HomeMy WebLinkAbout1965-10-27 258 Bozeman, Montana 27 October 1965 The Commission of The City of Bozeman met in regular s6ssicm in the Commission Room, City Hall Building, Wednesday, 27 October 1965, at 1:00 o'clock p.m. Pre- sent were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, Ci ty Manager Cutting, Ass't City Manager Fryslie, City Attorney Berg and the Clerk. I Commissioner Sedivy opened the meeting with a prayer and the following pro- ceedings were had: Minutes of the last regular session held Wednesday, 20 October 1965, were read and it was moved by Commissioner' Langohr, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and no vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none. Appointment of Franklyn S. Uhl - Cashier-water collector 1 November, 1965. Mr. Cuttinr:; announced his appointment of Franklin S. Uhl ~o the position of Cashier-Water Collector effective November 1, 1965, to fill the vacancy created by the resignation of John M. Evans. The City Manager reported to the Co~mission tha t Mr. Uhl, a resident of Bozeman for nineteen years, comes very highly recommended by acquaintances and also by associates of his previous employment. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the Commission concur in the appointment of !,'ranklin S.Uhl as water collector and cashier to begin his duties on November 1, 1965 and the moti0n was carried by the following Aye and No I vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr ; those voting No, none. Authority to Invest FunIs: $300.000.00 funds - Shor t term The City Manager informed the Commission that the Director of Finance had requested au thori ty to re-invest Building funds and Miscellaneous funds as follows: 1100,000 Building funds for 30 dsys in Certificstes of Deposit 100,000 Miscellaneous fund for approximately 60 days in Treasvry Bills 10U,000 Miscellaneous fund for approximately 90 days in Treasury Bills In concurrence with the recommendation of the Ci ty Mana gar, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, tha t the inve s tmen t as requested be approved and the motion was carried by the following Aye and No vote: Those voting Aye be'ng Mayor Morrow, Commissioner Sedivy and Commissi0ner Langohr, those voting No, none. Cnnsideration of Bids: Furniture and shelv nr-: The Commis si on was referred to its opening of bids on October 20th, 1965, for the shelving and furniture for the new Municipal Building. The City Manager re- ported tha t all bids had been turned over to the Architects and the Ass't City I. Manager for study and final recommenda tion. Mr. Fry-slie reported that all bidders were in good s tanding and tha t the y ha d fir s t considered the price and then the qua Ii ty and appearance and the bids subml t ted did not presen t an extravagent proposal. The City Manager expressed his pleasure of hsving mostly local bids and con- curred in the recommendation of the Architects and the Ass't City Manager in award- ing the purchases for the s hel ving an d furn i ture to the f trms And in t he a moun ts as follows: j 259 Charles Brunning Company, Helena, Mont. $ 704.80 Empire Office M~chines, Inc., Bozeman, Mont. 5,670.50 Gilskey's Office Supply & Stationary, Bozeman 4,241.05 Phillips Book & Office Supply Store, Bozeman 3,031.00 In concurrence with the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the award of the pur- I c he s e s a s in~icated above be approved, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Co missionsr Sedivy and Commiss ioner Langohr; those voting No, none. Harvey Griffen, Mr. Earl Skinner, Mr. Joseph Kanta, Sr. , Mr. Joe Pacovsky Mr. Glen Kraft, Mr. Ray Kraft and Mr. Lester J. Kurk, all re s iden ts of the Hya Ii te area appeared before the Commission to protest placing of stop signs on 19th Ave- nue ( Hya Ii te ) at College Street. The delegates were advised by Mayor Morrow, tha t the signs had been erected as a temporary measure in the in terest of the traffic safety pending a traffic count now in progress at that location and would be sub- ject to fUrther consideration after the study in progress is comp1eted. Report on Sta tus 0 f proposed new Zoning ordinance: As s' t Mgr. Fryslie Harold Fryslie, Ass't City Manager and Secretary of the Bozeman City-County , Plannin~ Board reported to the Commission the status of the proposed new zoning ordinance tha t has been developed by the Planning Board, including a preview of the proposed zoning map of the City and comments on other zoning proposals. I Report on IACP Convention: Chief Saunders The Chief of police, Vernon J. Saunders, reported on the Interna tional Assoc- iation Chief of Police Convention held in Miami Beach, Florida, October 2 thru 7 with 3500 registered delegates. His report consisted of a complete resume of the entire program, and the values which he derived from the can ven tion. He also spoke of the numerous workshops which he attended and the new program identified as "Roll Ca 11 'Ira in' ng Film" which would be a vaila ble in Januar y 1966 for police de- partments throught the Nation. He felt this program should be used in the Bozeman Police Department. Mayor Morrow extended the appreciation of the Commission on the completeness of the report. It was moved by ConmJ.issioner LangohI', seconded by , Commissioner Sedivy, that the Chief of Police be commended for the excellence of his report, and the motion was carried by the following Aye and No vote: those vding Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none. Request to hold bmfire & snake dance: Senior High School - Thursday 28 October 6 :30 p .1}l. I The written request from the Studen t Body of the Bozeman Senior High School for . permission to stage a Snake Dance on Main Street on Friday evening October 21, 1965, was pre s en ted. Chief of Police Saunders stated that to his knowledge the event would not create a traffic problem and he had been advised high school teachers were to act as supervisors, Ass't Fire Chief Hoey also reported the request cleared with the fire department. It was moved by Commissioner Sedivy, seconded by Commissioner Lan- t gohr , that permission to stage the event be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commlss ioner Sedivy .... and Commiss~oner Langohr; those voting No, none. 260 Reports: The Following reports were presented: Cemetery Po lice Chief The City Manager connnented on the reports and recommended the ir approva l. It was moved by Connnissioner Langohr, seccmded by Commis sioner Sedivy, tha t the I rerorts be approved and ordered filed and the motion was carried by the following Aye and No vote: thos vo ting Aye belng Mayor Morrow, Commissioner Sedivy and Comm- iss ioner Langohr; those voting No, none. Proclamation in regard to "Ve terans ' Day" - 11 November 1965: Mayor R. Harry Morrow issued a proclamation emphasizing Thursday, 11 November as "Veterans I Da yll . He urged all citizens to fur ther the cause of patraiotism and promo te the interests of this nation and respect for its flag along with honoring the veterans of the United Sta tes and of pra yer for those men who died in its ser- vic e . The City Manager strongly recommended the approval of the Mayors Proclama- tion and it was moved by Commissioner Sedivy, seconded by Commissioner tangohr, that Mayor Morrow's proclamation be endorsed as a National Holiday and the motion was carried by the followlnp; Aye and No vote: those votlng Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none.
