Present were Mayor Sedivy, Commissioner Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manap:3r Fryslie, City <"ttorney Berg and the Clerk. Commis sioner Morrow opened the meeting wi th a pra yer and the following pro- ceedings were had: Minu tes of the last regular session held Wednesday, 19 January 1966, were read and It was moved by ComT/1issioner Morrow, seconded by Commissioner Langohr, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Commis s ir)Der Morrow, Commis sinner Lango hr and Mayor Sedivy; those voting No, none. Request for Fund Drive: Gallatin County Association for the retarded: Rodney J. Hoxsey, 1117 S. Grand, representing the Gallatin County Association for the Retarded Children and Herbert Dietsche of Sigma Nu, Hedges Hall were present to request the date of February 26th to March 4th to carryon a Fund drive for the retarded on Main Street. They explained that they would like to put on a publicity campaign along with a display for a week preceeding February 26th, 1966. It was moved by Commissioner LangohI', seconded by Commissioner Morrow, that a written reQuest be submitted for the consideratinn of the City Commission. and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Iangohr, Commiss' oner Morrow and Mayor Sedivy; those voting No, none. Open Bids: M0tor Grader - Street Department: This was the time and place set for opening bids on a Motor Grader for use by the street department. The Aff:tdavi t of publica tion of the "Call for Bids" was presented. Consideration of Bids for Water Department - 3/4 Ton Pickup: The Commission was referred to the opening of bids for the 3/4 ton pickup on 19 January 1966. The bids having been analyzed, The Gity tanager concurred with the Ci ty Engineer, recommending tha t the purchase be awarded to Rolfe & Wood of Bozeman, M'mtana, on the basis of their bid in the amount of $3,336.40 less the trade-in of $1,145.40 or a net total amount of $2,191.0q. it being the lowest bid and equaling or exceeding the spe cifica tions as conta ined in the "Ca 11 for Bid s." In concurrence wi th the recommenda tion of The 01 ty .I.'I.l.anager, it was moved by I Commissioner Morrow, seconded by Corrmissioner Langohr, that the purcmse of the 3/4 ton pickup be awarded to Rolfe and Wood of Bozeman, Mon tana, a s recommended and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commtssloner Langohr and Mayor Sedivy; those vot"ng NO, none. Consideration of Bids for Water Department - Tractor-Backhoe, Front end Loader: The Co~~ission was referred to the opening of bids for the tractor-backhoe- front end-loader on 19 January 1966. The bids having been analyzed and completed, The Ci ty ;.I"anager in concurrence wi th the Ci ty Engineer recommended tha t the purchase be awarded Gal,Latin Equipment Company, Bozeman, Montana, on t he basis of their base bid of $6,788.54 J)lus option No. 1 of $350.00 or a ne t tota I amount of $7,138.54, I it being the lowest bid and e'"lJaling or exceeding the specifications as contained in the "Call for Bids". In concurrence with the recocrrrencJation of The City Manager, it was moved by Commissinner Langohr, seconded by Commissioner Morrow, that the awarded purchase of the tractor-backhoe-front end-loader be /. to Gallatin Equipment Company, as recommended. The motion was carried by the following Aye and No vote: those voting Aye being Commj"ss:1.oner Langohe, Commissioner Morrow and Mayor Sedivy; those voting No, none. Petition for Stop Signs on South 10th Ave at Koch and at Story Street: A group of ,i.nterested property owners appeared before the Commission to request that stop signs be placed on South lOth Avenue at the intersection of Koch Street and a t Story Street. Following discussion of the proposed request, it was moved by Commissioner Morrow, seconded by COTmlssioner Langohr, too t the above request be tabled for further stlJdy, and the motion was carried by the following Aye and No Vote: those voting Aye beIng Commiss'_oner Morrow, Commissioner Langohr and Mayor Sedivy; those voting Fo, none. Chamber of Commerce - Roa:Js and Streets: 1 Mr. Vernon Koelzer, pres lden t and Mr. Guy Sperry, Manager of the Boz Elman Chamber of Commerce, (md~~r. Dart Bailey of the United States Chamber of Con-merce appeared before the Ooyr;mission to diSC1JSS the vhambers recommendatlon of a four-way stop at the corner of West College ~treet and Nineteenth Avenue, the widening of West Main 1 I 1 Street west of 15th Avenue ann other street and h:ighway ma tters. The Commission assllred the grryup that the Commission will give full consiCJeration to their reouests in working out the problems with the State Highway Commission. License Bond Continuation Certificate: New Budd Plbg. & Htg. - Gas Pitter: In Compliance with Chapter sixteen of the Bozoman Municipal Code, the gas fitter bond of New Budd Plumbing and Heating, Bozeman, M(mtana, was presented for approval. The Ci ty Manager reported that the Building InsJ:_ector reco"mended that the bond be approved. Authority to Invest Miscellaneous Funds - $260,000.00: The Director of Finance reported there are SDS funds in the am01Jn t of $26, aou. 00, Parking Meter (Lot Sale) funds in the amount of ~r.;34,O(jO,ao, Miscellaneous funds in the amount of $125,000.00 and City HalJ- Bldg. funds in the amount of $75,000.00 avail- able for re-investment and requested authorization to invest the funds in U.S. Treasur y Bonds and Certifi ca tes of Deposi t. In concurrence wi th the re commenda ti on of The City Manager, it was moved by Commissioner Langohr, secnnded by Commissioner Morrow, that the authorization for the Investment, as requested, beqranted and the motion was carried by the following Aye and No vote: those voting Aye being Comm- Issioner Langohr, Commi.ssioner Morrow and Mayor Sedivy; those voting no, none. Chan~e Order - Ground water Control: Municipal Bldg.: The Architects, as instructed, prepared a change-order to incorporate an adcHtlon to become a part of the contract for the Municipal Buil,-Ung Facility now under construction. The .::)pecial Change-order No. M-2, providing for control of tLe ground water at the new Municipal Building, to become a part of the mechanical contract, was presented as follows: Change-order No. M-2: Furnish and install a five (5) HP turbine pump complete, includin~ control panel, wiring, and instulation for the Sum of &p5,344.00. The Ci ty Manager reported he had examined the Change-order and found it to conform to the item and cost discussed and recommended that it be approved as pre- pared.
