HomeMy WebLinkAbout08-03-16 BABAB MinutesBABAB Meeting Notes, August 3, 2016 Members Present: Rebecca Gleason, Jason Karp, John Vandelinder, Bill Cochran, Sam Haraldson, Carson Taylor, Tony LeBaron, Dillon Warn, Don Funke (​donfunkedc@gmail.com​) Public Present: Marilee, Ralph Zimmer A.Meeting called to order at 6:00 p.m. B.Approved previous meeting minutes C.Public Comment (I missed this part of the meeting) D.TMP Update ●Bill said that preliminary recommendations and modeling have been released by consultant but Bill cannot reveal specifics at this time ●Joe is working on striping plan for city ●Bill said that retrofits would be expensive given our current infrastructure and funding situation ●Rebecca said that our complete streets policy is outdated and needs looked at E.YMCA Letter ●John has been fielding calls with all kinds of opinions (ex. why is the County Planning requiring bike racks when there are no bike facilities to the facility?; why did the Y go to the county at a remote property where parents need to get in a car to drop their kids off?, etc.) ●Jason said its more of an indictment to the county for them allowing development like they do that is not connected to existing development or within densely populated areas ●Dillon said that housing development from the city will definitely move in that direction during the next 10-15 years ●Jason said that it’s a mile to the site from in all directions from bike lanes already existing ●Rebecca said that this ties into conversations that need to happen between City and County ●Sam asked if we needed to follow up on this with a letter to YMCA or others ●John said that folks with issues were told that they could come to BABAB and discuss their concerns (none have shown up) ●Taylor said that he doesn't suggest that we write a letter or berate the issue about why they chose to locate out of the city boundaries ●No further action required on this agenda item F.City Growth and Infrastructure Needs ●Taylor said that there was a meeting (City Commission and Public Works) about what needs are and what LOS means in the greater transportation sense; direction was to explore alternatives to LOS that evaluates all needs, incl. quality of service and safety ●Carson said let’s get as much data as possible to make best informed decisions ●Carson said that basic LOS doesn't mean too much to everyone since it’s a snapshot in time; delay may cause people to make other decisions about other ways to get somewhere ●Carson said that too much data can also be an issue...environmental impact of cars idling too long...does that even matter...Carson wants more data on that ●Carson said that we are getting closer to the point where we are going to have to come to grips with transportation issues ●LOS, environmental, delay...let’s find a way to define LOS for all turn movements and all users ●Candace mentioned Strategic Planning meeting at MSU and number one priority for all groups that participated was transportation, which wasn't expected ●Carson said that there may be an impetus to not move toward giant, five lane road profiles G.Bicycle Friendly Community Application ●Bill said its about 95% done ●Bill feels like our scoring may go down from the last evaluation because we are going to have a problem achieving some points that we want to because of the small amount of funds we appropriate as a community to bicycle programs and infrastructure ●It has become more competitive to achieve higher status ●Sam said a detailed evaluation will be given back to BABAB for our use ●Funding is an issue to implement educational programs or infrastructure improvements ●Bill said figures Shane at RPA provided for application are different than what Joe Gilpin provided ●Candace to share application with Jeff Key for his use in the MSU TMP ●Bill said we should encourage schools to incorporate bicycle education for students ●Would it be a benefit to invite someone from school to BABAB's next meeting to discuss education H.BABAB Appointments and Applications ●Dillon said that system for applications and appointments are disjointed, what is problem? ●John said that City Clerk is new and he thinks the process needs to be streamlined ●Don Funke got appointed months ago...we invited him to take a seat with board ●Dillon will inquire about new rep from high school; Bill will ask a friend of his who is involved in the bike scene if they are interested in being a rep from the high school student body; Rebecca said we should talk to Juliana and she if she knows anyone who's interested ●Rebecca said it would be nice to see applications ●Carson will verify vacancy spots; will send out applications already in the mix; if one spot, we need to pick between Rachel and Jennisse ●Zach officially resigned ●Its official now – Don Funke is a member of the board I.Arterial Streets Outreach ●Rebecca told Carson about presentation and that she can fill him in on it at another time ●Rebecca asked if Tony sent letter to Pearl on Kagy Boulevard Reconstruction...yes, John thinks it did get to City Commission; did Carson read the letter? ●Sam asked Tony to summarize the letter for the group ●Rebecca put it on the BABAB google drive...share with Jeff J.Bike Counts 2016 ●Scheduled for September 12-16 ●Rebecca will create the sign up and coordinate that (Sam will help) ●Rebecca asked who could coordinate it that week in person - TBD ●Last year it snowed and the weather was inclement ●15-16 intersections in town between 5-7 p.m. on a T, W and R night; to national standards; 45 slots to fill for three days ●Candace will solicit interest from professors K.Old Business ●None L.New Business ●Carson said we need to have a conversation about funding (in general) for bicycle programs and infrastructure and to develop analysis as to why city isn't spending amount it should and how we can encourage city to do otherwise ●Sam asked what Carson thinks we need to do for understanding where money comes from, how we can get some and who should be our primary person at city to discuss this with ●Carson said that most money that comes out of general fund is less than expected; some confusion on figures for this fiscal year (should be able to get corrected numbers this month); he needs to find out if there is an appetite at City Commission to pursue bicycle related or multi-modal piece without raising taxes should number come in corrected positively (larger discussion he'd like to have) M.Meeting adjourned at 7:53 p.m.
