HomeMy WebLinkAbout1965-09-29 244 Bozeman, Montana September 29, 1965 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, 29 September 1965, at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, Ci ty Mana ger Cu t ting, As s' t Ci ty Mana ger Frys1ie, C1 ty A ttorney Berg and the Clerk. I Commissioner Sedivy opened the meeting with a prayer and the following pro- ceedings were had: Mlnutes of the last regular session held Wednesday, 22 September 1965, were read and it was moved by Mayor Morrow, seconded by Commissioner Sedivy, tha t the minutes be approved as read and the mo tion was carried by the followins Aye and No vote: those voting Aye being Mayor and Commissioner Sedivy; thos e vo tin g, No, none. Special Tax Levy for f ina 1 pa ssap;e - Resolution No. 1238 "Garbage" This was the time and place se t for hearing on levying assessment for the colle c tion and di sposal of garbage for the year 1965, in the amount of' $62,478.63. Affidavit of publication of Notice was presented. No one was present to protest and no written protests having been filed, Resolution No. 1238 as presented and provisionally passed at the me etlng of September 22, 196 5 , was presented for final passage. It was moved by Commissioner Sedivy, seconded by Mayor Morrow, tha t the resolution be finally passed and adopted and the motion was carried by the following Aye and No vote: those va ting Aye be :Lng Mayor Morrow and Commissioner Sedivy; those voting No, none. I Special Tax Ley for final passage - Resolution No. 1239 f'Strc'et Lighting" This was the time and place set for publiC tearing on levying assessn:ent for the various lighting districts for the year 1965, in the amount of $4,515.65. Affidavit of publication of Notice was presented. Special Tax Levy for final pa ssap;e - Resoh.l tion No. 1240 "Sprinklinp;/Cleaninp;" This was the time and place set for public hearing on levying assessment for street sprinkling and cleaninp: for the year 1965 in the amount of $7,820.43. No one was present to protest and no written protests having been filed, Resolution No. 124~ as presented and provisi ona lly passed at the meeting of September 22, 1965, was presented for fina 1 pa ssage. It was - I moved by Commissioner Sedivy, seconded by Mayor Morrow, tha t the reso lu tion be finally passed and adopted and the motion was carried by the following Aye and No vo te : those voting Aye being Mayor Morrow and Commissioner Sedi vyj those voting No, none. 245 Resolution No. 1236: Intention to Create S.l.D. No. 459 - "Street Lig;htinp; Hearinp;" This was the time and place set by Commission Resolution No. 1236 to hear l::ro- te s ts , if an y, to the creation of Special Improvement District No. 459. Affidavit of publication of Notice and the Clerks Mailing Certificate stating that all property I owners had been notified as required by law were presented. The City Manager informed the Commission that as of 5:00 o'clock p.m., September 21, 1965, no written protests were on file, ~nd only one property owner appeared to orally protest. In concurrence with the recommend- ation of the City Manager~ it was moved by Mayor Morrow, seconded by Commissioner Sedi vy, that Resolution No. 1241 creating Special Improvement District No. 459 be passed and adopted and the motion was carried by the following Aye and No vote: - those voting Aye, be:tng ~layor Morrow ann Commissioner Sedivy; those voting No, none. P1.f:,:llc Hearin&!; - Special Improvement District No. 1237 - "Street Light-Ing" This was the tiwe and place set by Commission Hesolution No. 1237 to hear protests, if any to the creation of Special Improvement District No. 460. Affi- davit of publication of Notice and the Clerk's Mailing Certificate stating that all "- property owners had been notified as required by law were presented. The City Manager informed the Commission that as of 5:00 o'clock p.m., September 21, 1965, the written protests to the creation of the district constituted a total of 1.68% of the property lnc1uded within the boundaries of the district and to comply with Section 11-2206, R.C.M., 1947. Fire prevention week: 3 to 9 October - Mayor's proclamation Mayor R. Harry Morrow issued a proclamation designating the week of October 3 - 9 as "F'ire preven tion Week." The Fire Chief reported a breakfast will be served at the Bozeman Fire Hall on Monday, October 4, 1965, from 7 to 10 o'clock a.m. to kiCk-off the annual fire prevention week activities and the public is invited. The City Fire Department has also scheduled its usual program for the entire week. I The Ci ty Manager reported tha tit wou ld be desirable to replenish the City's stock of copper pipe and requested au thori ty to purcm se 2200 linear feet of 3/4" Copper pipe in the approxima te amount of $990.00. In concurrence with the re- commendation of The City Manager, it was moved by Commissioner Sedivy, secon ded by Mayor Morrow, tha t the purchase of the copper pipe be ap proved and the mo tion was carried by the following aye and no vote: those voting Aye beIng Mayor Morrow and Corrnnissioner SediVY; those voting No, none. Authority to call for bids for furniture and shelving for New Municipal Building The Assistant City Manager, in accordance with planning and previous ins true ti ons reported that, working with the architects and dealers, a list of furniture and shelving considered necessary to eQuip the new Municipal Building Facili ty had been prepared to permit calling for bids. The Manager further explained the proposal and recommended the Clerk of the City Commiseion be instructed to "Call for Bids" for the furniture and shelving as listed, I;;.t the estirated cost of $17,000.00 with actual purchasing to be dependent on available funds after the bids are recei ved. E. Kettering, C & M Engineer of Humble Oil & Refining Company requesting permission to remove the existing sign and installing a two pole modular sign forty-eight feet high from the finished grade to the top of the Modula letters. After discusing the proposed request, The City Manager informed the I Commission that he recommended that the request be denied on the basis that Chapter 14.16.420 (b) of the oozeman Municipal Code provides that the height of such signs shall not exceed forty feet above finished grade at the ground line. A written request from Tom HOlmquist, Pre s lclen t of the Rosary Student Body, for permission to have a bonfire on the Rosary School grounds on Thursday evening at 7:00 o'clock P.M. and stage a parade from Buttonwood Avenue to Rosary High School on Friday, October 1, at 1:00 o'clock p.m. was presented. The parade route will start at Bogarts Grove, proceed north on South Church to Main Street and continlJe west to the Senior High School.
