The Commission of The City of Bozeman met in regular session in the Commission
Room, City Hall Buildinq::, Wednesday, 10 November 1965, at 1:00 o'clock p.m. Present
were Mayor Morrow, Co~missioner Sedivy, Commis sioner Langohr, Ci ty Mana ger Cu tting, I
Ass't City Manager Frys1ie, Acting City Attorney Angel an(l the C Ie rk .
Mayor MoT-row opened the meeting with a prayer and the following proceedings
were had:
Minutes of the last regular session held Wednesday, 3 November 1965, were read
and it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, tha t the
minutes be approved as read and the motion was carried by the fo llow ing Aye and No
vo te : those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner
Langohr; those voting No, none.
Annual Meeting Midrtle Creek Water Users Association -Court House M~nday, 15 Nov. 1965
Notice has been received of the Annual meeting of the Middle Creek Water Users' .
Association to be held on Monday, 15 November 1965, at 2:00 o'clock p.m. It wa s
moved by Commiss loner Sed1 vy, seconded by Commissioner Langohr, the t As s 't City
Manager Fryslie be designated as the offi cial represen ta ti ve of the City of Bozeman
at this meeting, and that he be given a proxy to vote the stock of the City of
Bozeman, and the motion was carried by the following Aye and No vote: those voting
Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; thos e vo ting I
no, none.
Proposed Plaque for new City Municipal Build~ng
A proposed Plaque for the New City Munlcipal Build:ing was presented to the
Commission for consideration. In concurrence wi th the recommendation of the City
Manager, it was moved by Commissioner Langobr, seconded by Commissioner Sedivy, that
the City Commission approve the proposed plaque as presented, to be placed on the
inside of the business lobby of the New Municipal Building listing the 1965 City
Adminis tra t ion, including Harold A. Fryslie, Building Coordinator, and the Architects,
and also paying tribute to Mr. 6: Mrs. .James C. Ray substantial donors of the site. .
The motion was carried by the following Aye and No vote: those voting Aye being
Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none.
John DeHaas - "Historic American Building" project: Plans and drawings of present
Ci ty Hall-Opera House: Depar tmen t of the Interior - Library of Con~ress.
Mr. John DeHaas, Jr., of M0ntana State University, Project Supervisor for the
Department of the Interior t'Historic Buildings Survey" was present to explain that
copies of the original architectural plans, along with photographic data and a I
complete history of Bozeman's City Hall-Opera House at Rouse Avenue and Main Street
are to be placed on file in the Library of Congress a t Washington, D.C. M!', DeHaas

presen ted to the Ci ty a set of plans redrawn from tm origina Is, designed by Byron
Vreeland in 1887, and including detailed sketches of hardware and other features.
Mayor R. Harry Morrow accepted the plans on behalf of the C1 ty and expressed
appreciation on behalf of the City Commission for the con tr ibu tion. He also com-

plimented Mr. DeHaas on his detailed work on this project.

The City Commission took this occasion to express the ir thanks to Anna Be lIe
Phillips for the splendid writeup and ou tstanding article written on the Hi story
of Bozeman's First City Hall-Opera House in the November 7th issue of the Bozeman
I Daily Chronicle.
"Protection Week" 14-20 N'~vember: National Association of Insurange Agents.
Mayor R. Harry Morrow issued a proclamation designating the week of November
14 - 20 as "Protection Week" of the National Association of Insurance Agents.

Death of Rueben Batchelder, Disposal Plant Operator.
The Ci ty Manager reported the dea th a t Rochester, Minnesota, Monday evening,
8 November 1965, of Rueben Batchelder, Bozeman's Disposal Plant Operator since
I August 30, 1954, following a year of hospitalization. Mr. Cu t ti ng s ta te d t ha t Mr.
Batchelder had been a superior and dedicated employee of the City whose personal
diligence and initiative had made Bozeman's Disposal Plant an installation attract-ing
national attention as to efficient operation, cleanliness and landscaping. His
efforts lent substantial support to Mon tana s' State Board of Health in carrying on
its program of establishing plants in other cities of Montana to carry out the
Water Pollution Control program. Mr. Batchelder's death is a serious loss to the
City of Bozeman.
Addition to Zoning Map: Greek Way Subdivision - AA Z'Jne.
A proposed addition to the City's official zoning map, the Gr66kWay Sub-
di vLLl 0,1, prepared in accordance with Section 17.08.420, Bozeman Municipal Code
and designating that area as AA Zone, was presented to the Commission. I t was moved
by Commissioner Sedivy, seconded by Commissioner Langohr , that the Mayor and the
Ci ty Commissioners of the City of Bozeman, Gallatin County, Montana, certify tha t
the plat of the Greek Way Subdivision is an official addition to the official zoning
map of the Ci ty of Bozeman, establishing "AA" residence zoning restrictions wi thin
I Greek Way Subdivision of the City of Bozeman. The motion was carried by the
following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy,
Commissioner Langohr; U ose voting No, none.

The City Manager commented on the claims and found them to be true and law-
ful claims aga inst the Ci ty of Boz sman and recommeded the t they be approved and
the Director of Finance be direc tad to issu e warran ts in pa ymen t . After exami-
nation of the claims in detail and checking agains t the claim register, it was
moved by Commissioner Langohr, seconded by Commissioner Sedivy, tha t the cIa ims
be approved and the motinn was carried by the following Aye and No vote: those
vo t ing A ye be i ng Ma yo r Mo rr ow, Commissioner Sedivy and Commissioner Langohr; those
voting No, none.
