The Commission of the City of Bozeman met in regular session inthe Commission Room, City Hall
Building, Wednesday, 20 April 1966, at 1:00 o'clock p.m. Present were Mayor Sedivy, Commissioner
Morrow, Commissioner Langohr, City Manager Cutting, Ass't City Manager Fryslie, Acting City Attorney
O'Connell and the Clerk.
Commissioner Langohor opened the meeting with a prayer and the following proceedings were had:
Minutes of the last regular session held 13 April 1966, were read and it was moved by Commissioner
Morro~, seconded by Commissioner Langohr, that the minutes be approved as read, and the motion was
carried by the following Aye and No vote: those voting aye being Commissioner Morrow, Commissioner
Langohr and Mayor Sedivy; those voting No , none.
Protests on Eldridge Trailer Court between South 15th and 19th Avenues on Babcock Street:
Mrs. Lark Carter, Mrs. Earl Peace, Mr. C. A. Dogeterum, Mr. D. A. Corcoran, Mr. Mike Steiner
and Mr. O. O. Thomas appeared to discuss with the Commission the possibilities of taking some action
to prevent the construction of the proposed trailer court on the Eldridge property adjacent to Siuth
13th Avenue and to support any action taken by the City Commission to annex the property in the area
between 15th Avenue and 19th Avenue and from Koch Street to Babcock Street.
After thoroughly discussing the proposed trailer court and upon advise of the acting City Attorney
there would not appear to be any action the city could take at this time to prevent the construction of
the trailer court.
Area from Babcock to Curtiss Street - South 11th and 15th Avenues, to be annexed into the City:
A petition was submitted requesting that the City initiate action to annex the property between
11th and 15th avenues and Main Street and the north line of the West Park Addition, and the Northwest
quarter of the Southwest quarter of Section 12, Township 2 South, Range 5 East m.p.m. lying between 15th
and 19th Avenues and midway between West Koch Street and West Story Street. After a thorough discussion
of the property to be annexed into the City and in concurrence with the recommendation of The City
Manager, it was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the City initiate
the action to direct the City Attorjney to prepare a resolution based on information fromthe City Engineer
annexing the property between 11th and 15th Avenues and Main Street and the north line of the West Park
Addition, and the Northwest quarter of the Southwest quarter of Section 12, Township 2 South, Range 5
East MPM lying between 15th and 19th Avenues and midway between West Koch Street and West Story Street,
and the motion was carried by the following Aye and No vote: those voting aye being Commissioner Morrow,
Commissioner Langohr and Mayor Sedivy; those voting No, none.
Authority to purchase 14" Cast Iron Gate Valve: Water Department - Approximate $675.00.
It was reported that the water department has need for a 14" Cast Iron Water valve in the approximate
amount of $675.00. The Commission concurred in the recommendation of the City Manager, and it was moved
by Commissioner Langohr, seconded by Commissioner Morrow, that the purchase be authorized, and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Morrow and Mayor Sedivy; those voting No, none.
Authority to Call for Bids: Copper Tubing - 4800' - 3/4" and flOO' - 1" Water Department.
Approximate cost = $4,000.00. Bid Opening 11 May 1966.
The City Manager reported that the Water Department has need for an additional supply of Copper
Tubing for water services and requested authority to call for bids for 4800' 3/4" and 600' 1" Copper
Tubing in the approximate amount of $4,000.00. He further reported that due to the presently fluctuating

