HomeMy WebLinkAbout1970-02-04 458 Bozeman, Montana 4 February 1970 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 4 February 1970, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Commissioner Sedivy, City Manager Fryslie, Ass't. Ctty Manager Keyes, Acting City Attorney O'Connell and the Clerk. Mayor Langohr opened the meeting with a prayer and the following proceedings were had: I Minutes of the regular meeting held 28 January 1970 were read and it was moved by Commiss- ioner Sedivy, seconded by Commissioner Morrow, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Comm- issioner Morrow and Mayor Langohr; those voting No, none. Proclamation: "American Field Service Week" 9-16 February 1970: In accordance with the request of the Adult Chapter of the American Field Service, Mayor Langohr proclamed the week of 9-16 February 1970 as "American Field Service Week" in the City of Bozeman and called upon all of our citizens to support this worthy program with a generous response to the related candy sale solicitations by the Bozeman Senior High School students. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the Commission concur in the pro- clamation and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none. L . cense Bond (Continuation Certificate) Gas Fi~ter: Gallatin Farmers Company: In compliance with Chapter 16 of the Bozeman Municipal Code, the Continuation certificate for the Gas Fitter License bond of Gallatin Farmers Company, Bozeman, was presented. The City I Manager stated the Building Inspector had recommended approval of the bond and the Acting City Attorney approved the bond as to form. It was moved by Commissioner Sedivy, seconded by Commiss- ioner Morrow, that the bond be approved and the motion was carried by the following Aye and No vo te ; those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Sign Bond - Rainbow Signs, Inc., : In compliance with Chapter 14 of the Bozeman Municipal Code, the sign bond of Rainbow Signs Inc., Bozema~ was presented. The City Manager stated the Building Inspector had recommended the approval of the above mentioned bond and the Acting City Attorney had approved the bond as to form. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the bond be approved and the motion was carried by.tbe,Following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none. Subdivision Plat, Sour Dou~h Creek Properties No. 6: The final plat of Subdivision No.6 Sour Dough Creek property was presented.along with the favorable recommendation from the City-County Planning Board. Following a discussion and noting that this plat conformed generally with the master plat of this area, the City Manager recommended I that the plat be approved as presented. It was moved by Commissioner Sedivy, seconded by Comm- issioner Morrow, that the plat be approved as recommended and that the City Manager be authorized and directed to sign the plat as the Director of Public Service and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. 459 Certificate of Survey Plat - 7.713 Acres Northern Pacific Addition: A plat of approximately 7.713 acres of land located in the Northern Pacific Addition and containing all of Block 81 and portions of Blocks 80 and 82 including portions of vacated K Street, all of J Street, Willow Street and Cherry Street was presented. Following a thorough discussion of the plat, the City Manager concurred in the recommendation of the City-County Planning Board I and it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the subject plat be approved and that the City Manager be authorized and directed to sign the plat as D rector of Public Service and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohrj those voting No, none. Auth~rity to Call for Bids - Truct Mounted Flusher-Vacuum Unit, Approximately $30,000.00 To Be opened 25 February 1970.: The Street Department has need for a truck mounted Flusher-Vacuum Unit in the approximate amount of $30,000.00 with no trade-in, bids to be opened 25 February 1970. The City Manager stated that the current budget provides for this purchase and requested the bids be called for. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the purchase of the new truck mounted flusher-vacuum unit be approved and the Clerk of the Commission be directed to issue a "Call for Bids" to be opened 25 February 1970 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohrj those voting No, none. Reports for January: The following reports were presented for January: I Library (December) Police Judge Fire Chief Fluoridation Bldg. Inspector (January & Annual) The Building Inspector explained the Annual report of the Building Department for the year 1969. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the Building Inspector be commended on his very comprehensive and thG~ough report and that the report be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none. The City Manager commented on the reports and recommended their approval. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. ~,!:},~ority to Imrest Cemetery Permanent Care Funds - City Shop Site Purchase: The Commission was referred to its action of 17 December, 1969, pursuant to which arrange- ments have been made to complete the purchase of Block 29, except Lots 11 and 12, and all of Block 30 of Imes Addition to the City of Bozeman, per purchase agreement dated 19 February, 1958, be- tween the City of Bozeman and Salome B Malsor, Edna T White, Irene Cannon and A. T. White. I Following a thorough discussion, it was moved by Commissioner Morrow, seconded by Commiss- ioner Sedivy, that investment of Cemetery Permanent Care Funds in purchase of Block 29, except Lots 11 and 12, and all of Block 30 of Imes Addition to the City of Bozeman, be authorized in the amount of $16,759.04. Repayment to be made to the Cemetery Permanent Care Fund in semi-annual installments (June and December) each year over a period of ten years with interest on the remaining principal balance at 6% per annum. Payments to be made from the various funds as follows: Cemetery 460 10%; Garbage 15%; Water 30%; Street 45%; of each installment. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none. Confirmation of Police Officer - Charles R BOY~22. - .-<r,o --,.--..._, A letter received from Chief of Police C. R. Cutting, informing the Commission that Officer I Charles R Boyer had satisfactorily completed the required six month probationary period and recommending that Officer Boyer be confirmed as a regular officer of the Bozeman Police Department effective 31 January 1970 was presented. In concurrence with the recommendation of the Chief of Police also concurred in by the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the confirmation of Police Officer Charles R. Boyer be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Care 16,759.04 Park 4,207.73 Fire Relief 6,674.95 Cemetery 2,108.64 New Sewage Const. 17,121.33 Band 25.00 PERS 1,694.01 $122,851.63 The City Manager checked the claims and found them to be true and lawful claims against the City of Bozeman and recommended they be approved and the Director of Finance be directed to I issue warrants in payment. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none. proclamation -"~ational Beauty,~'- 8-14 February, 1970. : Mayor Don M. Langohr announced his proclamation of 8-14 February, as "National Beauty Week" in the City of Bozeman in accordance with the request of Mack Evans and Norma Mcquiston representing the Bozeman Beauticians Association. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the proclamation be endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none.
