The, Commission of the City of Bozeman met in regular session in the Commission
Room, City Hal~ Building, Wednesday, 17, 1965 at 1:UU o'clock p.m. Present were
Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, Assft.
C1 ty Manager FrysLie, City Attorney Berg and the Clerk.
I Commissioner Langonr opened the meeting wi tn a pre yer and the fOi~owing pro-
ceedings were had:
Minutes of the last reguaar session held February lu, 1965, were read and it
was moved by Commissioner Sedivy, seconded by Commissioner Langohr, tha t the minutes

Consideration of Bond Sale for SID No. 452: $185,000.00 -(Main Street & North Seventh)
Bonds of SpeciaL Improvement District No. 452 must be sold to provide for fin-
ancing the proposed construction in the project. It was moved by Commissioner Langohr,
seconded by Commissioner Sedivy, that the Clerk of the City Commission be instructed
to advertise for bids for the sale of the bonds of this district in the amount of
$l85,OUU.uv, to be received March ~?, 1965, to provide for the City's twenty-five
(25~) percent share of the cost of construction of this proposed State Highway
Department project, and the motion was carried by the fOLJ.owing Aye and No vote:
those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr;

Municipal Building Facility Project - Possible addition
The City Manager reported tnat in the examination of the Municipal Building
FaoiLity program there were several additions which couJ.d be conSidered with the
smali amount of funds in excess of the construction bids awarded. Architeot
William Grabow informed the Commission tha t the fourth lane in the fire equipmen t
room, included in the originaL p~ans, but deleted by t h3 order of the Commission
when the program was reduced, could be constructed for a cost of $9,167.43 through
execution o-r ohange orders to t he contracts.
The City Manager stated it would be to me greatest pubJ.ic benefit to add on
the fourth lane at mis time by ohange orders as prOVided for in the oontracts and
in order to permit immediate order er materials reoommended approval of the addition.
Fol~owing approval by the contractors, architects and the City Attorney, the Comm-
ission concurred in ~he C1ty Manager's recommendation and it was moved by CommiSSion-
er Sedivy, seconded by Commissioner Langohr, that the fourth lane be inc~uded in
I the fire hall equipment room and the motion was carried by the fOllowing Aye and
No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner
Langohr; those voting No, none.
Public Hearing -- Special Improvement District No. 443 (Paving on South 13th and 14th.
This .as tne time and place set by Commission Resolution No. !1?7 to hear pro-
tes ts , if any, to the oreation of Special Improvement District No. 443. Affidavi t
of publication of notice and the Glerks Mailing Certificate state that all property
owners had been notified as required by J.aw were presented. Tbe City Manager In-

formed the Commiss1on that as of 5:VU o'Ciock p.m., Februarr 15, 1965, the written
protests to the creation of the District constituted a total of 6.69% of the pro-
perty included within the boundaries of the district and to comply with Section
11-22U6, R.C.M., 1947.
Following a discussion of' the proposed district with tM group of interested I
citizens attending the meeting, The City Manager recommended that the City Attorney
instructed to prepare a resolution to create the district.

Plans for a public cermony to lay the cornerstone of Bozeman's New Municipal
Buildin~ Faci11ty.
John Mandeville and Vernon Via~ Spokesman tor Ga!iatin Masonic Lodges No.6
and Ne. 18 in conjunotion wI. tn. the Grand Lodge of Mr:'ntana extended their offer to
oonduct the ceremony tor laying the corners tone for the new Municipal Buildmg
Fao1lity. Mr. Mandeville stated tn1s oeremoney would be a publio affair and they
would 11) rk witn the Grand Lodge of Montana and community dignitaries other tnan

Mayor Morrow thanked the lodge rej,.lI"esentatives for their generous offer, but
stated no specifio date could be determined for the ceremoney at this tine. Also

This was the time and piace eet by Commission Resolution No. 1178 to hear
pro te s ts, 1 f an y, to the creation of Special Impr0vement District No. 453. Affidavit
of pubi1catlon of Notioe and the Clerk's Mailir:g Certificate s tatlng that all property
owners had been notified as required by ~aw were presented. The City Manager informed
the Commission that as of 5:uv o'olock p.m. Febru~ry 15, 1965, there were no protests
on file and no one appeared to verbally protest the creation or extent of the district.
