Meeting Notes, April 6, 2016
Meeting started at 6:05 p.m.
Present: Rebecca Gleason, Bill Cochran, John Vandelinder, Tony LeBaron, Candace Mastel, Jason
Delmue, Dillon Warn, Carson Taylor
MSU Community Health Class: (Ally Butler, Haley, Lacey, Shanna, and X)
Potential New Board Member: Don Funke
A.Meeting Called To Order
B.Approve March Meeting Minutes: Dillon will send these out for board review and will approve
next month
C.Public Comment:
●John said that on Fallon Street bike lanes will happen when chip seal and striping is done;
parking on one side of street (Cottonwood to Ferguson)
D.Bike 4 Alzheimer’s Summer Tour (Carson Taylor)
●June 3, 2016? Dates not secure yet
●Group needs places to stay for riders (14 riders)
●Bill suggested that we could ask GVBC to put out on their newsletter
●Bill suggested that Tony coordinate presence at the tour stop here with Bike Kitchen to
help out with the needs of the riders
E.Bike Kitchen Community Classes
●Of interest is safety course on defensive riding (one hour); first class was Monday night
and it went well
●Maybe opportunity to work with Bike Ambassador Subcommittee
●First Monday of every month there is a class focused on safety
●Carson wants to investigate class for older riders, but he keeps forgetting to discuss it with
anyone
●Tony said one or two weekend road courses might be in the works
●Dillon asked about other Monday classes: How to ride your bike to work?; Basic bike
maintenance; Bike touring; Practical cycling; on Facebook and website
●bozemanbikekitchen.org
●Dillon asked how board can support kitchen: bike advocacy; conference topics (Rebecca?);
etc.
●Bill asked Tony to send him schedule...will post in GVBC newsletter
F.Transportation Plan Updates
●Last working group meeting was cancelled
●Bill said the next meeting is tomorrow; Bill is attending
●Feels like Kagy Boulevard conversation is going to come up
●Rebecca asked if L.O.S. is a policy at city level that intersections need to meet certain
level? Taylor said that yes. John wasn't sure.
●Bill thinks certain decisions need to be made towards if we want to keep building our way
out of traffic issues; what is acceptable delay?
●Taylor asked where L.O.S. have come up the most...is "D" ok?
●Candace asked if City’s Transportation Master Plan was going to be infused with TDM
practices or policies? Rebecca said that WTI would bring funding and a position into the
process
●Bill said that the city plan may infuse TDM into the plan...perhaps more than MSU
●Jason asked what TDM is and give examples -City is still in analysis phase; Rebecca said
that perhaps through TDM position there is an opportunity
●Jason asked if there was a TDM coordinator position, that is great, but aside from person,
what concepts would be worked out...it seems like Transportation Plan is logical place for
this
●John said that high density housing demands good connections to prevent congestion
●Carson said that it would be helpful to know what MSU's growth intentions are
●Carson said that coordination needs to happen
●How does TDM fit into presentation to Commission (April 18th)
G.Bike Ambassadors Subcommittee
●Need subcommittee to meet outside normal BABAB meeting
●Dillon said that as a bike board we need to be educating about bikes...educate people
informally...at downtown, music on main, sweet pea, parade, farmer's market;
collaborate/ride with police officers on bikes
●Candace suggested a bike check at the farmer's market...like Bobcat Bike Check
●Start with members of the board...maybe recruit volunteers afterwards...will start with
emailing
H.Subcommittee: Bike Rules Signage
●Dillon moved to move this agenda item to next month; Tony Seconded
I.City Commission Presentation Run-Through and Feedback
●Presentation scheduled for April 18th at 6 p.m.; John needs presentation to submit on
Friday by 5 p.m.
●Rebecca and Dillon will present
●Carson said that it is too long as practiced...spend more time on the wants vs. the
accomplishments: intro, what done, what needs to be done (don't focus on what hasn't
been done by city in regards to the 2012 requests)
●Carson said that BABAB's focus on Kagy Boulevard should be short and sweet
●Carson said focus on how to make Bozeman more bicycle friendly city, not how to GET to
Gold vs. Silver with LAB
●Carson suggested getting "asks" down to about three or four things
●Jason said that he thinks we need simplify the multi-modal/TDM position and say that we
just need to have full-time city position to coordinate whatever efforts lead to a bicycle
friendly community
J.Old Business
●Rebecca asked about 23rd and Main Intersection
●Candace asked about Huffine connector trail out to Ferguson and Cottonwood on south
side to service new annexed and non-annexed properties/developments...Carson said
no...and this would be difficult b/c of county properties in between
●Jason Karp is going to be on board in the near future
K.New Business
●Rebecca encourages folks to come to Kagy Public meeting; Rebecca put together a
document on why arterial streets are important.
●Bike Walk MT - Candace is going to help out...maybe involve Linda DuPriest
