Reviewed Nov. minutes. Kathy submitted some corrections to finish a sentence. Joe
moved to accept. Eli seconded. Motion passed unanimously. 4:35 Officer Bachich, BPD Helped County with robbery in Four Corners. Suspect in custody.
Dec. 17-18 will begin mobilization period to implement an enhanced traffic enforcement period on Huffine out to Four Corners. Impaired drivers, seatbelt violations, speeding. Try to start holiday season off well. Can extend through following week and might ex-tend to other roads and streets.
Saturday BPD will do Shop with a Cop (Sherriff’s Dept., Highway Patrol, Belgrade,
Manhattan all participate) Snow clearing has been going well. No major accidents within City limits so far, but a big jump in minor accidents with the snow.
4:40 Sarah Krumm, Heather Jackson, Amanda Cater (Welcoming Bozeman) Group focused on helping to maintain a welcoming atmosphere in Bozeman. Doing Coffee Conversations – groups of around 8 people that discuss cultural and socie-tal issues.
Group is gathering information about refugees and the impact they might have on the community. Exploring people’s ideas about resettlement. Will start Refugee Community events in January where attendees can provide input about demographic changes, ways to support long term integration efforts.
Goal is information gathering. If a neighborhood Council would be interested, can con-tact the group to participate in a Refugee Community session. Currently haven’t resettled any refugees in Bozeman.
Question about whether discussion has included LGBTQ groups in the conversations.

5:45 Action Items Forming a short-term rental working group to write a neighborhood impact statement. Dick Canfield discussed Accessory Dwelling Units and how a group that might review this impact might overlap with a group that would study short-term rental issues.
Jennifer and Kathy had also discussed and came to a similar agreement. Question about where short-term rentals are allowed without Conditional Use Permits – R1, R2, RS, HMU require CUP, other zoning classifications do not. The City is consider-
ing a permitting process that will include at least a fire inspection, etc. This permitting
process would cover all zoning classifications. Short term rental task force hoping to get a recommendation from INC regarding the is-sue. INC might provide thoughts on other UDC issues as well. Task force will release a
web survey at http://bozeman.net/str. Survey will be open through January. Planning
three meetings in January. Meetings will be the same format in each session. Task force has been doing a comparison study of other cities to see how they are handling this issue.
Permitting process that is being considered would be lower cost than a CUP. Initial fee less than half the cost, would include inspections. Renewals would be much lower cost. Kathy will lead the working group. Eli, Jack, and Jennifer will also participate. Lisa
Prugh and Maddy may be able to participate as well. Group will get more familiar with
issue, do more research on how other cities are handling. Goal is to have some work done
prior to January meetings (Jan 12, 18, 24). Get input in January, submit to City Commis-sion in Feb. Hopefully this can be incorporated into the Unified Development Code. Commission wants a code update to be adopted in March. (ADUs would have timeline priority because it would be included in UDC. Short-term rental will be considered by
Commission later.) Lisa will submit some perspectives from people that have short term
rentals. Discussion about a change to the public comment period during the meeting. Jennifer in-dicated that we plan to restrict the ability of people to ask questions to the INC represent-
atives, to try to manage the agenda and the time taken.
Jessica’s FYIs: holiday party tonight. Press release will go out soon about Flanders Creek NA recognition.
Techniques to get more users on NextDoor. Jessica can help with formatting postcards or flyers. Jessica will be out of the office from Dec. 20 to Jan. 4.
Reminder to sign up for Energy Smackdown. Kathy can provide some checklists and pointers for using the site. Heather Higginbotham will be sending out some additional in-formation soon.
Requests for INC and NA contact information increasing. Jessica discussed with City At-
torney what contact information can / must be shared. Doesn’t need to be universal for all members. Some contact information must be shared. Can put the information on the City web site. Will discuss in January.
Two high school students are doing a forum on growth – at the Element Dec. 15 from
5:00 – 6:30. Realtor, Dr. Woolard, other speakers. Jessica is looking for someone from this group that is in favor of slower growth to participate. Lisa Kirk is interested, but not able to attend.
Future meetings will be in large community room starting Jan. 12.
Evette Allison has replaced Kirk Johnson as MarLin INC rep. Jessica and Jennifer will try to have an “orientation session” for newer representatives.
5:25 Action Item – State of Neighborhoods Address Jan. 23 Commission meeting at 6:00. Annual update to let City Commission know what is important to neighborhood associa-tions, remind them that we are available as a conduit for the City to interact with resi-
dents. Submit list of items of concern, ranked by importance.
Submit any ideas on formatting or ways to present information to Jessica and Jennifer. Could have a conversation in January about whether there are ways to improve our influ-
ence with the City Commission. Jessica suggested that we wait until March, then invite
City Attorney, Greg Sullivan, to discuss the ramifications of changes to the way the committee is organized. Reviewing list of priorities. Kathy suggested that we request that the Commission contin-
ue to emphasize the importance of neighborhoods as they assemble their strategic plan.
Rental properties – stay on the list. Include short term rentals and ADUs. - maintain funding for Good Neighbor Committee. - Thank city for funding Community Resource Officer and Code Compliance Officer,
as for continued support
Suggestion to add a new issue for growth, density
Add something at the end to acknowledge things that have gone well, accomplishments.
Maybe move the Community Resource Officer / Code Compliance Officer and other items to this section. Jessica will mail out a worksheet for people to complete, so we can get everything sub-
mitted in advance of the meeting in January. Jessica and Jennifer will assemble and redis-
tribute so we can review before meeting. Good Neighbor Committee active.
Jan. meeting will have a GVLT presentation. BPNA is working to get City to set up a parking district. BPNA will have second annual meeting to address additional issues.
Kate and Randy have been going through different planning documents and related code and trying to assemble references to neighborhood concerns. Suggested to submit that to Jessica so she can distribute it.
Dick Canfield mentioned that he would like to share that info with the BPAG group.
