HomeMy WebLinkAbout07-06-16 BABAB MinutesBABAB Meeting Notes, July 6, 2016 Present: Rebecca Gleason, Tony LeBaron, Sam Haraldson, Bill Cochran, James Lusby, John Vandelinder, Jason Karp, Candace Mastel Public: Jennisse Schule, Rachel Rockafellow A.Call meeting to order: 6:10 p.m. B.Approve Previous Meeting Minutes: Approved for May, Approved for June C.Public Comment ●Ms. Rockefeller asked why is trail not being continued North 19th Avenue; John said ground water issues have caused delay in paving; need to work some issues out D.Kagy Boulevard/Challenging the Justifications for Large Road Projects Discussion ●Pedestrian Traffic Safety Committee supported more than two lanes in their letter ●John doesn't feel like the budget will support the four-lane options with amenities unless MSU comes up with a lot of extra funds to supplement project ●Rebecca's presentation: Car-centric established knowns and 2040 projections o Strong community support for transportation options and equity; TDM; safe neighborhoods; reduce resource consumption o Road diets in San Francisco/Valencia Street no real change in ADT; traffic calming; positive impact on community/businesses o 29% reduction in crashes with four to three-lane road diets; another study showed 37% decrease; another roadway study in suburban roads had a 53% decrease o Multi-lane roundabouts not safe for bike and peds; signalization is an issue for backing up traffic...against the whole point of roundabouts o Gary Toth: "A Citizen's Guide to Better Streets: How to Engage your Transportation Agency." Overdesigned road for 23 hours per day; overdesigned for first 5-10 years even during peak hour of use o MDT’s "Vision Zero"; why can't we learn from the existing data shown in Rebecca's presentation that is so telling in relation to crash data and road diets o Fiscal impacts are huge for going from three-lane to four-lane road profile o Analysis should be looking at projected multi-modal and active transportation increases in correlation with car volume increases o How do we translate the presentation's ideas? o Is there a way to take burden off transportation system with varying schedules and modifying personal work patterns? o Bill asked about cost difference between three and four-lane options...John didn't have numbers o Jason asked if we should rally folks to Commission meeting next Monday night o Any comments to Tony by tomorrow morning; encourage getting friends to meeting on Monday night E.BABAB North 19th Avenue Path Status F.TMP Update ●Bill to attend next meeting ●TMP website is a place to comment on issues throughout town G.League of American Bicyclists App Update ●Bill has started app; due in mid-August; doable on-line ●Will work on it next week and a half ●John asked if Bill needed any facts or figures; Bill said that many stats are part of the TMP process and can be reused, including GIS data that he needs; John asked if we'll improve our standing ●Jason asked if we would improve on silver standing; Bill said we'd probably hold there ●Jason asked if silver is good enough...and if we should shoot for bronze to show that we have not done enough; we've got lots of issues in town (i.e. affordable housing) that need attention...and is biking important enough to rank? H.Old Business ●Email from Kirkwood Donavin - when a cyclist reaches a ped crosswalk from a natural trail (like Galligator) do they act like a ped or a vehicle at that crosswalk. Jason and James will email Donavin about the answer; it is a gray area and the state code is in conflict with the city code...which is to be followed? ●Jason asked about Facebook message about someone wanting to know about getting appointed...Jason replied on how he could get ahold of someone but no one on board remembers this. Jason has been asking anyone on Facebook to contact board via email; John can forward applications to entire board for them to look at in the future; Carson usually makes appointments in the long run. Should we change application process; What is Carson's process?; Let’s put on next month's agenda to discuss. Usually Pearl Michelson deals with correspondence. Did she see anything?
