The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 30 March 1966, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner
Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Frys1ie, City Attorney Berg
and the Clerk.
~ayor Sedivy opened the meeting with a prayer and the following proceedings were had:
Minutes of the last regular session held 23 March 1966, were read and it was moved by Commissioner
Morrow, seconded by Commissioner Langohr, that the minutes be approved, and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Langohr,
those voting No, none.
Authority to purchase sewer rod: Approximate cost $850.00:
The Sanitary Sewer Department has reported a need to replenish the City's stock of sewer rod
in the approximate amount of $850.00 to carry out the City's annual program of cleaning sewer mains.
In concurrence with the recommendation of The City Manager, it was moved by Commissioner Langohr,
seconded by Commissioner Morrow, that the purchase of the sewer rod in the amount of $850.00 be approved,
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.
Authority to attend State Planning Board Association Legislative Committee Meeting: Helena, Montana,
1 April 1966 - President H. D. Korslund and Secretary Harold A. Fryslic:
It was reported a meeting of the Legislative Committee of the City-County Planning Board Association
is scheduled for Helena on Friday, 1 April 1966. The City Manager recommended that Harold Korslund,
President and Harold F. Fryslie, Secretary of the Bozeman City-County Planning Board be authorized
to attend this meeting and, it being in the public interest, the expenses be paid from the planning
fund. It was moved by Commissioner Langohr, seconded by Commissioner Morrow, that the authorization
to attend the meeting on Friday be so approved, and the motion was carried by the following Aye and No
vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting
No, none.
Application for Advance Planning Funds: Sanitary Sewer System & Disposal Plant HHFA:
The City Manager presented a proposed application prepared as authorized by the Commission, to
be submitted to the Housing and Home Financing Administration for advanced planning funds in the amount of
$20,000.00 to conduct a sanitary sewer study to determine the needs of Bozeman and its environs. Mr.
Thomas of Thomas, Dean and Hoskins, consultant engineers, explained that the study will provide the
City with necessary preliminary engineering and cost estimate data upon which to base plans for con-
struction of additional facilities for sewage collection and disposal. He stated that a criti~a1 need
exists for obtaining this information to permit immediate construction of such fac~lities in con-
junction with contemplated sanitary sewer improvements, as well as enlargement and improvement of
the disposal plant. The City Manager recommended the submission of this application be approved, in-
cluding the approval of the supporting documents, also including Commission Resolution No. 1258. The
proposed study would include the entire City of Bozeman, and the surrounding suburben areas. It was
moved by Commissioner Langohr, seconded by Commissioner Morrow, that sub~ission of the application for
advanced planning funds be approved and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting No, none.

In compliance with requirements of this application the following resolution was presented,
entitled:

