Meeting Notes, December 7, 2016

A.Call Meeting to Order at 8:05 p.m.

D.Transportation Alternative Grants Presentation (Taylor Lonsdale)

●Potential for state and federal matches for transportation alternatives funding
●R.O.W. improvements possible (see MDOT notes below)
●10% to pavement preservation projects for bike/ped infrastructure
●Three categories of potential projects: New (19th to Valley Center); Infill (19th
asphalt path in entryway corridor); Preservation (maintenance of existing paths)
●Candace asked if entryway corridor development still requires the installation of a
shared use path? John said that a trail is still required when development occurs.
CTEP money has been used in the past to infill missing sections of trail. There are
still missing sections at this time.
●R.O.W. acquisition is fundable with TA Funds
●A connection between Main and Babcock is important through the alignment of S.
15th Avenue just to the west of Roundhouse sporting goods store
●Who would be the formal applicant? City
●Taylor said ideally Ferguson west of the dog park needs to have a separated
shared use path but does BABAB support this or do they think a standard bike
lane and sidewalk are ok? BABAB supports a separated shared use path. Other
connections are critical according to Taylor, both east/west and north/south, in
this general area, as development occurs with new subdivisions.
●Candace suggested that restriping asphalt paths (like that on the south side of
Oak Street near the Fairgrounds) in order to prioritize bicycle movement rather
than them having to stop for cars might make things safer.
●Jason asked Taylor how BABAB can help:
o Does BABAB have any projects they would want to put on project list?
o Add to GIS and City's Capital Improvement Program
o Letter of support with TA application from BABAB would be very helpful
o When it comes to Ferguson the county will need to be consulted about their
interest in maintenance
●Jason Delmue asked if we need to go above and beyond complete streets
●Timing is ripe because of drafting of TMP for BABAB to ask for what they want
●Taylor asked what winter maintenance looks like
●Taylor suggested setting up bicycle boulevard networks, where bikes are
prioritized instead of cars would be way to make plowing a priority based on
where people WANT to ride vs. where non-bikers want them to ride
●Jason Delmue suggested where we choose to improve streets we should also be
doing it with bikes in mind, every time we build something
●Jason Karp said that word has come down that MDOT has lack of adequate
funding at this time to perform all the work promised this year; many projects will
be on hold
●Taylor said MDOT has never been a proponent for shared use path in their R.O.W.
making BABAB's or TA's pursuits very undoable because of MDOT's priorities or
beliefs
E.Membership and Recruiting
●Carson has one person potentially interested who would be a great asset to the
board
●Jason Karp has let Belgrade/County know about his intent to continue with
appointment, doesn't anticipate any problem with being reappointed but it might
take until January to be formally back on the board
●Bill Cochran, who is leaving BABAB, was a member of TCC; John suggests that
Sam is probably the best person to take Bill's place but he might have work
conflicts because of work but he'll give it a try
