Meeting Notes, May 4, 2016

D.Kagy Boulevard Reconstruction Presentation by Danielle Scharff from Sanderson Stewart
-Synopsis of goals of the project
-Extents of reconstruction
-Stakeholders: MOR, GVLT, Bozeman Health, MSU, COB, MDT
-Progress to date: define goals and objectives, completed field work; traffic volume
projections done; analyze and develop alternatives; public forum
-Single lane option includes raised buffer with separated bike lanes plus a shared use path or
any combination of options, depending on ROW acquired (public comment was 80% in favor
of this option)
-Jason D. asked about how round-a-bouts would work with a four lane option and how it
effects ped crossings along Kagy Boulevard
-Intersection diagrams using traditional bike approaches also shown
-Sam asked about ROW and if there was enough for corridor enhancements and round-a-bout
development at all intersections
-Consultant team also looked at what was going to happen at South Wilson/South 3rd Street
intersection
-Danielle said she has more detailed graphics of this elsewhere
-TDM Slide (like Munster Slide): examples for Bozeman: incentives, carpools, vanpools,
guaranteed ride home, alternative scheduling of classes and work, telecommute
-Ped and bike accommodations: grade separated a priority, most definitely at mid-block by
stadium
-Grade separated concepts shown including pedestrian tunnel (split level design and
pedestrian bridge where road is slightly depressed
-Jason asked if they would be ADA compliant. Danielle said yes.
-All graphics are on project website
-Bike/Ped intersection treatments, Dutch style modeled after FHWA
-Aesthetics are important also
-John asked one or two season construction schedule? MDT process of design takes extra time
and since MDT has not agreed with City on all issues, this is still pending.
-Jason asked how future streets (like Graf) will affect the project: Danielle said future
development is being taken into consideration.
-Tony asked about mode share split and would it be positively affected by ped and bike
infrastructure
-Jason asked if road would still be open on game day
-Sam asked how the bike lanes would merge into north and south streets if they weren’t
included in project
-Carson said that assumption is that area will grow and potential growth is to the south and
utility buildout will potentially affect annexation of county properties in this area, making Kagy
Boulevard and South 19th Avenue more of a driving priority route; a certain amount of car
traffic is to be expected despite the best efforts of TDM
-Jason asked about potential for gravity main to serve west of town; Carson said “lift” is in
works; Danielle said city was a big part of modeling discussion on expansion of housing
-Danielle would like letter from BABAB in regards to the number of vehicle lanes desired,
intersection treatments, and bike/ped corridor treatments; John asked when she would like to
have the letter; Danielle said by 2nd or 3rd week of July; BABAB to form sub-committee to draft
letter for consideration at June meeting by larger group
-Sam asked if there is any leeway on the 35 mph speed limit proposed; Danielle said they have
looked at traffic calming but the speed has not been determined yet
-The Pedestrian Traffic Safety Committee meets next week where Danielle will present
-Carson asked Danielle about what is ultimate plan for Kagy Boulevard east of Wilson; Danielle
said Rob Bukvich explained that segment acquired the ROW at the time and the curb to curb
is built to accommodate within a 4-5 lane design if necessary
E.Bozeman to Belgrade Path/Trail
-Marilee said that their group only needs ten more signatures to reach 3,000 on their petition
for the path project to move to the next step
-The letter can then be sent to MDT to show public support for the project
-On May 25th the City of Belgrade, City of Bozeman, Gallatin County, and other stakeholders
will meet at a regularly scheduled staff meeting and they will discuss further there
-Ralph Zimmer wanted to make progress with bringing together stakeholders and getting
topic out in the open
-Joe Gilpin wrote chair of TCC explaining why 2007 Transportation Master Plan did not identify
path along Frontage Road as separated vs. a shoulder-type path, which he think makes most
sense…Ralph says BABAB should have an opinion on what is more desirable for cyclists
-Sam asked who is going to moderate meeting aforementioned; Ralph said either him or Craig
Woolard
-Jason Karp said if there was a staff meeting he would be present given his position with the
City of Belgrade
-Corridor study RFQ’s were received by MDT, which were due in April
-What is BABAB’s stance on separated path vs. shoulder path (Joe’s advice would be to choose
more conservative option just to get something in place)
-Marilee said this is the perfect situation for a TIGER grant
-Sam said that if they build a shoulder solution and then no one uses it then that was silly
-Ralph said people are talking too much about cost but they need to focus on value
-Joe Gilpin mentioned outside of this meeting that other trails offer more advantages than the
Belgrade to Bozeman proposal, siting as an example the Missoula to Lolo path, which is an
established cross-country route)
-Sam said that there are those that are comfortable with shoulder but BABAB made a stance
previously on advocating for a separated path; Candace added that roads have been designed
for the dumbest drivers but our bicycle facilities are designed for the most experienced and
comfortable riders…why is that?
-Marilee said it’s about doing it right the first time
-BABAB made a recommendation to support a separated bike path in the past and Sam feels
like we should still support that original decision; the board agreed
F.City Commission Presentation Follow-Up
-Commissioners want list of specific projects/recommendations that BABAB wants to see
done
-Jason D. said that Commissioner Miehl asked for funding sources without a general fund in
place
-Carson said that our tax structure needs to change to appropriate where $ goes
-Boulder, CO went after a transportation tax, we might want to communicate with them and
see how it’s going
-Jason asked why it’s so easy to pass so many other levies and tax initiatives like schools, for
example, but nothing for transportation infrastructure; Marilee said it needs to be special
election county-wide where it’s not coming out of city budget or competing with other
initiatives
-Sam asked if we need to get a list together; John said yes, it would be helpful, especially for
year-end funds; Carson said a list of prioritized projects is a good idea; Sam said he thinks it’s a
good idea too and gave BABAB a sense of purposed; Sam asked that we start to formulate
ideas at the next meeting
G.Bike to Work Week
-No update

-Sam will take August chair and Bill C. will take June; Candace voted in as Secretary

J.New Business
-Jason D. asked about who is keeping up on maintaining the Facebook page; Sam is taking care
of this
-Jason D. said Commissioner Meihl and Carson were advocating for bicycle connectivity with
school board development; people wonder why general UDO rules are not followed for site
and landscaping issues; landscaping parking lots is something schools don’t want to follow for
their safety reasons
-Tony said “Practical Bicycling” by Sam at Bike Kitchen coming up
