Commissioner Langohr, opened the meeting with a prayer and the following pro- ceedings were bad: Minutes of the last regular session held Wednesday, 27 October 1965, were read and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the minutes be approved as read and the motion was carried by the following Aye and No vo te : those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissimer Langohr; those voting No, none. License Bonds: Lyle Williams - Gas Fitter and Plumber. In compliance wi th Chapter 16 of the Bozeman Municipal Code, the gas fitter and plumbing bond of Lyle Williams, Bozeman, Montana, was presented for apI".roval. 'Ihe City Manager reported that the Building Inspector had recommended approval of the bond and The City Attorney had approved the bond as to form. It was moved by Commissioner Langohr, sec0nded by Commissioner Sedivy, tha t the above bond be approved and the motion was carried by the following Aye and No vote: those voting I Aye being Mayor Morrow, Commissioner Sedivy and Commiss ioner Langohr; those vo ting No, none. Authorization of signatures for banking purposes. The City Manager recommended tha t a new au thori ty for sign ing Ci ty of Bozeman checks for transfer or withdrawal of city funds be filed with the local banks author- izing the signatures of Assistant Cashier, Helen M. Wansink, Cashier and Water Collector - Franklin S. Uhl, and Clerk of the 'City CommiSSion, Erna V. Harding, when countersigned by either City Manager Cutting or Director of Finance L.,. G. Shadoan.. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the authority to sign City of Bozeman checks be authorized as recommended and the motion was carried by the following Aye and No vote: those va ting Aye bein g Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; thos e va ting No, none. Canvass of Vote of 2 November 1965 - General Election Under the provisions of Section 11-3217, R.C.M., 1947, and this being the first legal day after the Clerk of the Commission had received the returns of the Municipal General Election held Tuesday 2 November 1965, the clerk of the Commission I a ided by the C1 ty Commiss ion proceeded to can vass sa id re turns. Harry Morrow be declared ele cted to the office of the City CommisSion for a four year term beginning January 1, 1966, and certificate of election be issued to him. The motion was carried by the following Aye and No vote: those voting Aye being Mayor I Morrow, Corr.missioner Sedivy and Commissioner Langohr; those voting No, none. General Election-;- Clerk of the City Commission: The City Manager took this occasion to commend the Clerk of the City Commission for her splendid effort in handling this Municipal Election. It was moved by Comm- .. issioner Sedivy, seconded by Commissioner Langohr, that the Commission concur with the City Manager and the motion was carried by the followjng Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy a nd Commissioner Langohr; those voting No, none. Easement for drainage - Thompson's 4th Addition: An agreement to provide a right-of-way easement from Thomfson's Hereford Ranches, Inc. for the installa tion of storm drainage pipe lines and a na tura1 drain di tch over and across certain portions of Thompson's 4th Addition was presented. The City Manager recommended that the Ci ty en ter in to the agreement, and it was moved by Comm- issioner Langohr, seconded by Commissioner Sedivy, that the easement be approved as presented and the Mayor and Clerk of the Commission be authorized and directed to sign for the City and the motion was carried by the following Aye and No vote: thos e voting I Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none. Mayor's Proclamation "American Education Week 7-13 November." Mayor Morrow announced his proclamation of the week of November 7 to the 13 th as American Education Week in Bozeman urging all citizens to en ter fully in to its observance in order to demonstrate their appreciation of the work of our teachers, and to show their active support for every program designed to improve our schools and colleges, and to think of education not only in terms of its cost but also as the means to develop the greatest abilities of all our citizens. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that Mayor Morrow's proclamation of American Education Week be endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; thos e vo ti. ng No, none. Change Order No. 1 - S.I.D. No. 454 - Service line location equipment rental. The change order on S.I.D. No. 454 prepared by Harold Hoskins and Associates to become a part of the original contract for construction of impprovements in the I project described was presented as follows: SID No. 454 - To locate service lines connected to new 811 sani tar y sewer line s, which were not properly referenced by ties supplied to the City. The cost of the proposed change is 29 hours, @ t16.63 per hour - $482.27. The City Manager concurred with the Engineer and recommended the change order I 264 be accepted and approved as presented. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the change order be ?-pproved andthat the Mayor and the Clerk of the Commission be authorized to sign for the City and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none. I Resolu tion No. 1245 - Annexa tion of County Rest Hottle Property - pub 1 ic hearing. During the regular session of the City Commission held on 6 October, 1965, the Commission regularly pa.:;sed and adopted Cormnission Resolution No. 1244 declaring. its intention to extend the boundaries of the Ci ty Limi ts to include the Ga lIe tin Rest Home property. The affidavit of publica tion of the Notice was presented. COMMISSION RESOLUTrON NO. 1245 A RESOLUTION OF THE CO!\'MISSION OF THE CITY OF BOZEMAN EXTENDING THE BOUNDARIES OF THE SAID CITY OF BOZEMAN SO AS TO EMBRACE AND INCLUDE A CERTAIN TRACT OF LAND CONT- IGUOUS TO THE SAID CITY OF BOZEMAN AND HEREIN MORE PAR- TICULARLY DESCRIBED, WITHIN 'IRE CORPORATE LIMITE 'lliEREOF. was presented. Following the recommendation of the City Attorney and the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Langobr, tha t the resolu tion be passed and adopted and the motion was carried by the following Aye and No vote: Thos voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langobr; - those voting No, none. Reports: I The following reports were presented: Librarian Police Chief Fire Chief The City Manager commented on the reports and recommended the ir approval. Construction 33,280.19 Band 512 .50 $ 129, 619.09 The City Manager commented on the claims and found them to be t rue and lawful I~ claiITs against the City of Bozeman and recommended that they be approved and the Director of Finance be directed to issue warrants in payment. After examination of the claims in detail and checking against the claim register, it was moved by Comm- issioner Sedivy, seconded by Commissioner Langohr, tha t the claims be approved and the motion was carried by the following Aye and No vote; Those voting Aye being Ma yor Mor row, Commissioner Sedivy and Commissioner Langohr; those voting No, none. 2flS Leave of Absence - Ma yor R. liarry Morrow: In compliance with Chapter 2.08.030 of the Bozeman Municipal Code, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that Mayor Morrow I be granted vacation leave of absence from 23 to 30 November, and tha t through tha t period Commissioner Sedivy be designated as Acting President Pro Tempro of the Commissioner and the Motion was carried by the following Aye and No vote : those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; tho s e voting No, none. Adjournment: There being no further business to come before the Commission at this time, it was moved by Commissioner Sedivy, seconded by Cornmissi oner Langohr, tha t the meeting adjourn.
