HomeMy WebLinkAbout1966-02-23 31.4 Bozeman, Mo l"t tana 23 February 1966 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 23 February 1966, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner Langohr, Commissioner Morrow, City Manager Cutting, Asslt City Manager Fryslie, City Attorney Berg and the Clerk. Commissioner Langohr opened the meeting with a prayer and the following proceedings were had: Minutes of the last regular session held Wednesday, 16 February 1966, were read and it was moved by Commissioner Morrow, seconded by Commissioner Langohr, t~at the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Housing Veterans Records (American Legion): The City Manager reported Judge Lloyd M. Johnson has a very complete and unique set of records of nearly all service men in Gallatin County, and that since he is retiring and closing his office he asked that the City take custody of housing these files in the new City Municipal Building. In con- currence with the recommendation of The City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the City take custody of housing the files of Veteran.~ records and that Judge Johnson be commended for the outstanding accomplishment and personal effort in assembling these records and thereby performing a service to the Veterans and their families of this area that will be invaluable for many years. The motion was carr~ed by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Request for Curb "Snorkel" Device - Gallatin Trust & Savings Bank: The February 23rd request of Mr. James Updike, Vice President of the Gallatin Trust & Savings Bank, to install a "Snorkel" curb-service device to provide a drive-in service was tabled for further study of the Commission. The City Manager again recommended denial of this request since it would create a serious traffic hazard as well as a traffic and parking problem on the south side of West Main Street in front of The Gallatin Trust & Savings Bank as well as on South Tracy AVenue. There was also a question as to whether the installation would be permissable under the Agreement the City entered into with the State Highway Department for re-construction of Main Street. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that in concurrence with the recommendation of The City Manager, the request of February 23, 1966, be denied and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Bayor Sedivy; those voting No being none. Airport Board: FAA - Recons true t ion Taxi S trip Gran t: Mr. Howard Nelson, Secretary of the Gallatin Airport Board and Mr. Edwin Iverson, Manager of the Gallatin Field, representing the Airport Board, appeared before the Commission to further discuss the rebuilding of the taxi-strip which runs from the Northwest runway. Mr. Nelson reminded the Commission that the estimated cost of the proposed project would be approximately $29,600.00 and that funds in the amount of $15,694.00 from the Federal Aviation Agency and $4,000.00 the Airport Board has on hand, would leave a balance to be loaned by the Montana Aeronautics, interest free, payable $1,000.00 per year, in the amount of $10,000.00. The Application for the Federal grant has been approved and an agreement accepting the grant was presented. The City Manager recommended that, in the public interest, 1 I 1 1 I 1 :11.5 the Agreement be approved, and it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the Agreement be approved and the Mayor and the City Attorney be authorized to sign the Agreement for the City, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Request for Sanitary Sewer Connection: M. Eldridge - 1114 W.Babcock: Mr. M. L. Eldridge of 1114 West Babcock again appeared before the City Commission in regard to a request for City Water and sewer connections for a mobile home court at that address. The City Manager again recommended the request be denied for any use other than permitted in Zone "A" re- sidential, as established by the City's Zoning Ordinance. In concurrence with the recommendation of The City Manager, it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the above request be denied and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. On Street Parking: Anne Romer letter: A letter from Miss Anne Romer addressed to the City Commission, regarding "on street" parking was presented. Following a discussion, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the letter be referred to the City Manager for appropriate reply and the motion was carried by the following Aye and No vote: those voting Aye being CCommissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Request to install Cross-Street Banners: J.C. Convention, 25-27 February: A letter received from Gene Morgan, Spring Board Chairman of the Bozeman Jaycees, requesting permission to put signs above the street on East Main Street, and North Seventh Avenue for the State Jaycee Meeting, February 25-27, 1966, was presented. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the request be granted contingent upon the sign installation conforming to the City's requirements and in particular with a sixteen foot roadway clearance, and that the signs be removed by 1 March 1966, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No; none. Authority to re-invest funds: $200,000 - 30 day Certificates of Deposit: The Director of Finance reported that there are City Hall Building funds in the amount of $125,000.00 available for re-investment and requested authorization to invest the funds available in Certificates of Deposit for a period of thirty days. In concurrence with the recommendation of The City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that authorization for the re-investment, as requested, be granted, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. Appointment of Cashier & Water Collector: Raymond R. Bassett: The City Manager announced his appointment of Raymond R. Bassett to the position of Cashier-Water Collector effective March 1, 1966, to fill the vacancy created by the resignation of Franklyn S. Uhl. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the Commission concur in the appointment of Raymond R. Bassett as Water Collector and Cashier to begin his duties on 1 March 1966, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. :1=t6 Design contest for Offici.al City of Bozeman Flag: The City Manager presented a draft of suggested rules for the conducting of a City Flag Design contest to originate a new flag gor ~he City of Bozeman. Following discussion of the contest and a modification of the suggested rules, it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that a contest to produce a design for the official flag for the City of Bozeman be approved in accordance with the rules and regulations as set forth hereafter, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none. CITY FLAG DESIGN CONTEST A contest to produce a design for the official flag for the City of Bozeman was announced by the Bozeman City Commission at their regular meeting Wednesday, February 23rd. Entries are to be submitted to the office of the City Manager not later than 5:00 P.M., April 8, 1966, and will be considered by a board of judges to be appointed by Mayor Edmund P. Sedivy and the City Commission. Rules of the contest are: 1) Competition will be open to all residents of the City of Bozeman, Montana State University and Gallatin County, regardless of age. 2) Entries shall be submitted on a sheet of heavy white paper sixteen inches by twenty-four inches. 3) Entries will be judged on the basis of the design considered most representative of the City of Bozeman. 4) All entries become the property of the City of Bozeman without reservation. Results of the contest and consideration of the adoption of the winning entry as the official flag of the City of Bozeman will be announced April (~) 15, 1966. Lobby Stand - New Administration Building: It was reported that a design for a stand for the Lobby of the New Municipal Building pro- posed for purchase had been presented. The Commission concurred in the recommendation of The City Manager, and it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the purchase of the proposed stand be approved, and the motion was carried by the following Aye and No vote: Those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none. (~) Design contest for Official City of Bozeman Flag: K.B.M.N. prize - $100.00 (Cont'd.) The Commission was also informed by the City Manager that the KBMN Radio Station has offered an award to the winner of the contest a prize of $100.00. The Commission announced approval of prizes offered by any other interested party.
