HomeMy WebLinkAbout1970-02-11 46:1 Bozeman, Montana 11 February 1970 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 11 February 1970, at 1:00 p'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Commissioner Sedivy, City Manager Fryelie, Ass't. City Manager Keyes, Acting City Attorney O'Connell I and the Clerk Commissioner Morrow opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 4 February 1970 were read and it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the minutes be approved as read and the motionwas carried by the following Aye and No votej those voting Aye being Commissioner Sedivy, CommisSioner Morrow and Mayor Langohr; those voting No, none. Construction Pay Estimates - Waste Water Treatment Plant and Sewers: The certificate of the engineer of Thomas, I)ean and Ho skins, I nc " on the Was te Wa te r Trea tmen t Plant and Sewer stating the construction has been partially completed was presented. The City Manager concurred in the recommendation of the engineer and recommended that partial payment be authorized. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that as recommend- ed, the construction pay estimates be authorized and the Director of Finance be directed to issue warrants in payment of the same as follows: Detweiler Bros. Inc., - Estimate No.4 ---- $ 54,235.00 Felton Construction Co., - " No. 3 ---- 106,567.07 Thomas, Dean & Hoskins - " ---- 7,199.94 The Motion was carried by the following Aye and No vote: those voting Aye being Commissioner I Morrow, Commissioner Sedivy and Mayor Langohrj those voting No, none. Request for Partial WPCA Grant Payment - Waste Water Treatment Plant and Sanitary Sewer: The Applicant's Payment Request, Form No. CG-22 prepared for the Federal Water Pollution Control Administration seeking the first grant installment for the construction of the Waste Water Treatment Plant and Sanitary Sewer project was presented. Following a thorough discussion, it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the Form CG-22 (Applicant's Payment Request) and the Form CG-23 (Labor Standards Certificate), for the WPC-Mont-125 constru- ction grants be approved and forwarded to the Federal Water Pollution Control Administration for consideration of the payment request and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Authority to Purchase Sewer Rods - 250 5/16" x 39" - Approximately $900.00':' The City has need for sewer rods in the approximate amount of $900.00. It was moved by Comm- issioner Morrow, seconded by Commissioner Sedivy, that the purchase of the sewer rods be approved aQd the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none. I Plat - Block 1, Tract A, Graf's Third Addition for Approval: The final plat of Block 1, Tract A, Graf's 3rd Subdivision was presented along with a favorable recommendation from the City-County Planning Board. Following a discussion, the City Manager in concurrence with the recommendation of the City-County Planning Board recommended that the plat be approved and that when the area lying between the west line of this tract and South Third Avenue is platted, the access be limited to one access road to Third Avenue. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the plat be approved as recommended and the City -- 162 Manager he authorized to sign the plat as Director of Public Service and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Sedivy; those voting No. none. License Bonds - Release and Approval: Walter Savage - Plumbing & Mechanical McLees Sheet Metal" " Gordon Sortor " " F. L. Dye Company"" I J. Paul Peterson - Electrical In compliance with Chapters 15 and 16 of the Bozeman Municipal Code. the plumbing and mechanical bond of Walter Savage Plumbing and Heating, Bozeman. McLees Sheet Metal. Inc.. Bozeman, Gordon So~r. dba Home Heating Service, Bozeman. F L. Dye Company. Bozeman and J. Paul Peterson, dba Service Electric, Bozeman, was presented. The City Manager stated the Building Inspector had recommended approval of the above mentioned bonds and the Acting City Attorney had approved the bonds as to form. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the " continuation of the aforementioned bonds be approved and the rnzion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Morrow; those voting No. none. Reports for January: The following reports were presented for January: Cashier Fire Chief (1969 Annual) police Chief Sewage Treatment plant Operator The City Manager commented on the reports and recommended their approval. It was moved by Commissioner Sedivy. seconded by Commissioner Morrow. that the reports be approved and ordered filed and that Fire Chief Huber be highly commended on the thoroughness of his Annual report and the I motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohrj those voting No. none. Zoning Change & Ammended West of Ei,ghth Avenue North: The City-County Planning Board, at their regular meeting held 9 February 1970 made certain recommendations to the City CommisSion of the City of Bozeman to amend the Zoning Map of the City of Bozeman as follows: Change from a Class "A" Residential Zone to a CLAss "B" Residential Zone that land west of the westerly line of Eighth Avenue north and East of the easterly line of Ninth Avenue north extended, between the Royal Vista Addition and Durston Road. Change from a Class "A" Residential Zone to a Motor Business Zone all that portion of the Granite Addition to the City of Bozeman now zoned as Class "A" Residential and not being a part of the Interstate 90 right-of-way. Zone all that area included within the proposed annexation lying immediate- ly west of Seventh Avenue North and North of Oak Street West motor business which conforms with existing use. Also delineate the right-of-way area of Interstate 90 on the entire Zoning Map and thus exclude it from zoning. Following a thorough discussion and in concurrence with the recommendation of the City-County Planning Board also concurred in by the City Manager, it Was moved by Commissioner Morrow, seconded I by Commissioner Sedivy. that the proposed zoning changes and amendments be referred to the Board of Adjustments for public hearing and further action and the motion was carried by the following Aye and No votej Those voting Aye being Commissioner Morrow, Commissioner SediTY and Mayor Laneohej those voting No, none.