A RESOLU~ION AUTHORIZING FILING OF APPLICATION WITH THE
UNITED STATES OF AMERICAN FOR AN ADVNACE 1'0 RROVIDE FOR
THE PLANNING OF PUBLIC WORKS UNDER THE TERMS OF PUBLIC ,
LAW 560, 83RD CONGRESS OF THE UNITED STATES, AS AMENDED.
Upon the recommendation of The City Manager, it was moved by Commissioner Morrow, seconded
by Commissioner Langohr, that Resolution No. 1258 be passed and adopted, and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow
and Mayor Sedivy; those voting No., none.
"The Red '-Cabooseu Mobile Food Vend ing Uni t: Mr. Stanley Burgard.
Mr. Stanley Burgard of 417 South Black Avenue appeared before the Commission to request per-
mission to operate a Mobile Food Specialty Trailer at a designated business location in Bozeman.
After thoroughly discussin the request, The City Manager recommended denying the request to
operate a Mobile Food Specialty Trailer on the basis of the City's Zoning Ordinance and building
codes prohibiting the use of mobile units for such a purpose. It was moved by Commissioner Langohr,
seconded by Commissioner Morrow, that the above request be denied on this basis, and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, commissioner
Morr~and Mayor Sedivy; those voting No, none.
Authority to hold "White Cane" fund drive for blind - Lioness' Club, Saturday 7 May 1966:
A letter addressed to the City Commission from Mrs. Gerald L. Salisbury, Chairman of the Lady
Lions requesting permission to conduct a "White Cane" fund drive in the business district on Saturday,
7 May 1966, was presented. It was reported that the proceeds from this sale will go to the School
for the Blind.
In concurrence with the recommendation of The City Manager, it was moved by Commissioner
Morrow, seconded by Commissioner Langohr, that permission to conduct the sale as requested be
granted, and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
Petition for paving on North 15th Avenue:
A petition to create a Special Improvement District for the construction of a water main and
asphaltic-concrete paving on North Fifteenth Avenue between Main Street (Highway 191) and Durston
Road, signed by Morris Jaffe, Margaret M. Rumans, A. J. Gordon, and also Joseph H. Baer and Bernard
Fairchild as trustees of the Kirkwood Baptist Church, was presented to the Commission. The City
Manager explained the specific need for this improvement and recommended that the City Attorney be
directed to prepare a resolution of intention to create the district to also include the one-half
block of Beall Street west of Fifteenth Avenue. It was moved by Commissioner Langohr, seconded by
Commissioner Morrow, that the foregoing action as recommended by The City Manager be approved and
initiated. The motion was carried by the following Aye and No vote: those voting Aye being Commiss-
ioner Langohr, Commmssioner Morrow and Mayor Sedivy; those voting No. none.
Chamber of Cormnerce assisting in dedication of New Municipal Building - Roy Peden and Garvin Wiman;
Roy Peden and Garvin Wiman. members of the Chamber of Commerce Civic Affairs Committee appeared
before the Commission on behalf of the Bozeman Chamber of Commerce to offer the full support of the
Chamber for the proposed program dedicating the New Municipal Building. Mayor Sedivy extended a
cordial welcome to the two gentlemen and thanked them for offering the assistance of the Chamber of
Conunerce.

Authority to attend 1966 Fire Command School: Yakima, Washington, 11-14 April 1966, Fire Chief
Huber and Ass't Fire Chief Hoey:
It was reported a Fire Department Officer Command School is scheduled to be conducted at
Yakima, Washington, April 11-14, 1966, and in concurrence with the recommendation of the City
Manager and the Fire Chief, it was moved by Commissioner Morrow, seconded by Commissioner Langohr,
that Fire Chief Jack Huber and Ass"t Fire Chief Herbert Hoey, Jr., be authorized to attend the
school and, it being in the public interest, their expenses be paid from the general fund. The
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow,
Commissioner Langohr and Mayor Sedivy; those voting No, none.
Report on Fire Cheif's Meeting - Fire Chief Jack Huber:
Fire Chief Jack Huber reported on his attendance and that of Ass't Chief Herbert Hoey, Jr.,
at the Fire Chief's Meeting held in Great Falls, 26-27 March 1966. His report consisted of a complete
resume of the meeting and the value derived therefrom. It was moved by Commissioner Langohr, seconded
by Commissioner Morrow, that Chief Huber be commended for his comprehensive report, and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Morrow and Mayor Sedivy; those voting No, none.

Governors Proclamation of Arbor Day"" April 29, 1966:
Mayor Sedivy opened a discussion of possible observance of Arbor Day that would be most appro-
priate, and following the discussion, The City Commission instructed the City Manager to contact the
Gallatin Empire Garden Club and any other interested organizations in an effort to obtain suggestions
for fully observing Arbor Day, and it was moved by Commissioner Langohr, seconded by Commissioner
Morrow, that Mayor Sedivy be supported in the proclamation of 29 April 1966 as Arbor Day in Bozeman
and in keeping with the proclamation of Governor Tim Babcock. The motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy;
those voting No, none.
Name Plate for Commissioners - Appreciation:
It was moved by Mayor Sedivy, seconded by Commissioner Langohr, that Commissioner Morrow be
commended for his consideration and generosity in furnishing desk name plates for use by the Commission
during the meeting, and the motion was carried by the following Aye and No vote: those voting Aye
Being Mayor Sedivy and Commissioner Langohr; those voting No, none.
