Meeting Notes, October 5, 2016

A.Call Meeting to Order at 6:03 p.m.
B.Approve Previous Meeting Minutes
●Minutes to be sent out and to be approved at next meeting for Sept. 7th meeting
C.Public Comment
●Ralph Zimmer: Next public meeting on corridor study is on Nov. 1st at Grantree Inn at 6:00
p.m.; all groups agreed that separated path is best idea on north side of highway and as far
away from roadway as possible but where necessary it can be placed closer to the highway
where situations require; encourage folks to attend and take part; Jason Karp said that
discussions have been had with the Cook family, who own a lot of the land, and they are open
to the idea of allowing the trail on their land to aid in the project.
●Marilee mentioned that she has had direct contact with Governor and his Chief of Staff about
changing policy on not allowing pathways along MDOT ROW's; she asked Governor to endorse
pathway as part of his campaign for public access (but no answer was given on this as of
meeting time). Marilee to continue to pursue this avenue.
D.Pro-Walk Pro Bike Conference Recap
●Rebecca's take aways: budget must align with planning documents and big ideas
(budget is a moral document); Utah group doing active transportation study tours
along Wasatch Front (low cost) [could BABAB facilitate this type of activity] (templates
about organization if anyone wants to see them)
●Also, she learned that some communities were implementing “Lighter, quicker,
cheaper” options for making change happen, including traffic calming, low hanging
fruit, examples of what could be with quick installations; traffic calming needed on
some of our streets (North Black, Cherry Street, etc.); John and Matt created giant
orange cone; no temporary projects done on DOT roads so far; Denver and Memphis
used crowd sourcing to create design and city did installation; John said residents can
collectively pay for it
●Candace said that other takeaways is that we need to better train up and coming
engineers and planners about new information adopted by jurisdictional agencies
●Also it would be great to inform people about how roads are funded and what
benefits there are to getting people out of their cars
●Ton of new federal guidance coming up; Rebecca feels like its progressive
●Rachel said that health aspect of bicycling is a great topic
E.Bicycle Friendly Community Update
●November 1st is target date for summary and award designation from League of
American Cyclists
●Feedback on public survey; 108 respondents; information tabulated
●Relevant topics included use of bikes (26% recreation, 24% health, 9% errands, 25% to
work, 13% to school); 5% said very satisfied with bicycling infrastructure; bike lanes
and bike paths were cited as much needed improvement; 65% of people said it
depends on whether it’s safe or not to ride bike in their neighborhood
F.Safety and Lights on Campus
●Bill said that BABAB tried this and confronting people does not go well; must install
lights at the time you stop or talk to people otherwise they’ll toss lights or sell them;
feels a hands on install and interface would work well
●Do booth at night/dusk
●Reflective tape decorating contest
●Marilee suggested raffle or giveaway to win prize at booth
G.Kagy Construction Update
●Kagy Boulevard on hold due to funding gap between desired design solution and
budget
●Graf Street extension has been approved
●Sanderson Stewart is coming up with Plan B
●John suggested Rebecca to talk to Craig Woolard about alternatives to still do project
but have it come in on budget, such as doing a three lane road with a single lane
roundabout
●Candace said that MSU is going to grow at a pretty good rate and more and more
people are going to cross Kagy Boulevard b/c parking is moving more to the Stadium
area
H.Transportation Master Plan Update
●Moving towards developing facility improvements; many are still focused on old
transportation plan
●All facilities need to be updated according to Complete Streets
●Jason asked what status of M trail connector; Bill said there's one section that they
don't have ROW for and that's holding up process
●Candace asked if anyone knew anything about MSU Residential Parking District
●John said inquiries come in occasionally but there have been talks about expanding it
●Marilee said that bus service for grade school students has been limited as a way to
encourage savings for the district and force students to find alternative ways to work
but what is happening is students are getting driven by parents in a car, not
contributing positively to the congestion problem in town
●Dillon said that short trips conversion may be a good topic for BABAB to attack as a
programming project
I.Bike4Climate Ride and Fair Recap
●Held at Pilgrim Congregational Church; 100 people attended
●Dillon participated, as did Tony; Dillon had people draw their commute on map
●Liked the outreach; maybe team with GVLT during Bike to Work Week instead of the
end of the year party
J. Bike Count Results
●All data isn't in; from what we do know the rainy day had the most riders
●Candace asked if we could do bike counts at a different week other when other places do it
based on the national event; there is no special reason to do it when everyone else does it
●Dillon said we should be able to analyze data now that we have five years’ worth of data
●Dillon suggested that next year we just need to get forms and information out earlier
K. Openings and Vacancies
●Welcome to board Rachel and Jennisse; officially appointed
●Still have Jen Peterson's position open and also high school representative position
●Sam asked if Dillon had an updated contact list for board members be sent around; Dillon
would do this
