Bozeman, Montana
March 16, 1966
The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 16 March 1966, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner
Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg
and the Clerk.
Reverend Robert Moulkey opened the meeting with invocation, Mayor Sedivy spoke briefly and with
a great deal of pride about the new municipal facilities which could not have become a reality wibh-
out the combined efforts of the administration and our citizens. Because "during their terms of
office they worked diligently to help this community secure its new municipal facilities", Ex-mayor's
Arnold Swanson and Fred Staudaher were invited to set at the Commission Bench with Mayor Sedivy,
Commissioner Morrow and Commissioner Langohr. Ex-mayor's Howard Erwin, Gilbert (Bud) Lowe and C. W.
Sorenson; Ex-commissioner's Dean Chaffin and John Fabrick were also present.
Mayor Sedivy introduced Mr. & Mrs. James C. Ray and again expressed the appreciation and grati-
tude of the Commission and the community for their civic generosity in contributing a substantial
portion of the site of the new city facilities. Mayor Sedivy also recognized in the audience Don
Dick, T. W. Wetzel and Lewis M. Armold of the Bozeman Lion's Club; Guy Sperry, Vernon L. Koelzer and
Louis Spain of the Bozeman Chamber of Commerce; Mrs. R. Harry Morrow, Mrs. Edith Whitney of Craig,
Nebraskaartd Mrs. Edmund P. Sedivy.
Presentation of National Flag: Gallatin Post No. 14 American Legion:
Mr. Robert Donahoo, Commander, along with American Legion color guards - Ed Burch, Robert Bryson,
Les Riggs, and Val Dietz of Gallatin Post No. 14, American Legion, appeared before the Commission to
present, to the City, the American Flag to be flown from one of the flag poles in front of the new
municipal building. Also present for the occasion were Dr. Paul Campbell, Eldon H. Dahl and William
A. Lindsay of Helena, Montana, National Executive Committeeman for the American Legion.
Presentation of Montana State Flag: Gallatin Shrine Club:
Frank A. Wyatt, President of the Gallatin Shrine Club, appeared before the Commission to present
to the City, the Montana State Flag as a gift from that organization to be flown from one of the poles
in front of the new building and announced the club would maintain the flag.
Presentation of framed cop>, - "Declaration of Independence" USAF:
Lt. Col. Frank Raggio of the Aerospace Center of Montana State University presented a framed
facsimile of the Declaration of Independence to the citizens of Bozeman as a gift from the United
States Air Force.
Bozeman Housekeepers Club - Presentation of Funds for Street Lighting:
Mrs. P. L. Nielson, President of the Bozeman Housekeepers Club and Mrs. Thomas Morgan, Chairman
of the Better Street Lighting Committee of that organization appeared before the Commission for the
sixth consecutive year to present the City with a check in the amount of $100.00 to provide for
"Better Street Lighting in Bozeman", with the request that these funds provide for the installation
of another mercury vapor floodlight type light in Bogart's Grove Park near the bandstand or wherever
the Mayor feels it would be of the most benefit. Mayor Edmund P. Sedivy expressed the.City's apprec-
iation for engaging in such a worthwhile community project.
Presentation of Gift - Montana State University - Joe May:
Joe May, Director of Public Service and John Travis, Director of the Endowment and Research
foundation of the Montana State University appeared before the Commission to present, on behalf of

President Leon Johnson, a large ceramic ash tray for use in the Commission Room, as a mark of the
University's appreciation of the good relations between the University and the City.
Recess:
Following each presentation of the above mentioned organizations, the Mayor most graciously ack-
nowledged their gifts and recessed the meeting for the purpose of raising the National and MOntana
State Flag on the poles in front of the new municipal facilities.
Meeting Reconvened:
The meeting was reconvened and the minutes of the last regular session held Wednesday, 9 March
1966, were read and it was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the
minutes be approved as rea~ and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.
Authority to Attend Municipal League Meeting - HeLena, 18 March 1966 - Conunissioncrs & Manager:
It was reported the Montana Municipal League has scheduled a meeting of its Executive and
Legislative Committees to be held, 18 March 1966, in Helena, Montana, and the City Manager requested
that the City Commission and the City Manager be authorized to attend the meeting. It was moved by
Commissioner Morrow, seconded by Commissioner Langohr, that authorization for the officials cited to
attend the meeting be granted and, it being in the public interest, the expenses incurred be paid
from the General fund, and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
Mountain States Telephone Underground Cable project:
It was reported the Mountain States Telephone Company had requested permission to proceed with
the construction of its proposed project of installing underground cable to provide additional service
for Montana State University dormitories and future expansion of the City. The nine underground cables
buried six feet deep, will carry the wires tip Fourth Avenue, Olive Street to Garfield Street, with a
line going to South Sixth Avenue on Garfield Street and another going west on College Street to Eleventh
Avenue. The Commission concurred with the recommendation of The City Manager, and it was moved by
Commissioner Langohr, seconded by Commissioner Morrow, that the telephone company be authorized to
proceed with the construction of this project, and the motion was carried by the following Aye and
No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those
Voting No, none.
Vote of thanks:
The City Manager took this occasion to thank Commissioner Langohr for providing the rostrum
bouquet which lent so much to the atmosphere. He also expressed his profound appreciation to the
City employees of all departments for their outstanding efforts and assistance in moving the City
offices and departments into the new premises. A vote of thanks was also extended to Mayor Sedivy
for a very fine ceremony and for the cake which he furnished.
Adjournment:
There being no further business to come before the Commission at this time, it was moved by
Commissioner Morrow, seconded by Commissioner Langohr, that the meeting adjourn, and the motion was
Langohr and Mayor Sedivy; those voting No, none.