copper market, a serious question has arisen in regard to both price and supply. It was moved by
Commissioner Morrow, seconded by Commissioner Langohr, that the request for the purchase of Copper
Tubing be authorized and that the Clerk of the City Commission be directed to issue a call for bids
for the Copper Tubing in the approximate amount of $4,000.00, the bids to be opened on the 11th day
of May 1966, and the motion was carried by the following Aye and No Vote: those voting Aye being
Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
Authority to Re-Invest Funds: $150,000.00"
It was reported that the Director of Finance had requested authority to invest funds in the
following amounts in Certificates of Deposit:
$100,000.00 - Miscellaneous funds for thirty days.
50,000.00 - Building Funds for thirty days.
It being in the public interest, The City Manager concurred with the request of the Director
of Finance and recommended the authority to reinvest the above funds. It was moved by Commissioner
Langohr, seconded by Commissioner Morrow, that the reinvestment as requested be authorized and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Langohr,
Commissioner Morrow and Mayor Sedivy; those voting No, none.
Authority to Attend Basic School, Montana la\>! enforcement academy. MSU 8 ~ 20 May -
Officers George Tate and Harold Veltkamp:
It was reported that the "Basic School" conducted by the Montana Law i!Inforcement Academy is sche-
duled to be held May 8th thru the 20th, 1966, at the Montana State University. The Chief of Police
has requested authorization to submit the application of Officers George Tate and Harold Veltkamp to
attend the "Basic School". The City Manager recommended the submission of application of the afore-
mentioned members of the Police Department be approved and accepted and, it being in the public
interest, the expenses of the students be charged against the general fund. It was moved by Comm-
issioner Morrow, seconded by Commissioner Langohr, that submission of the application for the above officers
be authorized and their attendance at the Basic School, if accepted, be approved and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner
Langohr and Mayor Sedivy; those voting No, none.
Extension of Hearing on Resolution No. 1262 - SID No. LI.70 to May 11, 1966:
It was reported necessary to extend the hearing on Resolution No. 1262 - SID No. 470 to May
11th from May 4th doe to the fact that the first publication was not listed in the Bozeman Daily Chro-
icle on Monday, April 18th, 1966. Upon recommendation of the City Manager, it was moved by Commissioner
Langohr, seconded by Commissioner Morrow, that authority be granted to extend the public hearing date
on Resolution No. 1262, Special Improvement District No. 470 to 11 May 1966, and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner Morrow
and Mayor Sedivy; those voting No. none.
Authority to attend Heeting in Missoula 28-30 April: Glen Vlhite, Roc. Director- 28~29 April Recreation
F-lanning Conference, University of Hontana and Montana Recreation and Park Society, 30 April American
CaIilping Association.
It was reported that Glen White, Recreational Director, has requested authority to attend the following
recreational meetings in Missoula, 28-30 April 1966. The Recreation Planning Board Conference and the
Recreation and Park Society Conference 28-29 April and the American Camping Association meeting the
30th of April. The City Manager recommended the request be granted and, that it being in the public

interest, the necessary expenses of the travel be paid out of the appropriate funds. It was moved
by Commissioner Morrow, seconded by Commissioner Langohr, that the request to travel as recommended
be granted, and the motion was carried by the following Aye and No Vote: those voting Aye being
Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
Movers Bond. Wallace Diteman. Inc.,:
In accordance with the provisions of Ordinance No. 785, the Building Movers Bond issued by the
United States Fidelity and Guaranty Insurance Company as surety for a moving permit on Wallace Dite~an,
Inc., Bozeman, Montana, to the City of Bozeman in the amount of $2,000.00 was presented. It was reported
the Building Inspector had recommended that the bond be approved and it having been approved as to
form by the Acting City Attorney, it was moved by Commissioner Langohr, seconded by Commissioner Morrow
that the bond be accepted and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Langohr, Commissioner Morrow and Mayor Sedivy; those voting no, none.
Report on Yakima Fire Conunand School 11-14 April 1966: Ass't Chief Herhert Roey:
Ass't Chief Herbert Hoey, Jr., reported on his attendance at the Fireman's Command School con-
ducted at Yakima, Washington, during April 11 thru the 14th. Ass't Chief Hoey was complimentary
as to the manner in which the school was conducted and re~arked that there were some very excellent
speakers. He also reported that they are still trying to organize the command school to be held in
Montana. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that Ass't Chief
Herbert Hoey, Jr., be highly commended on the excellent manner in which this report was presented and
that it be accepted and approved and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.

The City Manager commented on the reports and recommended their approval. It was moved by
Commissioner Langohr, seconded by Commissioner Morrow, that the reports be approved and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Langohr, Commissioner
Morrow and Mayor Sedivy; those voting No, none.
Police Department - Authority to travel - Attorney General's Law Enforcement Conference, Helena, 28-29
April 1966.
It was reported the Annual Attorney General's Law Enforcement Conference is scheduled to be held in
Helena 28=29 April 1966. The City Manager recommended that police Chief Saunders be authorized to attend
the conference. It was moved by Commissioner Morrow, seconded by Commissioner Langohr, that the authority
to attend the meeting be granted to Chief of Police Saunders and that, it being in the public interest,
his expenses be paid from the General fund. The motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Morrow, Commissioner Langohr and Mayor Sedivy; those voting No, none.
