HomeMy WebLinkAbout1966-03-02 Bozeman, Montana 2 March 1966 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 2 March 1966, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner Morrow, City Manager Cutting, Asslt. City Manager Fryslie, Acting City Attorney O'Connell and the 1 Clerk. Mayor Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the last regular session held Wednesday, 23 February 1966, were read and it was moved by Commissioner Morrow, seconded by Mayor Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow and Mayor Sedivy; those voting No, none. Absence of Commissioner Langohr: In concurrence with the recommendation of The City Manager, it was moved by Mayor Sedivy, seconded by Commissioner Morrow, that the absence of Commissioner Langohr be authorized in compliance with Section 2.08-060 of the Bozeman Municipal Code. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow and Mayor Sedivy; those voting No, none. Request for Pavement on South 4th Avenue Garfield - Arthur: The October 20th, 1965, letter of the Sigma Beta Chapter of Chi Omega, requesting paving on the one block of South Fourth Avenue adjacent to the Chi Omega Sorority House was again brought before the Commission. Af.dr discussing the proposed request, The City Manager recommended that the paving of this area not be considered for the year 1966 due to the fact that the Mountain States I Telephone Company is planning an underground telephone cable installation this year and also due to the possibility of construction of a sanitary sewer trunk line in the street. It was moved by Comm- issioner Morrow,. seconded by Mayor Sedivy, that the request be tabled as recommended by The City Manager with special attention to be given to maintenance of the street until final determination is made, and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Morrow and Mayor Sedivy; those voting No, none. Resolution No. 1252 - Intention to Create Paving District No. 463 - Thompson's 3rd Addition: Commission Resolution No. 1252 COMMISSION RESOLUTION NO. 1252 .1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN DECLARING IT TO BE THE INTENTION OF THE CITY OF BOZEMAN, MONTANA, TO CREATE A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DIS- TRICT~O. 463 FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING AN ASPHAL');IC CONCRETE PAVEMENT, CONCRETE INTREGAL CURB AND GUTTERS, NECESSARY EXCAVATION AND FILL, GRAVEL BACKFILL, NECESSARY STREET MONU- MENTS AND OTHER APPURTENANT WORK THERETO, ALSO THE CONSTRUCTION AND INSTALLATION OF STORM DRAINAGE PIPE, INCLUDING NECESSARY TRENCH EXCAVATING AND BACKFILL, INLETS, MANHOLES AND OTHER NECESSARY APPURTE- NANT STRUCTURES, ON SOUTH TRACY AVENUE, ABUTTING ON LOTS 2 OF BLOCK 3, HILL STREET FROM SOUTH THIRD AVENUE EASTERLY TO HIGHLAND COURT, AND ON HIGHLAND COURT ABUTTING ON LOT 2, OF BLOCK 5, LOT 8 OF BLOCK 2, ALL IN THOMPSON's ADDITION NUMBER 3 TO THE CITY OF BOZEMAN, MONTANA. In concurrence with the recommendation of The City Manager, it was moved by Commissioner Morrow, seconded by Mayor Sedivy, that the resolution be passed and ado~ d and that 23 March 1966, be the date set for public hearing, and the motion was carried by the following Aye and No vote: those voting no, None. Moving Ci.ty Offices to New Building: Architect Oswald Berg was present to report on the present status of the New Municipal Building Facility. He explained that on February 22nd a final "punch" (inspection) list was made for things to be completed in the Administration Building by the Contractors. He assured the Comm- ission a letter would be submitted from the Architects by Wednesday, March 9, 1966, stating that the Administration Building was "substantially completed" and ready for occupancy as contemplated by the contract. It was moved by Commissioner Morrow, seconded by Mayor. Sedivy. that the City accept the report of the Architects and moving the Administrative offices, the City Engineering Depart- ment on Friday, 11 March 1966, be authorized contingent upon receipt of a favorable report fDom the Architects on March 9, 1966, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow and Mayor Sedivy; those voting No, none. Deed to E-iz 16th Avenue: Beall to Ours ton Road: A deed to the City from the Kirkwood Baptist Church for a strip of land 30 feet wide along the westerly side of Block 4. Kirk's Second Subdivision for the purpose of providing the east one-half of North 16th Avenue in this area for street purposes was presented. The City Manager recommended that the City accept the deed and it was moved by Mayor Sedivy. seconded by Commissioner Morrow, that the City accept the deed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sedivy and Commissioner Morrow; those voting No. none. Candidates for Police Academy: Major Case School 3-8 April: Officers Johnson & Smile~: It was reported that the "Major Case School" conducted by the Montana Law !nforcement Academy is scheduled to be held 3-8 April 1966 at the Montana State University. Chief of Police Vernon Saunders has requested authorization to submit the applications of Police Officer's Earl Smiley and Robert Johnson to attend the ''Major Case School." The City Manager recommended the submission of applications of the aforementioned members of the Police Department be approved and submitted and if accep~q it being in the public interest. the expenses of the students be charged against the general fund. It was moved by Commissioner Morrow, seconded by Mayor Sedivy, that the recommendation of City Manager be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow and Mayor Sedivy; those voting No; none. 1 I 1 Authorization of Signatures: Banking Purposes: The City Manager recommended that a new authority and signature sheet, for signing City of Bozeman checks for transfer or withdrawal of City funds to be filed with the local banks, containing the signatures of Assisstant Cashier Helen M. Wansink, Cashier and Water Collector &aymond R. Bassett, 1 and Clerk of the City Commission Erna V. Harding, when countersigned by either City Manager Dutting or Director of Finance L. G. Shadoan be approved. It was moved by Mayor Sedivy, seconded by Comm- issioner Morrow, that the authority to sign City of Bozeman checks be approved as recommended and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sedivy, and Commissioner Morrow; those voting No, none. Authority to Invest Funds: a) Police Reserve $3,000.00> b) Park Funds $500.00: The Director of Finance reported there are Police Reserve funds in the amount of $3>000.00 and Park funds in the amount of $500.00 available for reinvestment and requested authorization to invest the funds available in U. S. Treasury bonds. In concurrence with the recommendation of The City Manager, it was moved by Commissioner Morrow, seconded by Mayor Sedivy, that authorization for the investment, as requested, be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow and Mayor Sedivy; those voting No, none. Reports for February; The following reports were presented: Librarian Police Chief Water Collec tor The City Manager commented on the reports and recommended their approval. It was moved by I Mayor Sedivy, seconded by Commissioner Morrow, that the reports be approved and ordered filed amd the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sedivy and Commissioner Morrow; those voting No, none. Claims for February: Claim No's 4178 thru 4406 inclusive were presented on the various funds as follows: General Street Water S.O.S. Susp. 800.00 Police Res. 774.55 P.E.R.S. 860.67 S.I.D. .20 Miscl. 16,317.10 Tota; $69,870.08 The City Manager commented on the claims and found them to be true and lawful claims against the City of Bozeman and recommended that they be approved and the Director of Finance be directed to issue warrants in payment. After examination of the claims in detail and checking against the claim register, it was moved by Commissioner Morrow, seconded by Mayor Sedivy, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being 1 Commissioner Morrow and Mayor Sedivy; those voting No, none. Ad jOllrnment: There being no further business to come before the Commission at this time, it was moved by Mayor Sedivy, seconded by Commissioner Morrow, that the meeting adjourn, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sedivy, and Commissioner Morrow; those voting No, none.
