HomeMy WebLinkAbout09-07-16 BABAB MinutesBABAB Meeting Notes, September 7, 2016 Members Present: Rebecca Gleason, Dillon Warn, Tony LeBaron, James Lusby, Jon Vandelinder, Don Funke, Jason Delmue, Candace Mastel Public Present: Ralph Zimmer, Kristin Walster (Citizens Climate Lobby), Marilee Brown, Lila Fleishman (kerbspace), Mary Vant Hull, Rachel Rockafellow A.Public Comment ●Kristen Walser; ​Bozeman@citizensclimatelobby.org​; 406-551-0388; said they are partnering with MSU to bring awareness to climate change; cycling across country, Sunday 9/18; in Montana on Thursday; #Bike4Climate; looking for partners for the fair (Bike MSU is going to take part and Bozeman Police will do bike rodeo); #Bike4climate; selfies with their bikes; at Pilgrim Congregational Church ●Lila Fleishman; ​lila@kerbspace.com​; 919-282-6413; kerbspace; occupy parking space; nationwide event but there's a gap in the center of the country; focus on public space, street life and transportation; TPL also involved (Story Mill Park); Free coffee from Wild Joes; Sept. 16 from 12-6 on Main Street in front of Wild Joes; it’s also Drive Electric Week (they are working on grant for future partaking of this event) B.Bozeman to Belgrade Path ●August 25th Meeting Recap ●Several Bike Board Members attended public meeting with about 100 people present ●Corridor study underway ●Separated path is desired strategy for connectivity ●It was stated that Jeff Key said that the separated path is outside the scope of the corridor study ●City, County and Belgrade are going to start meeting to discuss "triangle" issues ●What Jeff might have been eluding to is the scope isn't large enough to "design" the roadway to construction levels; Jason's take is it is missing TDM and robust look into comprehensive study in relation to larger transportation system; needs to be broader in its relation to other facilities ●Ralph said that corridor study is entirely funded by MDOT (city is not involved and neither is Belgrade or county); boundaries of corridor for study were set by them as a consultant; one year for study, not two (started in May); advisory committee overseeing study (Jason Karp and Ralph are on committee); Marilee said that board could be influential by commenting on study or give advice on what we think should be included as study outcomes; MDOT is making sure consultant (RPA) is complying with corridor study scope ●Marilee said cohesive vision for what we want as a cycling community is important that aligns with vision of TCC and groups supporting this; from BABAB ●Ralph said that August 17th meeting was even more poignant (Jason said he'd like to hear what Ralph has to say); third meeting next spring; he said that Jeff Key said he recommends corridor study for I-90 separate from Frontage Road corridor study ●Ralph said that at August 17th meeting (five groups came together earlier in the year supporting separated shared use path b/t Bozeman and Belgrade ●BABAB (Jason Karp and Bill Cochran), PTSC, Citizens for Safer Bozeman and Gallatin Valley, GVLT, and Collins Coalition went to TCC on Jan. 27th getting TCC's support; (maybe even going beyond Belgrade) and suggested that such a path be part of the slope leveling or other projects on Frontage Road; it was decided that next thing that needed to be done was further discuss proposal and decide on reaffirming separated path, if yes to first then which side to put it on (favoring north side), and finally where in ROW would it be located; on 8/17 the expectation was that the five groups would meet by themselves and discuss (Craig Woolard and Jeff Ebert from MDOT supported this); upcoming meeting to be scheduled need to discuss these three main issues Ralph mentioned; at least two of the groups have elected a member to speak for their group at the joint meeting; can BABAB provide the same representative to do the same thing at next meeting? ●MDT thinks that railroad would never support south side path ●In the effort to move forward we should stop getting into details that will need to be worked out by engineer in the future, such as exact alignment and similar issues ●What about Bike Walk Montana's involvement? ●Marilee asked if we were doing bike counts on Frontage and 7th? Rebecca said no, that wasn't on the schedule ●Dillon is concerned with the scope of what the advocacy group is asking for keeps expanding and isn't it enough to just support a separated path at this point and maybe decide on which side of the road it goes on ●Ralph said that BABAB basically making a decision on the three main issues ●Dillon asked if we should take a vote on issues; Rebecca said that we should involve other members of BABAB before we make decisions ●Rachel R. said that there are creative ways to maintain paths like having users buy passes/stickers for their bikes ●Meetings that Jason usually goes to are usually during the work day whenever Ralph schedules it; events such as group rides; 3 River Century ●Don motioned to nominate Jason Karp as representative to speak for BABAB; Dillon suggested that Jason already represents Belgrade and perhaps it would be important to have another member that isn't already representing a municipality; Jason Delmue said he could attend meetings to be scheduled ●Jason asked if Ralph could articulate why Bill Cochran likes it on the south side...Ralph said because Bill didn't want to stop and start at every driveway ●Don motioned to nominate Jason and Jason to represent BABAB; Rebecca seconded; all in favor ●Tony motioned for a separated path, being on the north side, as far from road as possible; all in favor ●Ralph said that a common name with rep from each group needs to happen. Could Jason and Jason be reps to accept name for coalition? ●Jason has question about whether a common name is important and what does that do to the autonomy of BABAB C.Bike Counts Week ●We are short about half the spaces ●Candace to ask colleagues who bike to take part and post it out there to MSU Bike, SNow, etc. D.Bike4Climate Ride, Fair and Community Conversation ●Already discussed with Kristen's presentation E.Vacancies and Openings ●Dillon said there are vacancies on the board; Jen Peterson is leaving the board due to work ●Dillon suggested that Rachel is pretty much "in" but needs to go through the formal app process ●Jennisse withdrew her interest for position on board ●-Lila Fleishman said that she was interested...Dillon said apply for sure F.Bicycle Friendly Community Update ●Emails went out to certain folks in the community ●Rebecca said we need to distribute link to public survey to folks to comment on the priorities G.New Business ●Bicycle Letter by Dillon; Most of board thought it was good; Jason said that there were some suggested changes; Rebecca said make it human with the word "people"; Candace suggested (as did Rachel) to put it in the Exponent as well as the BDC H.Old Business (none) I.Meeting adjourned at 8:08 p.m.
