The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 9 February 1966, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner
Morrow, Commissioner Langohr, City Manager Cutting, Ass~t City Manager Fryslie, City Attorney Berg
and the Clerk.
Mayor Sedivy opened the meeting with a prayer and the following proceedings were had:
Minutes of the last regular session held Wednesday, 2 February 1966, were read and it was
moved by Commissioner Langohr, seconded by Commissioner Morrow, that the minutes be approved as
read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.
Traffic Controls: South 19th Ave. Main Street to Lincoln Road:
Proposed traffic controls on South 19th Avenue (Hyalite Road) from Main Street to Lincoln Road
and on West College Street were brought before the Commission for further consideration. The City
Manager concurred with the recommendation of the Montana State Highway Department that a four-way
stop sign be placed at the intersections of South 19th Avenue (Hyalite Road) and West College Street,
and informed the Commission that regulation highway signs for that purpose will be installed by the
end of the week. The MOntana State Highway's recommendation of a 35 mile per hour speed limit to
be established on South 19th Avenue from West Main Street to Lincoln Road was also concurred in by
The City Manager. It was moved by Commissioner MOrrow, seconded by Commissioner Langohr, that the
above recommendations of the Montana Highway Department be approved, and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and
Mayor Sedivy; those voting No, none.
Request for Loading Zone on Black Avenue - First National Bank:
A letter from Mr R. E. Bodin, Assistant Vice President of the First National Bank, requesting
that the first stall north of the alley on the East side of South Black Avenue be set aside as a
loading zone was presented to the Commission.
In discussing the loading zone, The City Manager concurred with the recommendation of the Chief
of Police, that the request for a loading zone be established at the first stall north of the Alley
on the east side of South Black Avenue and as suggested by the Commission for a period of sixty
re-
days on a trial basis and in the event the zone proved unsatisfactory, it be/established as a
parking stall. It was also suggested by the Commission, that the First National Bank consider the
opening of their parking lot South of the bank to the general public for parking, after banking
hours when the attendant has withdrawn, since the parking conditions are so critical.
The Commission concurred with the City Manager and the Chief of Police, and it was moved by
Commissioner Langohr, seconded by Commissioner Morrow, that the above request be approved on a sixty-
day trial basis, and that the First National Bank consider opening its parking lot south of the Bank
to the general public for parking after banking hours when the attendant is withdrawn, and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Comm-
issioner Morrow and Mayor Sedivy; those voting No, none.
Examination of Depository Bonds:
In Compliance with the provisions of Section 16-2618, R.C.M., 1947, the City Commission proceeded
to examine the receipts for the Depository Bonds and Securities held by the Director of Finance as
security for City funds deposited in Bozeman banks. It was moved by Commissioner Morrow, seconded by

Commissioner Langohr, that the securities be approved and a list thereof be set forth in full in
the minutes of this meeting, and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.

provisions of Section 16-2618 R.C.M., 1947, have this day examined the receipts of the Federal
Reserve Bank of Minneapolis, and the National Bank of Commerce, Seattle, Washington, for the
Depository Bonds held by the Director of Finance as security for the deposit of City of Bozeman
funds held by the several banks of Bozeman and find them to be as above stated, are hereby
apcepted and approved.

Traffic Controls:
A letter received from Arthur F. Shaw of 1209 West Koch, regarding traffic regulations on
Koch Street and other streets in the southwestern part of the City was presented to the Commission
for consideration. They City Manager explained that both he and the Chief of Police feel there is
merit to considering Koch Street as an Arterial, but believes this proposal would need more public
support. He also explained that Mr. Shaw's request for the installation of directional arrows on
the arterial from 10th Avenue to 11th Avenue was accepted and such signs will be secured and installed.
It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the letter be ack-
now1edged and Mr. Shaw advised that consideration and continuous study would be given to his suggestion,
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Langohr, Commissioner MOrrow and Mayor Sedivy; those voting No, none.

"POppy DAY SALE" Request: American Legion Auxiliary:
A letter received from Mrs. Natalie Campbell, Secretary of The American Legion Auxiliary,
Bozeman, Montana, requesting permission to hold their annual Poppy Day Sale on Friday, 20 May 1966,
was presented to the Commission. It was moved by Commissioner Morrow, seconded by Commissioner
Langohr, that the above request be granted and the motion was carried by the following Aye and No
Vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those
voting No, none.
Purchase of Office Furniture and Drapes:
A list of sundry needs for additional furniture and equipment along with firm quotations
or estimates for the new building facility was presented for the consideration of the Commission.
Following a discussion of these needs, it was moved by Commissioner Langohr, seconded by Comm-
issioner Morrow, that the following items for which firm quotations have been received be pur-
chased immediately and that when firm prices are obtained, other items as mentioned above, be
presented for Commission consideration and approval prior to purchase, and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
MOrrow and Mayor Sedivy; tbose voting No, none.
1) 20 straight chairs similiar to Comm-Court Chairs for Police Fire Dept.
2) Waiting furniture for front lobby
3) Waiting furniture for Engineering lobby
4) Drapes for the west windows of the Administration Building

The City Manager commented on the claims and found them to be true and lawful claims against
the City of Bozeman ahd recommended that they be approved and the Director of Finance be directed
to issue warrants in payment. After examination of the claims in detail and checking against the
claim register, it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the
claims be approved and the motion was carried by the following Aye and No vote: those voting Aye
Being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.

Ad journment:
There being no further business to come before the City Commission of the City of Bozeman at
this time, it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the meeting
adjourn, and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those
