysis,
and presentation strategies for their carnivore studies and citizen science outreach efforts. I
recently served as treasurer of the Bozeman Masters Swim Team and, prior to that, as elected
treasurer of the Montana Association of Geographic Information Professionals. As a professional
geographer and GIS mapping specialist with over 20 years of experience on land use planning,
environmental studies, and management alternatives throughout the western US, I often bring a
unique perspective to discussions. Locally, I am an advocate for ensuring there are a variety of
recreation opportunities for Bozeman citizens and visitors, alike. My volunteer experience to
date has been diverse, but has generally focused on specific user groups (GIS professionals, adult
swimming, or wildlife studies). I have been looking for an opportunity to make a broader impact
locally and help guide informed decisions within my own community. Serving on this board
would be an honor.

sectors of the community during my college, post college and current graduate career. During
college, I was a member of various organizations including the Wisconsin Public Interest
Research Group (WISPIRG), Dance Marathon, FH King Student Garden and Gamma Phi Beta

Sorority. After graduating from college, I volunteered around the country at organizations
including local arboretums, watershed councils, parks foundations and food banks. In addition, I
served two AmeriCorps terms, one in Nevada and one in Michigan. Currently, I am a graduate
student representative for department faculty. I also participate in a department wide colloquium
and volunteer at a ski program. These experiences have given me the ability to interact and
connect with a myriad of people including local community members, agency personnel,
nonprofit and corporate sectors. I love each and every chance to learn and serve the community I

parent of four children for ten years and in three communities, I have utilized and frequented all
types of parks and recreational opportunities. I am always looking for ways to inspire, educate,
relax and have fun with my family both within and outside of the city. My BS is in Natural

Resource Conservation from University of Montana. I have worked as a field biologist for the
Forest Service and BLM conducting surveys in both aquatic and terrestrial forest environments
in Montana and Oregon. While living in Nevada I volunteered for numerous trail building
projects and was trained as a Crew Leader by the Tahoe Rim Trail Association. I love to be
outside enjoying all kinds of recreation, including skiing, biking, running, hunting, climbing,
camping and hiking. I believe with my background, love of community and commitment to

Please explain your relevant qualifications, interests and experiences. *: I would be delighted and eager
to serve on the RPAB. I am a geographer currently working towards a PhD in Earth Sciences at MSU. In
my training I have taken courses in community planning and recreation. Specifically, my Master’s thesis
project examined visitation levels, types of utilization and effectiveness of park accessibility, and
infrastructure of a park designed exclusively for senior citizens. During this research I became familiar
with the academic literature on recreation and public park spaces in a local community context. I
interviewed government officials about the planning process and recreational experts on the park’s
layout, infrastructure and appropriateness for the senior population. Currently I am the Chair of the
2017 MSU Earth Sciences Colloquium of which I was the Co‐Chair last year. In these leadership positions
I have learned how to collaborate to solve problems and think critically about the many facets of an
emerging issue or question. I have acquired applied skills including those related to meeting
management, active listening and organization. I feel passionate about contributing to the community in
which I reside. Bozeman is not just a stopping point during the course of my studies, it truly feels like
and is home. I feel it is my duty and privilege to serve the City in a civic capacity. Ultimately, the
connection I feel to the City has motivated me to apply for the opportunity to serve on the RPAB and I
would be grateful to serve my community.

although I am not full-time. I value the recreation opportunities in Bozeman and I would like to

and graduated from Montana State in 2012 with a Bachelor’s Degree in Civil Engineering. Since
then, I have worked at Allied Engineering Services in Bozeman. We are continuously involved
with private developments, infrastructure improvements, and City projects including the recent
design of the Bozeman Pond Park Expansion and work on the new dog park at the Gallatin
Valley Regional Park. I also just completed work for the Park County Tennis Association’s three
phase tennis court reconstruction project (design, bidding assistance, and construction services).
From my engineering experience, I have an understanding of some of the regulations and
processes involved with development, design, and construction. However, my engineering
knowledge and experience are only supplements to my recreation and parks interest and
background! I am currently involved with Bozeman City League Basketball and flag football and
have previously played in the City softball and volleyball leagues. I also ski, golf, and play tennis
regularly and am a supporter of the Bozeman Hawk and MSU athletic programs. I am a frequent

user of the City’s parks and trail systems but my awareness and appreciation for the overall
functionality/ master plans makes my perspective unique.
