The Commission of the City of Bozeman met in regular session in the Commission Room, City
Hall Building, Wednesday, 15 March 1967, at 1:00 o'clock p.m. Present were Mayor Sedivy, Comm-
issioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg and the
I Clerk.
Mayor Sedivy opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular session held, Wednesday, 8 March 1967, were read and it was moved by
Commissioner Langohr, seconded by Mayor Sedivy, that the minutes be approved as corrected and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr
and Mayor Sedivy; those voting No, none.
Absence of Coumlissioner Morrow:

In concurrence with the recommendation of the City Manager, it was moved by Mayor Sedivy,
seconded by Commissioner Langohr, that the absence of Commissioner Morrow beauthorized in com-
pliance with Section 2.08-060 of the Bozeman Municipal Code. The motion was carried by the follow-
ing Aye and No vote: those voting Aye being Commissioner Langohr and Mayor Sedivy; those voting No,
none.

Mayor Sedivy will be out of the City conducting a tour of the Montana State University Band
20-22 March 1967. In concurrence with the recommendation of the City Manager, it was moved by Comm-
issioner Langohr, seconded by Mayor Sedivy, that the absence from the 22 March 1967 meeting of
I Mayor Sedivy be excused and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Langohr and Mayor Sedivy; those voting No, none.

It was announced that the American Water Works Association and the Water Pollution Control
Association Convention is scheduled to be held in Billings, 16-18 March 1967, and in concurrence
with the recommendation of the City Manager, it was moved by Mayor Sedivy, seconded by Commissioner
Langohr, that the City Engineer, the Water Superintendent and the Sewage Disposal Plant Operator be
au thorizec1 to attend the convention and, it being i.n the public interest, their expenses be charged
to the appropriate City funds and the motion was carried . . .

A letter from Rodney B. Spoor, Chairman of Jaycees' Easter Egg Hunt requesting permission to
stage the Annual Jaycee Easter Egg Hunt in Lindley Park on Saturday afternoon, 25 March 1967, was
presen ted. It was moved by Commissioner Langohr, seconded by Mayor Sedivy, that the request be
granted and the motion was carried by the following Aye and No vote: those voting Aye being Comm-
issioner Langohr and Mayor Sedivy; those voting, no, None.

A letter received from Mr. H. D. Kors lund, Secretary of the Independent Insurance Agents of
Bozeman requesting permission to place "Lock Your Car" stit.:kers on Parking Meters to help curb the
stealing of cars was presented. In concurrence with the recommendation of the City Manager, it was
moved by Mayor Sedivy, seconded by Commissioner Langohr, that regardless of the obvious merits of
the sticker, the request be denied based upon the long standing policy of the Commission to deny
placing of advertising material on any of the posts or post facilities along the City Streets 2nd

Mr. Conrad Yerger's plat of the "Ponderosa Mobile Home Subdivision" 7.3 Acres located west of
Bozeman on Highway No. 191 outside of the City Limits was presented. The City Manager in concurr- I
ence with the City County Planning Board, recommended that the plat be approved. It was moved by
Commissioner Langohr, seconded by Mayor Sedivy, that the plat be approved and the City Manager be
authorized and directed to sign the plat as Director of Public Service and the motion was carried
by the Fa llowing Aye and No vo te : those voting Aye being Commissioner Langohr, and Mayor Sedivy;
those voting No, none.

In accordance with the recommendation of the Civil Service Board, the City Manager announced
the promotion of Sergeant Dorman to Lieutenant, Patrolman Johnson and Patrolman McDowell to Serg-
eants in the Police Department of the City of Bozeman effective as of Wednesday, 8 March 1967. It
was moved by Mayor Sedivy, seconded by Commissioner Langohr, that the Commission concur in the
promotions as set forth and the motion was carried by the following Aye and No vote: those voting
Aye being Mayor Sedivy and Commissioner Langohr; those voting No, none.

The City Manager presented a petition signed by 138 property owners on South Sixth Avenue,
South Fifth Avenue, South Fourth Avenue, South Third Avenue and ~uth Grand Avenue from West C1eve- I
land Street to West Lincoln Street requesting that the City create a Special Improvement Lighting
District in this area.

It was moved by Mayor SediVY, seconded by Commissioner Langohr, that the Montana Power Company
be again contacted in regard to the cost factor of underground conductor systems, requesting that
they furnish the City with additional information in regard to the unit cost established by the

Montana Power Company for this proposed district and also for comparison and estimation of what
this unit cost would be for an underground system, also a rate for underground power service conn-
ections and the motion was carried by the following Aye and No vote: those voting Aye being Comm-

City Building Inspector Donald Barrick reported on his attendance at the 8th Annual Meeting
of the Building Officials held in Pocatel1o, Idaho, 6-10 February 1967. His report consisted of
a complete resume of the program and the value received therefrom, particularly in regard to
I discussion of building code changes. It was moved by Mayor Sedivy, seconded by Commissioner Langohr,
that Mr. Barrick be highly commended for the completeness of his report and the way in which it was
presented and that it be accepted and approved and the motion was carried by the following Aye and
No vote: those voting Aye being Mayor Sedivy and Commissioner Langohr; those voting No, none.
