The Commission of the City of Bozeman met in regular session in the Commission
,Room, City Hall Building, Wednesday, 19 January 1966, at 1:00 o'clock p.m. present
were Mayor Sedivy, Commissioner Morrow, Commissioner Langohr, City Manager Cutting,
Ass't City Manager Fryslie, Acting City Attorney O'Connell and the Clerk.
Mayor Sedivy opened the meeting with a prayer and the following proceedings
were had:
Minutes of the last regular session held Wednesday, 12 January 1966, were read
and it was moved by Commissioner Morrow, seconded by Commissloner Lane;ohr, that the
minutes be approved as read and the motion was carried by the following Aye and No
vote: those voting Aye being COmmissioner Morrow, Commissioner Langohr, and Mayor
Sedivy; those voting No, none.
Openi.n,r~ Bids - 3/4 Ton Piclrup Truck-Water Dept. (Trade-Ir;).
This was the time and place set for opening bids on a 3/4 ton pickup truck for
use by the Water Department. The affidavit of publication of the "Call for Bids"
was presen ted. It was moved by Commie sloneI' Langohr, seconded by Commis si (mer Morrow,
that the bids be opened and read, and the motion was carried by the following Aye and
No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor
Sedivy; those voting No, none.

Opening Bids: Tractor-backhoe-front end loader - Wa ter departmen t (No- trade.)
This was the time and place set for opening bids on a tractor-backhoe-front
end loader for use by the water department. The Affidavit of publication of the
"Call for Bids" was presented. It was moved by Commissioner Morrow, seconded by

Montana Physicians Service Group Insurance:
A letter recei ved from the Montana Physicians Service was read and discussed
regardIng the matter of City participation in the cost of the City'S group hospi-
talization plan. A request that the City participate to the full extent permitted
by State law for each employee carrying Montana Physicians Service had been made
by the lnsurance group. It was moved by CommissL)ner Langohr, seconded by Comm-
issioner Morrow, that the City request permission to remain on the present payment
schedule until the end of the fiscal year and then consider the matter of City
participa tion as a part of t he new budget, and the motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Lang0hr, Commissioner Morrow
and Mayor Sedivy; those voting No, none.
Vacating Street and Alley:
Olive St., Babcock St., &. Alley between Wallace Avenue
and Ida Avenue.
The letter from the Empire Building Materials, Inc., requesting to vacate
streets and alleys in Blockl'lBf' of Rouses Second Addition and Block "e" of Rouses
First Addition was again presented to the Commission. The City lVlanager reported
that the location of the tract had been established and that the sale had beeD
authorized. 'l'he Vity Manager recommended the vacation of East Babcock Street only
from the east side of Wallace Avenue to the west side of Ida Avenue and that the
east-west alley in Block liB" of Rouses Second Addition also be vacated, those being
the only thoroughfares effect'_ng the proposed transaction.
In concurrence with the rec 'mmendation of The City Manager, it was moved by
Commissioner Morrow, seconded by Commissioner Langohr, that the above request be
granted and that the Vlty Attorney be instructed to prepare the necessary documents
permanently vacatlng East Babcock Street and the subject alley only from the east
side of Wallace Avenue to the west side of Ida Avenue, and the motion was carried
by the following Aye and No vote: thos voting Aye be:1ng Comrrd2sioner Morrow, Comm-
Issinner Lancrohr and Mayor Sedivy; those votln?; No, none.
Request for Paving: North 18th west rme-half block east !3nd 1,'Jest of 18th Avenue
on Be a 11 d tr e ct.
A request from Eugene Graf, Jr. to create a Special Improvement District for
the purpose of paving and installing curbs on North 18th Avenue from Beall Street
to the existing paving on North 18th Avenue and one-half block of Beall utreet east
and west of Eighteenth Avenue, was presented to the 0ity Commission. The 0ity
Manager rec,mmended that it being in the public interest, the City Attorney be in-

structed to prepare a resolution of intention to create the requested District, Mr.
. Graf belng the sole owner of the property involved. It was moved by Commissioner
Langohr, seconded by Commissi.oner Morrow, tha t the foregoing ac tion as recommended
by the City Manager be aprroved, and the motion was carried by the following Aye and
No vote: those voting Aye be:tng Connnissioner langohr, Connnissioner Morrow and Mayor
Sedivy; those votJng No, none.
Authority to Invest Funds: Permanent Care Cemetery $10,000.00 Treasury Bmds.
The .lJirector of Finance reported there are cemetery permanent care funds in
the amount of $10,000.00 available for :Jl>einvestment and reCluested authorization to
invest tl',e funds in U.S. Treasury Bonds. In concurrence with the recommendation of
The City Manager, it was moved by Commissioner Morrow, seconded by Commissioner
Langohr, that authorization for the investment, as requested, be granted and the
motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those Voting No, none.
Authority to attend Helena M0eting - State Planning Board Assoc. -H. D. Korslund, Pr~s.
It was reported a meeting of the State Flanning Board Association is scheduled
for Helena on .F'riday, ?8 January lD66. The Ci ty Manager recommended too t Harold
Korslund, President of the Bozeman City-County Planning Board be authorized to attend
this meeting, and it being in the public interest, the expenses be paid from the
planning fund. It was moved by Commissioner Langohr, seconded by Commissioner Morrow,
that the authorization to attend the meeting on Friday be so approved, and the motion
was carried by the following Aye and No vote: those vot:i.ng Aye being Commissioner
Langohr, Commiss ioner Morrow and Mayor Sedivy; those vo ti ng No, none.

PetItion for 35 ~{PH speed limi t on Sou th 19th Avenue:
A petltJ.on signed by 104 .~)ro.certy owners, requesting tha t the Ci ty of Bozeman
ch<:<nge the presently established 25 mile per hour speed limit to 35 miles per hour
on South Nineteenth Avenue south of Main Street, was presented. The Co'~mission
directed that the petition be acknowledged and that consideration wOlJld be given
the petitioners after further study of the petltion.
f'et.Ition for stop signs on South 10th Avenue at Koch and Story Streets:
A petition addressed to the City COD"mission requesting that stop signs be
placed on South 10th Avenue at the :lnteresection of Koch Street and Story Street
was pre s8nted. The Commi ss ion direc ted tha t the pe ti tion be acknowledged and tha t

consideration of the matter be given after a more detailed study.
Report o.n Civil D~fe]1se meeting at AnacDnda - Fire Chief Huber:
Fire Chief Hnber reported on his attendance at the area civil defense meeting
conducted at Anaconda, 18 January 1966. He reported that the meeting was very
informative. He was particularly complimentary as to the m.B.rmer in which the
