The Commission of the City of Bozeman met in regular session in the Commission
Room, City Hall Building, Wednesda 1, 16~June 1965, at 1:00 o'clock p.m. Present were
Mayor Morrow, Commissioner Langohr, City Manager Cutting, City Attorney Berg and the
I Clerk.
Commissioner Langohr opened the meeting with a prayer and the following proceedings
were had:
Minutes of the last regular session held Wednesday, 9 June 1965, were read and
it was moved by Commissioner Langohr, seconded by Ma yor Morrow, tha t the minutes be
approved and the motion was carried by the following Aye and No vote: those votIng
Aye being Mayor Morrow and Commissioner Iangohr; those w ting No, none.
Hearing Resolution No. 1209 - Annexation Stevens & Homesites Subdivision.
During the regular session of the City Commission held on 12 May 1965, the
Commission regularly passed and adopted Commission Resolution No. 1209 declaring its
intention to extend the boundaries of the City Limits to include the Stevens & Home-
sites Subdivision. The date of June 16, 1965, was the day set for hearing protests
. , and the affidavit of publication of the Notice was presented together with the
Clerk's Mailing Certificate stating that each and every property owner had been
notified as renuired by law.
There were nine written protests out of the fourteen wblch had been flIed and
I there were several property owners who appeared to further protest the annexation.
The tot~l written protests represented 64.29~ of the District. The annexation of the
Stevens & Homesi tee Subdivision was therefore tabled for a determina tion and $'on-
firmat~on of the protests.
Paving Durston R03d - from 7th Avenue to 11th Avenue.
Mr. & Mrs. Dan A. Nelson ~nd Mr. Francis A. Niven appeared to complain about
the condi tion of Durston Road from 7th to 11th Avenue, and inquire what could be done
to obtain improvements of this street.
They were informed tha t improvements could be made as a coopera tive project
with the. City, but it was suggested that efforts first be made to establish a special
improvement district for the proper paving with curbs and gutters of this section of
Durston Road.
Consideration of Bids: Bru sh Dis posal "Chipper".
The Commission was referred to the openln g of bids for the bru sh di spoaal
. "Chipper" on 9 June 1965. The bids having been analyzed, the City Manager in con-
currence with the City Engineer and the Park Superintendent recommended that the bid
I of the Asplundh Chipper Company be rejected due to lack of servicing facilities in
this area and that the purchase be awarded to the Industrial Equipment Company,
Billings, Montana, on the basis of their bid in the amount of $3,975.00. In con-
currence wi th the recommenda tion of the C1 ty Manager, it was moved by Commissioner
tangobr, seconded by Mayor Morrow, that the purchase of the brush disposal wChipper"
be awarded to the Industrial Equipment Company of BillJngs, Montana, and the motion
was carried by the following Aye and No vote: those voting Aye being Mayor Morrow,

Chamber of Commerce re~uest for Sidewalk Bazaar: 16 July, 1965.
It was reported the Bozeman Chamber of Commerce has requested permission for
the Chamber to sponsor its annual Sidewalk Bazaar Friday, 16 July 1965, on Main
Street and the City Manager recommended the request be granted. It was moved by
Mayor Morrow, seconded by Commissioner Langohr, that permission to stage the bazaar
as requested be granted. The motion was carried by the following Aye and No vote: I

Junior Chamber of Commerce request to hold Carnival - Siebrand Bros. one week,
beginning 6th or 7th of July.
It was reported that the Junior Chamber of Commerce had requested that their
organization be granted permission to sponsor the Siebrand Shows in the City for one
week beginning July 6th or 7th. The City Manager recommended that the permission
to sponsor the Slebrand Shows, as requested, be granted after it was established
this was not in conflict with an earlier request of the Liona Club. It was moved
by Commissioner Langohr, seconded by Mayor Morrow, that the permission be granted as
authorized and the motion was carried by the following Aye and No vote: tho se vo ting
Aye being Mayor Morrow, and Commissioner Langohr; those voting No, none.
Jury and Commission Conference Room: New City Administration BuildIng.
Mr. Oswald Berg, Architect, appeared before the City Commission to present the
following list of additions to the Municipal Building Facility which was deemed nec-
essary to the proper functioning of the building and would benefit the City of Bozeman.

After thoroughly discussing all of the above items and cost factors, it was
recommended by the City Manager that the listed changes and additions at the cost
indicated be authorized as follows: Items l-b, 2, 2-b, 3, 4, 5, 6, and 7. It was
moved by Commissioner Langohr, seconded by Mayor Morrow, tba t these changes be
authorIzed as indicated in concurrence with the recommendation of the City Manager,
and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Morrow and Commissioner Langohrj those voting No, none.
Plans & Specifica tions Federal Buildlnp; Street Project.
It was reported that Harold Hoskins and Associates, as directed, had completed I
the plans and specifications of pavement widening around the Federal Building at the
approximate cost of $25,000.00 previously authorized to be paid out of parking meter
funds. The City Manager recommended that these plans and specifications to include
widening both s1.des of Black and Tracy Avenues from Babcock to Olive Street, the
north aide of Olive Street and the sou th side of Babcock Street be approved and that
the Clerk of the Commission be authorized to call for bids for the construction of
these improvements. The Ci ty Manager further explained tha t the proposed pa vemen t

widening will permit parking on both sides of these streets. The Commissione
concurred in the City Manager's recommendation and it was moved by Mayor Morrow,
seconded by Commissioner Langohr, that the plans and specifications be approved
and a "Call for Bids" authorized and the motion was carried by the following Aye and
I no vote: those voting Aye being Mayor Morrow and Commissioner Langohr; those vo ting No,
none.
License B/mds - Anderton Electric, Belgrade - Electrician; flumber.
The continuation certificates for the renewal of the gas fitters bond and the
plumbers license bond for the Valley Plumbing and Heating, J::lillings, Montana was
presented. In concurrence with the recommendation of t he City Manager, it was
moved by Mayor Morrow, seconded by CommIssioner Langohr, that the certificates be
approved and the motion was carried by the following Aye and No vote: those vo ting
Aye being Mayor Morrow and Commissioner Langohr; those voting No, none.
Peti tlon for 4-way stop: Willson & Mendenhall Street.
A petition containJng eighty-ftve sIgnatures, requesting a four-way stop at
the intersection of Willson Avenue and Mendenhall Street was presented. After
thoroughly discussing the reauest, it was recommended by the Oi ty Manager, the t
the petition be tabled for further study and until a definite traffic pattern can
be determined. In concur.rence with the recommendation of the City Manager, it was
moved by Commissioner Langohr, seconded by Mayor Morrow, that the request be tabled
