HomeMy WebLinkAboutProject NarrativeProject Narrative Project Description The Rosa Apartments Master Site Plan project proposes to develop a site currently platted as Lot 1, of Traditions, Phase 3 into multiplex 3-story apartment buildings. The property is currently located in the City of Bozeman and is zoned as R-4. Construction of Oak Street to City standards is underway and stormwater improvements have been completed including installation of a 36” by 58” RCP arch culvert that flows under the Oak Street right-of-way conveying Baxter Ditch. There is a detention pond in the northwest of the site which will collect drainage from a majority of the site and from the Oak Street, Twin Lakes, Sherwood Way and future Rosa Way. Project Intent It is the intent of this project to have concurrent review of the master site plan application and phase 1 site plan application. The master site plan currently proposes 194 dwelling units and the phase one plan would build out 54 of those units encompassing the phase 1 boundary as shown on the included civil master site plan. This site plan and master plan submittal intends to adequately address the items outlined in the concept review letter received on October 11, 2016. The overall design goals for this project are to provide residential apartments for individuals interested in living in the vicinity with onsite amenities such as a workout facility for residents to enjoy and an expansive open space corridor directly to the west. The open areas would provide ample opportunity for residents to recreate. However, open space requirements would also be achieved through a combination of upper level balconies and lower level patios with 18” masonry walls. This requirement will meet the standards outlined in section 38.27.E, BMC. Site Improvements/Buildings The project is intended to be constructed in five separate phases. Phase 1 will be completed first however subsequent phases will be completed in any order. Phase 1 will consist of three 18-unit apartment buildings and will connect water and sewer services to existing public utilities in Oak Street and Twin Lakes Avenue. Parking areas will also be constructed to the west and south in Phase 1 to the extents of the phase 1 boundary line. Phase 2 will consist of an additional 18 unit building along Oak Street to the west of phase 1 and expansion of the parking areas and sidewalks. Phase 3 will require extension of public utilities to supply a centrally located 18 unit building along with a second building to be constructed along the north end of Rosa Way (also an 18-unit building). Installation of 230 feet of 8” sewer main and a sewer manhole in the public access and utility easement would be required. At full buildout, the project is predicted to produce peak sewer flows of approximately 88.7 gallons per minute. Water main extensions would also be required in Rosa Way and in the Flanders Way public access and utility easement, which crosses the site from east to west. These water main extensions would loop in to existing water main stubs in Oak Street and Sherwood Way and tap the existing 8” sewer main in Twin Lakes Avenue. The water main installed with this project would consist of approximately 1,210 linear feet of 8” water main and include two fire hydrants; one located at the intersection of Oak Street and Rosa Way and another located at the entrance to the site off of the east side of Rosa Way. Phase 4 will consist of two additional 18 unit buildings; one located on the south end of Rosa Way and a second interior building. Phase 5, the final phase, will consist of an 17 unit and 33 unit buildings with efficiency units located along Sherwood Way. Stormwater is anticipated to be conveyed to the existing detention pond to the northwest of the site with additional retention south of the phase 4 interior building. A system of curb and gutters, storm inlets and catch basins will be installed to convey all runoff to the existing detention pond. Draft Design Guidelines The general feel will be similar to the modern components of the phase 1 buildings. Phase 5 will have a different footprint therefore varying from the phase 1 building look. The buildings will have metal siding for accents as well as lower sloped roofs as architectural features. The efficiency units might not have decks and patios and therefore will be distinct from phase 1 buildings. Affordable Housing This project will not provide affordable housing per section 17.02, BMC. However, in general apartments are the affordable option in Bozeman and this development will cater to the local population seeking an affordable option for housing.
