The Commission of the City of Bozema met in regular session in the Commission Room, City Hall
Building, Wednesday, 11 May 1966, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner
Langohr, Ci ty Manager Cut ting, City At torney Berg and the Clerk.
Commissioner Langohr opened the meeting with a prayer and the following proceedings were had:
Minutes of the last regular session held Wednesday, 4 May 1966, were read and it was moved by
Commissioner MOrrow, seconded by Commissioner Langohr, that the minutes be approved as read, and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow,
Commissioner Langohr and Mayor Sedivy; those voting No, none.
Pet tion for Vacating Porti.on of Lincoln Street: Hillson Avenue East.
A petition signed by William A. Hunt, 1430 S. Willson and Cassius F. Whitehill, 1504 South Willson
Avenue, to vacate 160 feet of Lincoln Street lying east of South Willson Avenue for the purpose of
installing thirty feet of concrete sidewalk across this street area when the sidewalk is installed in
front of the Hunt property, was presented. Mr. William A. Hunt also appeared before the Commission to
further discuss vacation of that portion of Lincoln Street.
After discussing the proposed petition, the City Manager informed the Commission that as a result
of staff examination of the petition, he recommended that the request for vacation be denied, but that
a "use" permit by proper agreement be considered so that the property owners could install 30 feet of
sidewalk at their expense. Action on the above request was deferred for study.
Clean-up Week: J .C. R.equcst - 22-28 May 1966';1
A written request from the local Jaycees that Mayor Sedivy proclaim the week of 22-28 May 1966, as
the City's annual "Clean-up Week" for 1966 was presented. Mayor Sedivy announced he had accordingly
issued a proclamation designating the week of May 22-28, 1966, as "Clean-up, Paint-up, Fix-up" Week,
and, calling upon all departments of this City, its commercial organizations, civic clubs, schools,
churches, boys' and girls' clubs and all other associations and our people in general to take an active
part in this constructive program of community improvement to insure its success. It was moved by
Commissioner Langohr, seconded by Commissioner Morrow, that Mayor Sedivy's proclamation be approved
and endorsed, and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No., none.
Q.E~m Bids for Copper Pipe:
This was the time and place set for opening bids for Copper Pipe for use by the Water Department.
The affidavit of publication of the Noticero Bidders was presented. It was moved by Commissioner Morrow,
seconded by Commissioner Langohr, that the bids be opened and read, and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor
Sedivy; those voting No, none.

After tabulation of the bids and in line with the comments of the City Engineer, and the Water
Superintendent, the City Manager concurred with the recommendation of the City Attorney, that the
bid of the Waterworks Equipment Company was uncertain, vague, conditional and not acceptable as a
bid. It was therefore moved by Commissioner Langohr, seconded by Commissioner Morrow, that purchase
of the copper pipe be awarded to The Grinnell Company of the Pacific on the basis of its bidding the
total amount of $5,865.92, as indicated above and the motion was carried by the following Aye and
No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those
voting No, none.

This was the time and place set in Commission Resolution No. 1262 to hear protests to the
creation of the Kirk Park Development Special Improvement District No. 470. Affidavit of Publi-
cation of Notice and the Clerk's mailing certificate stating that all property owners had been
notified as required by law were presented. The City Manager informed the Commission that as of
5:00 o'clock p.m., 6 May 1966, there were no protests on file and no one appeared to verbally pro-
test the creation or extent of the district and recommended that the City Attorney be instructed to
prepare a resolution creating the district:

Election of City Band Director: Dwayne K. Ihly:
A letter received from Ralph C. Challender, Secretary-Treasurer of the Bozeman Municipal Band
Board reporting that the City Municipal Band Board had elected Dwayne K. Ihly as Band Director for
the 1966 season was presented. The Municipal Band Board also asked for approval of three appearances
of the band in uniform before the start of the regular series of concerts provided by City funds.
It ,vas moved by Conunissioner Langohr, seconded by Commissioner Morrow, that the City Connnission
approve the election of Dwayne K. Ihly as Band Director of the Bozeman City Band for the 1966 season
as well as the three appearances of the band sponsored by the Music Performance Trust Fund of the
Recording industries before the start of the regular series of concerts, and the motion was carried

by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow
and Mayor Sedivy; those voting No, none.
Leave of Absence for onl year beginning 1 September 1966: Ree. Diector A. Glen White:
It was reported that Glen A. White Recreation Director has been awarded an experienced teacher
fellowship in Health and Education at the University of Oregon beginning September 1966 and extending
for approximately one year. A letter from Mr. White requesting a leave of absence from his employ-
ment as Recreation Director with the City of Bozeman for a one-year period beginning September I,
1966 was presented.
The City Manager commended Mr. White for attaining this educational opportunity and distinction
and reported he had approved the requested leave of absence, with~out pay, and recormnended favorable
consideration by the Commission as a matter of record. He further stated that a suitable replace-
ment to fill the position of Recreation Director in Mr. Hhite's absence had been found and both
actions had the prior approval of the Superintendent of Schools. In concurrence with the recommend-
ation of the City Manager, it was moved by Conwissioner Morrow, seconded by Commissioner Langohr,
that leave of absence for Mr. White for one year without pay for the purpose stated be approved,
and the motion was carried by the following aye and no vote: those voting Aye being Commissioner
Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
Civil Defense Heeting a!: West YellmJstone - 20 Hay 1966:
Invitations to the City Officials, extended by the Office of the Director of Civil Defense,
to attend the "Civil Defense Conference for Emergency Preparedness" at the Stage Coach Inn at West
Yellowstone on 20 May 1966 were noted. It was moved by Commissioner Langohl;", seconded by Corrunissinner
Morrow, that Mayor Sedivy, the City Commission, the City Manager and the Fire Chief be authorized
to attend the conference, and the meeting being in the public interest, their expenses be paid fro m
the general fund, and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.

There being no further business to come before the Conunission at this time, it was moved by
Commissioner Morrow, seconded by Corrunissioner Langohr, that the meeting be adjourned, and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Comm-
issioner Langohr and Mayor Sedivy; those voting No, none.
