The Commission of The City of Boz.2man met in regular sessior in the Commission
Room, City Hall Building, Wednesday I? November 1965, at 1:00 o'clock p.m. Presen t
were Mayor Morrow, Commissiorer Sedi vy, Commissioner Langohr, City Manager Cutting,
I Ass't City llianager Fryslie, Acting City Attorney Angel and the C 18 rk .
Mayor Morrow opened the meeting wi th a prayer and the following proceedings
were had:
Minu tes 0 f the last regular session held Wednesday, 10 November 1965, were read
and it was moved by Commissinner Sedivy, seconded by Commissioner Langohr, that the
minutes be approved as read and the motion was carried by the following Aye and No
vo te : those voting Aye beir,g Mayor Morrow, Commissioner Sedivy and Commissioner
Lango hI' ; those voting No, none.
Church of the Nazarene - Rev. Walter L. Murphy: Horizor ta 1 r;lumblng.
. Reverand Wal tel' L. Murphy of - 1116 Cherry Drive, pas tor 0 f the Church of the
Nazarene was present to request permission to exceed the limi ta tio ns of the City
Plumbing Code which requires the t not more than 20 percen t of a vent line ma y be
horizontal in any plumbing system. tt was reported tha t the Uniform Plumbing Code
written by the Western Plumbing Officials Association ,-resently under study for
adoption by The City of Bozeman permits a horizontal vent not to exceed one-third
the total developed length in any plumbing system.

Authori ty to Re-invest flmds: $50,000 Treasury Bills to 30 December 1965.
A request from the Director of Finance for authority to reinvest $50,000.00
&lilding funds of The City of Bozeman in U.s. Treasury bills to mature about Dec-
ember 30, 19P5, was presented and concurred in by the City lV1anager. It was moved
by Commissioner Sedivy, seconded by Commissioner LangohI', that the authority be
granted as requested and t he motion was carried by the fOllowing Aye and No vote:

I The City Mana ger presented a proposed a pplica ti on to be made to the Department
of Housing and Urban Development for advanced planning funds in the amount of
$8,000.00 to cn nduc t a storm dra inage study in the newly annexed and other areas
within the Ci ty of Bozeman. The Manager explained tha t the study would be con -
duc ted by Thomas, Dean & Hoskins, Engineering Consu I tants, t 0 de termine extent
of drainage areas, condui t sizes where reouired, impact on areas down stream from

such facilities in conjunction with contemplated street construction. The Manager
then requested authorization to complete and submit this applica tion as ou tlined
above after conferring with officials of the Federal Agency in Seattle. It was I

Request for paving on 13eall Street I. Tracy to Grand) Deac)cess Hospital
A letter petitioning to create a Special Improvement District for the con-
struction of paving, curbing, gu tters and sidewalks on West Beall Street between
Grand Avenue and Willson Avenue, s\o;;ned by Mr. J. D. Street, Chairman of the ooard
of Directors of the Bozeman Deaconess Hospital, Bozeman, Montana, was presented to
the City Commission. The City Manager recormnended that the request be approved and
the City Attorney be directed to prepare a Resolu tion of Intention to Create the
Dis tric t. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr,
that the foregoing action as recommended by the City Manager be approved and ini-
tia ted and the motion was carried by the following Aye and No vote: those voting Aye
being Mayor Morrow, Commissioner Sedivy and Commis?ioner Lango hr ; those voting No, none.
Reouest for pav"ng on Villard Street ( Tra c y to Grand) Bozoman)- Medical Arts Center. I.
A letter signed by Dr. Dean C. Epler, Chairman of the Board of the Bozeman
Medical Arts Center, petitioning for the crea tion of a Special I~provement District
for pavement improvements on Villard Street between Grand Avenue and Tracy Avenue,
was placed before the Commission. The Ci~ Manager recommended that the request be
approved and the City Attorney be directed to prepare a re solu tion 0 f In ten tioYl to
crea te the District. It was moved by Commissioner Langohr, seconded by Commis si oner
Sedivy, that the foregoing action as recommended by The City Manager be approved
and initiated and the moti on wa s carried by the following Aye and No vote: those
voting Aye being Mayor Morrow, Commi~,sioner Sedivy and Commissioner Iangohr; those
voting No, none.
Zoning Ord'nance - Major extension and revision:
A letter received from the Bozeman City-County Planning Board along with copies
of the proposed new Ordinance was presented to the City Commission. The proposed
new zoning map and other related information having been previously reviewed by the
Commission, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy,
that the proposed new Zoning Ordinance be referred to the Board of Adjustments with I
the request for tha t Boa rd to hold a pl'iblic hearing on the measure ad the motion was
carried by the following Aye and No vote: those vo ting Aye being Mayor Morrow, Comm-
iSSioner Sedivy and Commissioner Langohr; those vot'ng No, none.
Authority to attend workshop - De p t- of BUD - Seattle 2-3 December - "Ci ty Manager"
The City Manager reported the Department of Housing and Urban Development has
scheduled a two day wdrkshop in Seattle, Washington, December 2-3 1965, to dissemina te
to public officials the as si stance to cities made available under the new legislation

the wor kshop . It was moved by Connnissioner Sedivy, seconded by Commis si ore r Langohr,
that the City Manager, Oscar E. Cutting, be authorized to attend the meeting and it
being in the public interest, the expenses incurred be charged to the appropriate

voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Lanzohr; those
voting No, none.

The City Manager requested tl)at he be granted leave of absence from 20-29
November inclusive, and that Harold A.Fryslie, Ass't City Manager, be designated

It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the
requeste for leave be granted and Mr. Fryslle designated as Acting City Nanager
